Potenzian Space Agency (PSA)

Established in 1984, the Potenzian Space Agency (PSA) operates interplanetary, cosmic, and interstellar missions both alone and in cooperation with private space companies; private companies have a right to apply to join the space projects curated by the government.

I. International Outer Space Treaty

The International Outer Space Treaty represents the legal framework of international space law throughout the Liberal Democratic Union.

The purpose of this treaty is to establish a common vision by adopting a practical set of principles and guidelines to enhance the governance of the civil exploration and use of outer space, and to promote the sustainable and beneficial use of space for all mankind.

The signatories of this treaty hereby recognize their mutual interest in outer space for peaceful purpose and to usher in a new era of exploration.

Article I.
The exploration and use of outer space shall be carried out for the benefit and in the interests of all countries and shall be the province of all mankind.

Article II.
Outer space shall be free for exploration and use by all nations.

Article III.
Nations shall not place nuclear weapons or other weapons of mass destruction in orbit or station them in outer space in any other manner.

Article IV.
Nations shall be liable for damage caused by their space objects.

Article V.
Nations shall avoid harmful contamination of space and celestial bodies.

Article VI.
There is no claim for sovereignty in space; no nation can “own” space, the Moon or any other body.

Requirements:
• Adopt the Space Program policy and/or; have a Scientifically Advanced index # of 100+.

The Madrinpoor Space Exploration Commission, MSEC, has been granted a budget of 110 billion liberos to commence construction of modules for the space station. They have also begun training astronauts Luis Devarre and Artuo Regine for the first ever mission to the Space Station. As of now, construction has begun on the central command module of the space station, including the cupola, and the scientific research lab. Other nations are encouraged to begin construction on other parts of the space station as well.

Parts/Modules Needed For Construction:

Solar Panels for Power
Docking Bay
Escape Pods (Not very large or difficult)
Defense Coordination Center (I would recommend Potenzia do this since we talked about it, but if he does not want to or he delegates it that is fine, it is his choice)
Sleeping/Living Quarters
Observation Bay (Could be added to the main command center I a building)

Optional Modules (Not necessarily needed for launch but nice to have)

Robot arm (for repairs likely, as well as cargo transfer)
Scientific Research Bay #2 (If the station becomes larger, then we will need this and)
Sleeping quarters #2
Possible Weapons Batteries (Don't focus on this yet because we don't know if we will end up installing it)
Satellites for communication with earth (Extra ones, essentially a GPS satellite but on the space station
Spacewalk tethers
Planetary exploration module (For missions to Mars or the moon, can detach from the space station and head towards the planet, then launching rovers while in orbit. After, they can rejoin the space station again. This would have to be built in the far future, after the space station is already in operation)

As a nation with a strong economy, committed to scientific advancement, the Government of The Liberal Democracy of Ainland have agreed to commit a very generous 0.5% of GDP annually (approximately 2.3% of government expenditure) to the LDU International Outer Space Programme.

This represents an annual contribution of approximately 7.8 trillion liberos.

In addition, the Ainish Government commit to an additional one-off payment of 6 trillion liberos, to assist in initial costs, and this will be made with the first annual payment promptly.

Both of the above measures have been ratified by the Ainish Parliament.

Filipinn is now almost done in the process of refitting our current rocket, the Pioneer 2, for carrying large cargo and modules for the space station.

As we may end up bringing a lot of modules to space, I have decided to build 5 identical Pioneer 3s, the new rocket for the job.

Noted. We will donate 5 billion Phills to the international space agency. Hopefully with this much money we will start developing our first joint-project rocket.

I would want to join as well by creating a rocket that will carry the modules. I will be developing a reusable rocket to do this to save money.

8/4/21: Filipinn has finished building 12 Pioneer 2 reusable rockets and 2 of which are about to launch the FEM (Filipinn Experimentation Module)

The Exoplanet Exploration Program is the Potenzian Space Agency’s science, technology and mission management office for the exploration of exoplanets and is responsible for implementing PSA’s plans for the discovery and understanding of planetary systems around nearby stars. The program's primary goals are to discover planets around other stars, to characterize their properties and to identify planets that could harbor life.

