The Holy Empire of Chem is a very large, orderly nation, remarkable for its vat-grown people, state-planned economy, and stringent health and safety legislation. The cynical, devout population of 190 million Chemians are ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. In their personal lives, however, citizens are relatively unoppressed; it remains to be seen whether this is because the government genuinely cares about its people, or if it hasn't gotten around to stamping out civil rights yet.

The large, well-organized government prioritizes Spirituality, with Healthcare, Education, and Administration also on the agenda. The average income tax rate is 60.4%, and even higher for the wealthy.

The sizeable but underdeveloped Chemian economy, worth 6.82 trillion rubarbs a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. The industrial sector is led by the Trout Farming industry, with major contributions from Automobile Manufacturing, Gambling, and Beef-Based Agriculture. Average income is 35,898 rubarbs, and distributed extremely evenly, with little difference between the richest and poorest citizens.

Traffic tickets are punishable by 9000 push-ups, scientists recently cloned the long-extinct feather-bellied carp, government workers are more efficient and more unhappy than ever, and the nation's green cities are indeed concrete jungles. Crime is totally unknown, thanks to a capable police force and progressive social policies in education and welfare. Chem's national animal is the carp, which frolics freely in the nation's sparkling oceans.

Chem is ranked 51,143rd in the world and 2nd in Holy Lands for Largest Automobile Manufacturing Sector, scoring 3,172.45 on the Henry Ford Productivity Index.
