2.)- If citizens of a region undergoing Axis-Promotion have supported the Emperor and the Fifth Empire morally it will boost the region's favour with the Fifth Empire.

Becoming Axis, the process:

AXIS-Promotion:

1.)-Regions are first designated as "Axis" by the Axis-Minister if the necessary criteria have been met. The Axis-Minister proposes such an act to the Cancellarius, included in which is reasoning and plans for future relations and efforts with the region in question. When the Axis-Minsiter and the Cancellarius make a decision, the region is either officially designated as Axis or not. If it is designated, it and its related matters will fall under the jurisdiction and supervision of the Axis-minister, and if not, will remain under the authority of the Foreign Minister. This is a matter of practicality: Regions which are closer due to a variety of reasons, or are of higher/special importance, are set aside as their own group and placed under the purview of the Axis Minister and their department. This helps maintain efficiency of the Empire's foreign efforts, as the time and energy of the Foreign Minister is not drained on catering to matters and needs of priority-embassies at the expense and damage of the greater needs of the general and overall foreign-effort.

2) The Axis-Promotion transition period will involve a 30-90 day probation time. This will allow the Cancellrius and the Axis-Minister to evaluate the prospect of final Axis-promotion during this period.

AXIS-Integration

1.)-If the Axis Minister sees potential Axis-Integration with an Axis-region, he will contact the Axis-region's relevant elements of leadership to initiate talks of integration, setting forth the proposal. If accepted, the Axis-Minister will notify the HIGHCOM's Cancellarius. The Imperial Minister of The Axis will then thoroughly review the case, in cooperation with the Cancellarius.

2.)-This is when two-sided understanding and awareness of belonging to the Axis is established and the meaning of "Axis" ascends from the default level of Fifth Empire's own internal method of classification and categorization into a solid and existing pact of allegiance between likeminded collectives. With it comes common and mutually accepted and recognized guidelines, principles, rights and responsibilities, perks and other benefits.

Axis-Membership Cap

1.)-Axis-nations are of paramount value. Therefore to retain the value of the Axis-regions, an Axis-Cap allows for a maximum of 6 Axis-regions

1.a)-If circumstances necessitate the addition of a additional region to the Axis in excess of the Axis-cap, temporary admission can be approved by providing an extrapolation of the Axis-cap. This must be discussed between the Cancellarius Atsuria and the Axis-MinisterThe cumbrian state.

1.b)-If it is clear that a region is not fulfilling the standards of communication and efficiency expected from an Axis-region; proving the relationship counter-productive, redundant, or void, the Axis-membership of the specified region may be instantly cancelled by the Axis-Minister with HIGHCOM approval.

.Axis-Expulsion

1)Axis-Expulsion is a most dire consequence and will only be enacted in the most severe incidents, which results in irreversible damage to the alliance between the Fifth Empire and the consenting Axis-region. The pre-requisites for Axis-Expulsion are extreme but possible: these requisites are categorised into levels of severity:

Class 1 pre-requisites:
1.)-The specified Axis-region has fallen to invaders, either internal or external.

2.)-A high-ranking member of government from an Axis-region has deliberately insulted the Fifth Empire.

3.)-The region has respectfully willed the retraction of all ongoing relations and embassies with the Fifth Empire.

4.)-The specified region has renounced it's Fascist ideological beliefs and identity.

Only 1 Class 1 offence is required for Axis-expulsion to be formally discussed and executed.

Class 2 pre-requisites:

1.)-A serious incident involving multiple and/or senior government officials from Axis-regions on the public RMBs.

2.)-An Axis-region consciously collaborating with enemies of the Fifth Empire.

3.)-A member of the specified Axis-region showing a lecherous, misogynistic or racist attitude, under any cloak, towards an Imperial/Axis citizen.

d.)-Class 2 offences are met with disdain and will can ignite serious tumult, if in unique circumstances, Axis-expulsion will be considered.

e.)-Once Axis-Expulsion is justified, the Axis-Minister will hastily inform the Cancellarius and may proceed with Axis-Expulsion.

1.)-Once Axis-Expulsion has been executed, the Axis-Minister will publicly inform the Fifth Empire.

2.)-1f
It may also be known, that under the melancholy of a Class 1 offence, Axis-Expulsion may be enacted immediately; with HIGHCOM approval. Otherwise, if in the case of numerous Class 2 offences/unresolved Class 2 offence, Axis-Expulsion may take place over a maximum time period of 10 days; taking into factor the importance of an Axis-relationship, thus recognising it's immense value.

Rights of The Axis

1.)-Being an Axis member involves many benefits. All Axis-citizens from recognized regions are treated as equals in the eyes of the Fifth Empire. While still not subject benefit to individual regional laws, they are still treated with absolute dignity and respect by all others, on par with individual regional citizens.

2.)-If an Axis-member feels that they have been mistreated by a member of the Fifth Empire, they may contact The Imperial Minister of The Axis and submit a complaint. Complaints will take priority over other matters of relative significance. The Axis-Minister may then enact a punishment in accordance with Imperial law and the Minister of Justice if deemed necessary.