03/2024 — Following extensive, secretive and some public tests, the Potenzian Space Agency has announced plans to develop a base on the moon within the next few years. Supplies and crew are currently orbiting the moon in the recently constructed, “León-Luna Station” where they are expected to be the establishment of the base. Initial efforts will host scientists and engineers, followed by phase two, which will allow trained/vetted citizens to begin habitation of the moon. Many politicians and space advocates have expressed excitement for such events, while critics have urged the government to focus upon Earth as international conflicts continue to boil.

09/2025 — Across the Lunar orbit, rockets and pods full of equipment and personnel have begun to make their journey toward the moon, aiming at various craters and locations that would soon become Potenzian settlements.

Eventual landings would all be successful, except for one supply pod that has landed further away from its target.

Back at the PSA control room, loud cheering erupted following the crew’s communications confirming their landings.

10/2025 — Back on the Moon, the construction of a ‘dome village’ where the crews will live and sleep was underway along with solar panels, lighting and a nuclear fission reactor with long-lasting energy.

Days later, the construction of the first Potenzian Lunar settlement, Valles Lunares, would be announced to the public, watched by billions globally.

12/2025 — With the establishment of Valles Lunares and various other settlements on the Moon, the region’s private aeronautic and space industries have seen a major economic boom with companies like Randian Star Company and Potenzian company, Nebula Corporation, tripling in value and bringing NebCo’s CEO, Alexander Cross, to be the region’s first trillionaire.

With government permission, private companies are now expected to begin mining operations throughout areas of Valles Lunares. Hundreds of more satellites are to be launched into the Moon and Earth’s orbits to allow for refuelling, connection to the moon and cargo storage.

06/2031The transmission channel crackles with static as the distress call from Valles lunares, one of the last remaining lunar colonies, begins:

Attention all vessels, this is Valles Lunares. We... [static]... distress call and require immediate assistance. Our colony has... [static]...experiencing a catastrophic event and... [static]...primary communication systems are down. Repeat, our primary communication systems are down.

There's a pause as more static interrupts the message:

We have... [static]...unable to contact any nearby facilities and our resources... [static]... quickly depleting. We are in urgent need of... [static]...and require evacuation as soon as possible. I repeat, we need assistance and evacuation.

More static interferes with the message:

Our life support systems are... [static]...down and we are experiencing extreme... [static]...situations. We have... [static]...emergency protocols and are doing everything we can to... [static]...but we need help. Please respond if you are receiving this message.

The transmission ends with one final burst of static, leaving the listener unsure of the fate of the Potenzian lunar colony and the people who call it home.

11/2038 — As we approach the end of 2038, the Potenzian Space Agency (PSA) stands at a pivotal moment in history, fueled by a renewed sense of purpose and vision. The discovery of enerite in the Sahara Desert has not only reshaped our terrestrial ambitions but has reignited our lunar aspirations through the revival of the Artemis Program. In light of enerite's transformative potential, The Imperio of Potenzia has recognized the need to harness this newfound resource to propel our space exploration endeavors further. The Artemis Program, once dormant, is now set to experience a revival, with the aim of utilizing this newfound resource as a catalyst for sustainable lunar colonization and resource utilization.

The PSA, in collaboration with authorities, has officially greenlit the Artemis Revival Program. The mission objectives are twofold: first, to establish a sustainable lunar colony powered by enerite, and second, to explore the untapped lunar resources for potential extraction and utilization. Cutting-edge enerite-powered spacecraft will be at the forefront of this revival, ensuring that our lunar missions are not only sustainable but also economically viable. The Artemis spacecraft will be equipped with advanced life support systems, energy-efficient technologies, and mining equipment tailored for lunar conditions.
