A Note To All Regions: Preserving & Peace Guide
A Suggestion On How Regional Policy Should Be Operated
By Nagatar karumuttu chettiar

This guide is written as articles of policy (AOP's) regions should put in place in order to stay safe from the raider threat, keep members engaged, and make a more
pleasant experience for all.

Article I

The founder of a region (in the case that the region has a founder ; this section of the guide deals with founding a region) must always note raiders. They are a
scourge on this world, an enemy of justice, and if a region wishes to prosper and it's founder wishes for it to flourish there are some basic protection methods the
regional founder should enact upon the region's founding. These basic methods will make the region a safer more inclusive place no matter what the Role-Playing,
Governmental, or Regional Dynamic, structure is. They are as follows, and do follow with care.

Article I.I
For the start, it must be noted and performed upon the founding of the region, the establishment of an executive founder. Without one the region is prone to
disarray and most definitely raiding. The founder must always be executive, else the region be short lived. Should the founder be non-executive it (the founded
region )must be employing the help of a body such as SAAF (Sonindian Anti-Raider Armed Forces), ARA (Anti Raider Army) or ADN Reloaded (Alliance Defense
Network) to stay pure and clean of raiders. In this way, you can ensure that the chances of raiders invading a cut in half.

Article I.II
Secondly, it must be noted that in order to fully secure a region of raiders that it must be password protected. It is also of note that lack of a password can
prevent true security in a region, though use of one prevents inclusiveness and growth. The solution devised for this is simple. Elect a Dean of Admissions for
the region in question to survey possible applicants. Have the World FactBook Entry for the region be something upon the lines of "If you are looking for
admission to (region) then contact our Dean of Admissions (Nation) at example@email.com. Or alternatively telegram them." we will call this Honest Admissions
Protocol (HAP). After an email is received, screen the applicant, check their history, and if all is clear, grant them admission by telling them the password.

Article I.III
Third, one must note the true possibility of a region that does not wish to install a password. My best advice to this, is, firstly, follow Article I. But, disregarding
the first article's contents, one can also employ other strategies. Among these is, assuming no regional password, bringing in those who would honour the
region. If a strong base support can be built, through telegram stamps or otherwise, it discourages raiders from making an attempt
on the region.

Article I.IV
Fourth, and lastly of Article I, it must be noted that to finalize the safety of your region should raiders ever break the barriers imposed by HAP and Article I.I,
you should go about by not giving your WA Delegate any power besides 'World Assembly'. Create a separate officer role for the region's true choice for WA
Delegate and give it whatever roles your region sees fit, this officer would typically be called WA Officer, though it is under the jurisdiction of the the masses. It
is the final barrier that enemy raiders have to pass, and it compiled with the previous sections makes your region non-raidable.

Article II

The founder of a region must always note regional dynamic and approval. Without such things regions fall apart, the members leave and eventually even the most
devout desert. Article II aims at solving the issue of typical lack of regional moral, especially in regions of under 15 people. We will discuss how to keep moral high
and how to continue forward with engaging new members in the region of choice. Take especial note of Article II.II in the coming passages.

Article II.I
For the start, it must be noted and performed upon the founding of the region, the establishment of a pleasant, yet active Regional Message Board, or more
commonly referred to - RMB. This must be regularly updated by a core of people that the founder founds the region with. If one lacks a solid base of people,
ideally three to five they started the region with it is inherently doomed to fail. These original founders must be credited and kept active for the region to
prosper. Without this base, moral falls and interest wanes. Having these people regularly update the RMB creates a sense of community, which if missing,
destroys any region that stands in it's way.

Article II.II
Secondly, it must be noted that in order to fully secure a regions values there must be an organization with a purpose, led by the core members of the region
for new members to sign on to. A purpose will keep the newer members interested, excited, and most importantly - active. Being unable to keep users excited
and active any region is ultimately doomed to failure, and any successful region has a core purpose, and organization to go with it. Take the region
The Black Hawks. A terrible region with a terrible pupose. But they count thier numbers north of four-hundred. This stems from the
sense of community the organization, also named The Black Hawks, creates. They feel inclined and excited to participate, keeping the region, however
terrible, alive and well, for that matter.

Article II.III
Third, and lastly of Article I, it must be noted that to finalize the posterity of your region one may find it favourable to endorse a region ideology to keep
members engaged. Take Communist Bloc for example. They take an economic ideology, however you feel about it, and make it their motto.
and what they stand for. Standing for something is one of the largest ways to drum up support amoung those who would support you most, creating a region
that's threats are external, rather than internal, making the region more stable and united in a purpose, keeping it alive for posterity.

Article III

A region without a strong community, and good start is prone to inactivity and death. I have seen this happen to a great many region, as they fall into disrepair
because of lack of a common goal, unity, internal fighting, no purpose, and so many other assorted explanations. There is always a tremendous struggle to maintain
activity, and keep the region from falling into utter disrepair. I have had experience with this, from The Eternal Order, to The North West, to SPACE, there is always a
region losing its activity, that could benefit from some of these pieces of advice covered in the following passages.

Article III.I
To start with, as mentioned in Article II.I, and will be iterated here - a region cannot be founded on a single person. Multiple are required for the sustainment of
any given region. Take my own region: Sonindia for just a minute. It had managed to stay both alive, and well, before the regional population
exploded because of a dedicated community which had founded it after leaving their previous regions to unite in one. The population great growth several
months after its founding was a combination of telegram stamps, and a community already present to welcome the newcomers. I cannot stress the importance
of this core support of multiple people. It is very rare a region comes from a single person.

Article II.II
Regarding telegram stamps: Telegram stamps are a fantastic way to give your region the push it needs in the right direction towards a burgeoning population.
But if used irresponsibly, can certainly be wasted. From my vast experiences sending them, mass telegrams need to be addressed well, and properly, Firstly,
when advertising your region: be honest. Lying about the qualities, population, or institutions of your region is immoral, and will make you lose those who
joined it as fast as they clicked the 'join' button. Being upfront about being a new region is very important, or being honest about being dead and attempting a
revival. Everybody prefers a region that is honest to one that lies. A bad name on the world stage is a shot in the foot. Another important part of issuing the
right recruitment is presenting opportunity. Everyone loves to seize opportunity when it comes their way, so appeal to their values and present an opportunity
for their growth, understanding, or importance. It will often bring new members in, and increase the overall positive attitude that comes with your region.

Article II.III
This deals with message board revitalization. To revitalize a ling dead message board, and region by extension, you need to put in effort. Whether that effort is
using puppets to strengthen the RMB, or pulling out telegram stamps to find new members, YOU must be the one who keeps the RMB buzzing. Without you,
there is no promise, and no real hope. It comes as a surprise to many for some reason, but revitalization is no small task. I suggest starting by moving some
puppets in, and investing you WA nation in it. Then, recruiting. The first WA Member you get, can act as a makeshift delegate. Very few region with founder-
delegates do well. CDD being an exception. Then, make conversation between them, or puppets, or friends, and wait for your community to grow before being
able to sustain a community without your constant intervention.
