Endorsement Cap

The end of the madness has finally come, now is the time to rebuild the region.

In order to get regional security under control, I will now instate the following endorsement caps:
Any nation not endorsing the Delegate: 10
Any nation endorsing the Delegate: 120

This will be enforced with leniency, so don't worry too much if you're over as long as you're acting in good faith about it (I will talk to you via telegram if necessary). Note that as the situation stabilizes, the endorsement caps will likely be adjusted several times.
