The Thuria Pact Constitution
Preamble

We, the inhabitants of Thuria, in order to promote mutual benefit across the Continent of Thuria and the surrounding lands, do ordain and establish this Constitution for the Alliance of Thuria.
Article I: Name

The name of the Alliance shall be ‘The Thuria Pact’.
Article II: Purpose

The purpose of The Thuria Pact shall be to promote mutual benefit among the inhabitants of Thuria.
Article III: Membership
Section I: General Body

The general body of The Thuria Pact may include any nation accepted by the Cabinet of Ministers.
Section II: Privileges and Responsibilities

The Privileges of being a Member of The Thuria Pact are mutual safety and the benefits of Regional Laws. The Responsibilities of being a Member of The Thuria Pact are the requirements to follow Regional Law.
Section III: Revocation

Membership may be revoked by the Cabinet or the Chief Executor due to not following Regional Law.
Article IV: Regional Government
Section I: Chief Executor

The Regional Government shall be led by the Chief Executor. The Chief Executor shall have unlimited power in the Government. However, it shall only be exercised in times of crisis.
Section II: Ministers

The Chief Executor shall appoint Ministers to form a Cabinet which shall advise the Chief Executor and have legislative powers related to their position.
Article V: Regional Bylaws and their Amendments

Regional Bylaws and their Amendments shall be first sent as a petition to the Cabinet, where an endorsement of 10% of the Cabinet shall allow it to be voted upon by the Members of The Thuria Pact and passed with a 51% majority.
Article VI: Constitutional Amendments

Constitutional Amendments shall be first sent to the Cabinet as a petition where an endorsement of 51% of the council shall let it be voted upon by the Members of The Thuria Pact and passed with a 75% majority.
Article VII: Ratification

This Constitution shall be Ratified by a 75% vote of the Ministers of the Cabinet.
Article VIII: Interpretation

In the event of questions or misunderstandings concerning the interpretation of this Constitution, the Cabinet and Chief Executor shall decide the interpretation.
