The People's Republic of Salsacia is a huge, environmentally stunning nation, ruled by comrade Stahlmann with an iron fist, and remarkable for its museums and concert halls, keen interest in outer space, and sprawling nuclear power plants. The hard-nosed, cynical, humorless population of 928 million comrades are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The large, corrupt, moralistic, socially-minded, well-organized government juggles the competing demands of Education, Administration, and Law & Order. It meets to discuss matters of state in the capital city of Starigrad. The average income tax rate is 81.9%, and even higher for the wealthy.

The all-consuming Proletarian economy, worth 125 trillion ration cards a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal.
