The Dictatorship of Papalandia is a colossal, environmentally stunning nation, ruled by Father with an iron fist, and remarkable for its vat-grown people, restrictive gun laws, and stringent health and safety legislation. The hard-nosed, cynical, humorless, devout population of 8.281 billion Papalandians are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The enormous, corrupt, moralistic, socially-minded, well-organized government juggles the competing demands of Education, Defense, and Administration. It meets to discuss matters of state in the capital city of Papagrad. Citizens pay a flat income tax of 92.4%.
