Government Reformation Act.

Article XIV. Repeal articles XIII,VI,III,IV and XII
A.
The following articles contradicting articles XIII,VI,III,IV and XII shall be repealed and replaced by the following articles
Article XV. Senate
A.
Noting how the Senate in its current state is a nuisance towards the democratic process, shall be reformed to function much like a cabinet and a part of the executive branch instead of the legislative branch.
B.
The Senate shall consist of all ministers in the Union and shall be charged with enacting laws passed by the general assembly.
C.
The Senate shall meet at least 3 times per term, the first happening there after elections. The first meeting shall on top of normal discussion discuss when each meeting shall happen for the term. The Senate may meet more then 3 times per term. The Prime minister may call meetings any day yet is encouraged not to unless required.Meetings may be major or minor meetings with a minimum of 1 major meeting per term. The first meeting of a term shall be a major meeting.
D.
Major meetings shall discuss the regional policy along with all things discussed in minor meetings. Regional policy includes the policy of all the ministers (eg: economic policy,foreign policy,cultural policy). The policy shall be decided with a vote. The Prime Minister shall be charged with insuring all ministers follow regional policy.
E.
Minor meetings shall discuss how to enact bill passed by the General assembly.
F.
The first Senate meeting shall happen on the 2nd of September 2018 and it shall be a Major meeting.
Article XVI. Elections
A.
Minister elections shall be replaced by Senate elections in-which shall happen every 3 month.
B.
The first Senate election shall happen on October 27 and following elections shall happen every 3 month there after.
C.
In Senate elections each minister shall be elected in a 2 day poll in the order of the positions establishment starting with the Prime minister. The winner of each poll shall take there position immediately after the poll. If a poll is tied then the current Prime minister shall break the tie by choosing between the tied candidates. The election shall end once the last poll is finished and the term shall officially begin.
Article XVII. Legislative process
A.
The legislative process shall be reformed to include only the Senate and citizens of the Union.
B.
Firstly any citizen may propose a legislation after which if 3 citizens back the legislation it shall go to vote unless another legislation is currently being voted on or elections are currently in process. The vote shall last 2 days in which any citizen may vote. If the majority vote for it at the end of the vote it shall pass. Unless 30% of the Senate believes it is a danger to the Union, if so then the Senate may vote on the bill. If the majority of the Senate votes against it it shall fail to pass otherwise it shall pass. If it does not require the Senate to enact it it shall immediately take effect otherwise it shall take effect after the Senate finishes it plan to enact it.
Article XVIII. Crown veto
A.
To insure democracy is forever protected the Crown shall lose all non ceremonial powers.
Article XIX .Ammendments
A.
Amendments shall work the same as legislation instead requiring a 2/3 super majority in the General assembly
