Protectors of Kurona, the keepers of peace, the mediators of conflict, and the facilitators of diplomacy. Welcome to the Assembly of Nations, an international organization dedicated to maintaining the peace and stability of Kurona. The Assembly serves to act not only as a medium for diplomacy, but a military alliance as well. Membership to the Assembly is completely optional but highly recommended. The Constitution


Preamble: Through tumultuous and troubling times, the region of Kurona arises from the dust of the past. In order to work for the common good, to maintain the stability of the region, and to promote all nations that reside within Kurona, this document is hereby established.

The region of Kurona will be governed by this document and the Kuronian Assembly of Nations(KAN). The KAN will consist of all member-states that choose to sign their name to this treaty.

Section 1
- A member state must reside within the region of Kurona for a duration of two weeks before being allowed to sign the treaty.

Section 2
- Upon signing, member nations are guaranteed security, and given the privilege to vote, to propose legislation, amendments, as well as any other privileges set forth by elected officials.

Section 3
- The Assembly of Nations holds no authority over the internal affairs of each member state. Member states of the KAN are free to run their nations as their governance sees fit.

The Assembly of Nations will consist of elected offices. There will be a Secretary General to represent the entirety of the Assembly. The Secretary General will have the powers over legislation and governance of the KAN and all subsequent offices throughout.

Section 1
- The Secretary General will be elected by popular vote. In order to be considered for election, a member state must have the formal endorsement of at least 3 other nations.

Section 2
- The Secretary General will hold the seat for 4 months, no nation shall hold the seat for more than 2 consecutive terms, however there is no term limit.

Section 3
- The Secretary General possesses the authority to negotiate treaties with other regions on behalf of Kurona. This includes the ability to establish and/or cancel embassies with other regions.

Section 4
- If there is any doubt during the tenure of any nation, any member state may call a “Vote of No Confidence” in the government. After a subsequent vote of 2/3 of the member states vote ‘Yay’ elections will be reheld. During the duration of the election, an Interim Secretary General will be appointed by the Founder.

This document is not timeless and therefore if necessary, amendments can be proposed to add to this constitution. In order to ensure the validity of amendments and the voting process, the Quorum of the Assembly of Nations is hereby established.

Section 1
- There will be a Speaker of the House to serve as a moderator in the debate chambers of the Assembly. The Speaker will be appointed by the Secretary General at the beginning of their term, and may be replaced at any time. The Speaker of the House may not be the currently elected Secretary General.

Section 2
- In order to put forward a motion to the assembly, a member state’s proposal must gain a ‘secondment’ from another member state.

Section 3
- Once a motion/proposal has been put forward to the assembly, the Speaker of the House must declare a 48 hour debate period, where modifications to the proposal will be permitted.

Section 4
- Once a motion/proposal has passed its debate period, the Speaker of the House must declare a 1 week voting period, where modifications to the proposal will no longer be permitted.

Section 5
- A minimum of 5 member states are required to assemble a quorum. Assembling a quorum is mandatory for any vote on a proposal. Member nations may abstain, vote in favour of, or vote against proposals that have passed the debate period. An amendment will not be valid if a quorum is not achieved by the end of the voting period.

To ensure the stability of the region, there will be a Security Council, with five total seats to protect the entirety of the region from harm. Two of the five seats will be appointed by the Founder for a period of six months. One seat will be reserved for the Secretary General of the Assembly, and the remaining two seats will be appointed by them at the beginning of their term. The Founder holds a permanent, sixth ‘Observer’ seat on the council.

Section 1
- The purpose of the Security Council is to protect Kurona from the external threats to its independence, it is not an internal function. In order to do this, the Security Council has the responsibility of voting on members who submit applications to join KAN. This is to protect Kurona’s security against potential threats.

Section 2
- The Security Council, at any time may vote to close the borders of Kurona for a maximum duration of two weeks at a time to mitigate potential external threats.

Section 3
- If a member of the KAN poses a risk to the security of the region as a whole, the Security Council may vote to expel them from the Assembly.

Section 4
- The founder may not influence or participate in the votes of the Council, however they may, at any time exercise their right of veto on decisions that may be seen as harmful to the region.

The sovereignty of all members of the Assembly of Nations is guaranteed by the signatories of this constitution. All borders documented in the regional map of the Founder will be defended by the member states of the Assembly.

Section 1
- An attack on one member state is considered an attack on all member states. In such an event, the Assembly must implement appropriate military measures under the command of the Secretary General.

Section 2
- If a member state initiates a hostile military action against another member state on the borders outlined on the regional map, the initiating member state will be expelled from the Assembly.

Section 3
- The use of Nuclear Warheads without provocation is prohibited. Such an event may only occur if a vote is held between all member states of the Assembly and won by a majority.
