Executive Order 1: An executive resolution regarding the regional flag

Stating:
The regional flag, referred to in this Code as The Apex Flag, shall comprise a standard piece of cloth, bearing a golden harp standing on a white field bounded by above and below by two horizontal and parallel navy stripes of equal size.
It shall henceforth be considered illegal for any Nation, regardless of Citizenship status, to bear any flag of The Democratic Commonwealth, or any flag similar, without the awareness of, and explicit permission from the President of the Commonwealth. An exemption shall exist for any "governmental" puppets, at the designation of the President, which are used for regional recordkeeping.
A governmental nation is required to bear an altered version of the Apex Flag, referred to as the Prime Flag. The Prime Flag shall comprise a standard piece of cloth, bearing a gold harp on a white field, bounded above and below by two horizontal and parallel maroon stripes of equal size.
No territory of the Commonwealth may bear the Standard Flag of the Commonwealth, but must instead also bear another altered version of the Apex Flag, called the Sub Flag. The Sub Flag shall comprise a standard piece of cloth, bearing a gold harp on a white field, bounded above and below by two horizontal and parallel grey stripes of equal size.
