The Most Serene Republic of Breis is a massive, cultured nation, remarkable for its public floggings, state-planned economy, and irreverence towards religion. The hard-nosed, cynical, humorless population of 1.697 billion Breisians are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."
