Motion to Amend the Constitution

Section I: Preamble

NOTING the lack of candidates for the Assembly in the most recent election,

REALIZING that the current Constitution does not detail the procedure for a government with an inadequate amount of people,

BELIEVING that this can be solved with legislation detailing the process if this happens again.

Section II: Provisions

HEREBY decrees:

Sub-Section I: The Assembly

  • During an election, if there are six or more candidates in an election for the Assembly, the Assembly shall remain in full operation.

    • If there are less than twelve candidates for the Assembly and excess candidates running for Senate, the candidates placing outside of the available seats in the Senate shall be added to the Assembly.

      • Candidates placing outside of the available seats in the Senate election shall be added to the Assembly, in order of ranking in the Senate election, until they are all added or until the Assembly is full, whichever comes first.

      • If an excess candidate does not wish to be added to the Assembly, they will be passed over and the next candidate in the rankings will be added.

    • The citizens will vote on all candidates that are in a position to move into the Assembly at once, which each candidate getting a separate approval vote in the vote.

      • Approved candidates will be added into the Assembly in order of their placement in the original election, until either there are no more excess candidates to be added or the Assembly becomes full.

  • During a general election, if there are less than six candidates for the Assembly, the Legislature shall become only a single house called the Senate, and all candidates running for either house of the Legislature will be running for the Senate.

    • Due to this change, the Senate will increase to eight members for the term.

    • However, if there are enough excess candidates for Senate that adding them would bring the Assembly to at least 6 members, the Assembly shall remain in full operation, and the candidates placing outside of the available seats in the Senate election shall be added to the Assembly.

      • Candidates placing outside of the available seats in the Senate election shall be added to the Assembly, in order of ranking in the Senate election, until they are all added or until the Assembly is full, whichever comes first.

        • If an excess candidate does not wish to be added to the Assembly, they will be passed over and the next candidate in the rankings will be added.

  • During a midterm election, if there are less than six candidates for the Assembly, the Legislature shall become only a single house, and the top two candidates in the election shall become part of the Senate, thus increasing the Senate to eight members.

Sub-Section II: The Senate

  • During an election, if there are four or more candidates in an election for the Senate, the Senate shall remain in full operation.

    • If there are less than six candidates for the Senate and excess candidates running for the Assembly, the candidates for the Assembly shall be added in order of ranking in the Assembly election, until there are twelve candidates in the Assembly or until the Senate is full, whichever comes first.

      • If a candidate does not wish to be added to the Senate, they will be passed over and the next candidate in the ranking will be added.

    • The citizens will vote on all candidates that are in a position to move into the Senate at once, which each candidate getting a separate approval vote in the vote.

      • Approved candidates will be added into the Senate in order of their placement in the original election, until either there are no more excess candidates to be added or the Senate becomes full.

  • During an election, if there are less than four candidates in an election for the Senate, the Legislature shall become only a single house called the Senate, and all candidates running for either house of the Legislature will be running for the Senate.

    • Due to this change, the Senate will increase to eight members for the term.

  • During an election, if there are enough total candidates running to allow both houses to operate but not enough running in one of the houses, all candidates shall compete in one vote, and the number of candidates added to each house shall depend on the number of total candidates.

    • If there are 10 candidates in total running, the top four will be added to the Senate and the remaining 6 will be added to the Assembly.

    • If there are 11 candidates in total running, the top 5 will be added to the Senate and the remaining 6 will be added to the Assembly.

    • If there are 12 candidates in total running, the top 6 will be added to the Senate and the remaining 6 will be added to the Assembly.

    • If there are 13 or more candidates in total running, the top 6 will be added to the Senate, and the remaining candidates will be added to the Assembly, up to a maximum of 12.

Sub-Section III: The Prime Minister and World Assembly Delegate

  • During an election, if there are no candidates for either Prime Minister or World Assembly Delegate, the Prime Minister and the World Assembly Delegate will merge to form one position under the title of Prime Minister, and all candidates running for either position will be running for Prime Minister.

Sub-Section IV: The Attorney General

  • During an election, if there are no candidates for Attorney General, a member of the PAA will take on the duties of the Attorney General.

    • Members of the PAA shall vote on which one of them shall assume office.
