1. All WA nations in a region should actively cross-endorse each other.
i. Upon entry to a region or the WA, a nation should seek out all other WA nations in the region and endorse them.
ii. From then on, they should monitor their region's activity feed for new WA members and endorse them.
iii. There should be no stigma toward or repercussions for publicly or privately requesting endorsements.
2. One WA nation that comes into conflict with another should withdraw their endorsement of that nation.
i. The result of this principle is that endorsement autonomy is exercised through negative action.
ii. In a region adhering to (1), all nations are equally close to the delegate position. Should the nation in the delegate position prove unsatisfactory, under the direction of (2), other nations should withdraw their endorsement of the delegate.
iii. This process repeats until a satisfactory delegate is found. At this time, all other nations will possess close to the maximum possible endorsement counts without being level with the delegate.
