History

    The QED was formed in 2020, following the global pandemic of COVID-19. It is one of the newest federal agencies serving the Zhen. The need for a force dedicated to upholding quarantine procedures arose after a massive mobilisation of pre-existing military and federal resources put a strain on the Zhen's national defense capabilities. Fearing the potential for foreign or internal security threats amidst times of biohazardous national emergency, the QED was founded as a force to alleviate the demands that a biological threat could place on the military, in order to ensure their maximum capabilities in fighting off simultaneous threats.

Training

    QED members are trained in nuclear detection, NBC reconnaissance and control, NBC data collection and processing, NBC decontamination, conducting special treatment (decontamination, degassing and disinfection) of property, quarantine procedures, supportive medical care, and crowd control.

Duties

    The duties of the QED are to identify and assess the threats of NBC environments, assess the effects of damages that NBC scenarios can cause, the protection of people and property against the effects of WMDs and radiological/chemical/biological contamination, as well as disaster recovery in contaminated zones.

Duties

    The IRPD enforces the law within railway stations in the Zhen. Training

    The National Police are officially drawn from every segment of the population without restriction as to sex or ethnic origin; the selection is based on merit, intelligence, and health. Each provincial-level unit hosts at least one police school, wherein officers designated for leadership positions attend them. Ordinary patrolmen are trained at their deployed units and on the job, with legal training being emphasized as a method of improving the quality of the police forces. In 1985, the Zhen Public Security University, the University of Police Officers, and the Institute of Criminal Police was founded, which offer more than twenty special courses on policing. Prospective students or recruits are recruited from a pool of middle-to-high school graduates under 22 years of age.

Duties

    The National Police in general have considerably broader responsibilities than police organizations in the West, involving itself in every aspect of the district people's lives. Its criminal law activities included investigation, apprehension, interrogation, and temporary detention. It also has civil law duties, as the National Police would, in conjunction with the Board of Revenues, maintain a registry of all persons living in the area. Births, deaths, marriages, and divorces were recorded and confirmed through random household checks. They would also register the possession, transportation, and use of all explosives, guns, ammunition, and poisons by locals.

    The National Police also issues residency permits - passports and driver's licenses are distributed by the Board of Revenues and Ministry of Posts & Communications respectively. All 3 are valid forms of ID, which catalogue a particular person into a centralized database run by the ZNPF. The ZNPF's administrative wing also determines general standards and policies for nationwide police.

History

    The RAAS was formed in 2020, following the global pandemic of COVID-19. It is one of the newest federal agencies serving the Zhen. It was the result of "Bill 420", wherein the national budget will be expanded to provide a basic social welfare plan for all of the Zhen's legal citizens.

Personnel

    Personnel of the RAAS provide comprehensive prehospital and emergency and critical care to all types of patients during aeromedical evacuation or rescue operations onboard helicopters, propeller aircraft, or jet aircraft. Doctors or other professionals are also routinely flown in at any time to consult, diagnose, or treat populations in isolated, remote, or rural areas without proper health coverage.

Duties

    The duties of the RAAS are to ensure the speedy evacuation of endangered populations if needed, and to use air transportation to move patients to and from healthcare facilities and accident scenes. They also provide healthcare services in rural areas in non-emergency situations, as a means to extend health coverage across the nation.

    The duties of the IBC are to carry out inspections on people leaving/entering the country, their luggage, their means of transportation, and any cargoes. Duties

    Task Force "Hammer" is usually tasked with responding to incidents involving loss of communication with major government facilities under circumstances wherein an emergency situation, enemy compromise, or other similarly catastrophic event is suspected. In peacetime, it responds to acts of extreme violence, and is considered to be a force of last resort against major emergencies. Typically, emergencies are dealt with first through the National Police, then through the Quick Reaction Division, and lastly by Task Force "Hammer".