The Chain of Inter-Ministerial Axis-Authority

The Axis-Minister

1.) The Axis-Minister is the physical essence of the Axis-Ministry, it is he who wields the designated authority bestowed upon himself by HIGHCOM to act as the intellect and hands of the Axis. All decisions pertaining to the Axis must be reviewed and revised by the Axis-Minister before being passed into effect. This is a safeguard designed to embellish order and discipline into the Axis-Ministry. The only beings who may revoke the decision of the Axis-Ministry are A) Cancellarius Atsuria (or the incumbent Manus Imperialis if the Cancellarius is vacant or is consumed by other affairs) and B) Emperor P0rtvgal himself if the Cancellarius is not available.

The Emergency Council of the Axis Ministry

1.) If the Axis-Minister ever proves unable to tend to his duties for a period lasting longer than 20 days or CTEs, the Cancellarius may appoint the Emergency Council of the Axis-Ministry. The Council takes the form of a 5-man ad hoc committee, chaired by the Cancellarius Atsuria. The Cancellarius may appoint whom he seems competent to sit on the Council. The only exception to this rule is that Foreign Minister Phoenik must sit on the Council being responsible for the wider diplomatic interests of the Empire.

2.) In the possibility that the Emergency Axis Council is convened, the Axis-Ministry becomes an extrapolation of HIGHCOM. Only when the Axis-Minsuter returns or a new Axis-Minister is appointed the Ministry may be considered an appendage of the IGA.

Inspector-Axis-Ambassadors

1.) Each Inspector-Axis-Ambassador will discover the revelation that his authority is deferred to himself and one other Axis-Ambassador; to collect intel of various quantities and magnitudes from himself and the other Axis-Ambassador that he is assigned to, so that consult with the Axis-Minister, unsheathing the numerous pearls of intel that he has gathered. The Inspector-Axis-ambassador acts as a middle-man form of management. This is to improve the sum of consistency and efficiency within the Axis-Ministry as a whole. Each Ambassador must recognise and adhere to the truth that the Axis-Minister is the essence of totality and prerogative within the Ministry; appointed and criticised only by HIGHCOM.

2.) Each Inspector-Axis-Ambassador is responsible for:
a) Gathering diplomatic intel and reports through himself and 2 other Axis-Ambassadors. "Himself" meaning that, as well as performing the pre-ordered tasks, he must also continue to conduct his own affairs in his own designated region as is required of him.

b) The Reserve-Inspector-Axis-Ambassador only acts as a Reserve-Inspector-Axis-Ambassador if the incumbent Inspector-Axis-Ambassador is unavailable at the time; this is to sustain an above feasible level of administrative and diplomatic efficiency within the Axis-Ministry.

c) In respect of the Axis-Cap (see above), there are not 3 Axis-Ambassadors, is because it would be in breach of the Axis-Cap, as 3 Inspector-Axis- Ambassadors would equal to 9 Axis-Ambassadors, upsetting both the strict consistency expected within the Axis-Ministry, as well as the diplomatic value of an Axis-Relation/Region.

Axis-Ambassadors:

a) The role of an Axis-Ambassador includes:

1.) The maintenance of general discussion and cordiality on the RMBs of Axis-regions.

2.) Prudent and consistent collaboration with local authorities in Axis-regions in order to project both the Empire's interests amongst the Axis.

3.) The submission of Axis-Reports to the Ambassador's designated Axis-Inspector-Ambassador for review and scrutiny before being reviewed by the Axis-Minister himself.

Final notes:

1.)-All incoming embassy requests will be continued to be processed by The Minister of Foreign Affairs, with exceptions regarding the Axis.

2.)-If a dignified Axis region informs The Minister of The Axis of an on-going inter-regional project which wishes to establish embassies with the Fifth Empire and and affiliated external region, then The Minister of The Axis will inform both the Cancellarius and the Minister of Diplomacy of the event and the affair may continue as intended with the Minister's scrutiny and decision. Alternatively, an Axis-region may simply wish for the Fifth Empire to establish embassies with a friend of theirs.

3.)-If an incoming embassy request remains unprocessed for 4+ days, it may be reviewed and accepted by the Axis-Minister, thus labelling it as 'potentially-Axis'. The request will then be filed, awaiting further investigative study and unanimous approval from the Cancellarius. If the proposal seems disparate with the fact that the region be deemed 'Axis' then it is in the hands of The Foreign Minister to deal with the embassy as seems plausible. If the Axis-proposal is accepted by The Cancellarius, The Axis-Minister may grant the specified region a 'probation period', lasting between 30-50 days. In this time-frame, the Minister of Diplomacy cannot withdraw the embassy. After the time has fully lapsed, The Foreign Minister will discuss with The Axis-Minister and evaluate the region's performance, thus concluding whether the region should be a long-term Axis Member or not. If it seems transparent that the designated region appears counterproductive and/or redundant, then the respective Diplomacy and Axis Ministers may cancel the embassy. The Axis-Minister will then proceed to remove the region of the Axis list and inform both the Cancellarius and the regional public of such an undertaking.

4.)-If an Axis Region wishes to pursue deepened relations or possible regional mergers/inter-regional projects with the Fifth Empire, then it must inform the Axis-Minister, who will then inform the Imperial HIGHCOM urgently of the matter. However, for smaller regions (15 to 20 members) that are deemed as Axis in the eyes of the Fifth Empire, The Imperial Minister of The Axis may fully organize the merge as long as he has informed and received permission from the Imperial HIGHCOM.
