The United Socialist States of Karlovich is a huge, orderly nation, notable for its barren, inhospitable landscape, parental licensing program, and unlimited-speed roads. The hard-nosed, cynical, devout population of 377 million Russians are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

The medium-sized, corrupt, moralistic, well-organized government juggles the competing demands of Defense, Education, and Law & Order. It meets to discuss matters of state in the capital city of Moscow. Citizens pay a flat income tax of 45.7%.