Personnel

    Task Force "Hammer" is a battalion-strength force consisting of a lightly armoured vehicle company, a tank platoon, a helicopter squadron, CBRN unit, a UAV maintenance team, a combat engineer unit, nuclear weapon specialist (NWS) squad, plus additional combat specialist and support personnel. Their position as troops of 'last resort' mean they are trained in a variety of unconventional situations, such as NBC defense, EOD, VBSS, VERTREP, riot response, the use of a variety of weapon platforms, and so on.

History

    The Zhen Quick Reaction Division is an unarmed first response unit capable of rapidly responding to developing situations, typically to assist other federal units in need of such assistance. They were founded in 2011 as a means to centralise hundreds of different first response teams across the nation into one formation with the same qualifications, training, and interchangeable equipment. The ZQRD is meant to quickly respond to any type of disaster or emergency, typically within ten minutes or less.

Training

    ZQRD members are typically recruited from seasoned first-response officers. ZQRD members typically complete roughly 10 months of specialized technical training in the arenas of EMT training, fire suppression, underwater recovery, high angle rope rescue, search & rescue (SAR), vehicle/machinery victim extrication, swift water rescue, structural collapse rescue, high and low-angle tactical rope rescue, confined space rescue, water rescue, the use of HAZMAT apparatus, victim technical rescue equipment, forcible entry, elevator rescue, and animal management.

Duties

    The ZQRD performs explosive ordnance disposal (EOD), search and rescue, first response, vehicle recovery, marksmanship, crowd control, and other high-risk duties for the Board of Punishments. ZQRD members are also often cross-trained, and maintain certifications as either Medical First Responders, paramedics, or firefighters.

History

    The Eastern Depot was the imperial secret police that served the emperors of the Ming dynasty. Members of the Eastern Depot,
    often known as the Jinyiwei, were given the authority to overrule judicial proceedings in prosecutions with full autonomy in arresting, interrogating and punishing anyone, including nobles. They were responsible for spying on officials of any rank, including military
    officers, scholars, rebels and the general populace. The Eastern Depot would investigate and arrest suspects, and then hand them over to the Jinyiwei for interrogation. In the late Ming dynasty, the Eastern Depot had its own tactical forces and prisons,
    and became so powerful that even officials were ordered to kowtow to the Depot's leaders.
    It was eventually disbanded when Li Zicheng's rebel forces overthrew the Ming dynasty in 1644.
    In 1912, it was re-founded to perform its historical function; that was, to act as the secret police for the Emperor.

Training

    The Eastern Depot mainly recruits from former members from the Board of War's special operations forces (SOF), and comprises of a combined arms covert paramilitary force. Jinyiwei agents typically undergo 20 months of training in the use and tactical employment of an unusually wide degree of modern weaponry, explosive devices and firearms (foreign and domestic), hand to hand combat, high performance/tactical driving (on and off-road), apprehension avoidance (including picking handcuffs and escaping from confinement), creating IEDs, cyber warfare and attacks, HAHO/HALO parachuting, combat and commercial SCUBA and closed-circuit diving, proficiency in foreign languages, surreptitious entry operations (picking or otherwise bypassing locks), vehicle commandeering, Survival, Evasion, Resistance and Escape (SERE), extreme survival and wilderness training, combat medical training, tactical communications, and tracking.

Equipment

    Historically, the Jinyiwei donned a distinctive golden-yellow uniform, with a tablet worn on the torso, and carried a special blade weapon. In ceremonial affairs, Jinyiwei would wear their golden-yellow uniforms. Their precise equipment composition is unknown.

Personnel

    The Eastern Depot's enforcing officers consisted of the Jinyiwei, otherwise known as the Embroidered Uniform Guards. These officers were authorized to overrule judicial proceedings in prosecuting those deemed as enemies of the state, and were granted full autonomy in arresting, interrogating, detention without trial and handing out punishments without going through due process. They were bound to the service of the Emperor and took direct orders from him.
