The Jatchian Constitution (WIP)

The Constitution of the Principality of Jatchia

Chapter 1: The Monarchy

I) The Monarch(s) will assume the title(s) of Prince(ss) Regent of Jatchia.
II) The Prince Regent shall assume the title of Lord of the Alanstro Archipelago.
III) The Princess Regent shall assume the title of Duchess of the North.
IV) The heir(s) to the throne shall assume the title(s) of Prince(ss) of Jatchia.
V) The Prince shall assume the title of Earl of Ludofus.
VI) The Princess shall assume the title of Grand Duchess of Charania.
VII) Absolute power shall be vested in the Prince and Princess Regents, they shall have the power to overturn any decision made lawfully or unlawfully by anyone else in the country.
VIII) The Prince of Jatchia and Earl of Ludofus is the representative of the Sovereign(s) in Ludofus and shall be treat as such.
IX) The Princess of Jatchia and Grand Duchess of Charania is the representative of the Sovereign(s) in Charania and shall be treat as such.
X) The only place in Jatchia where the Sovereign(s) or the Princes/Princesses do not have absolute authority is in the Kelp Sea Territory.
XI) The Parliament has some power to disobey the sovereign(s) but only if it votes unanimously that the actions of the sovereign(s) has endangered Jatchia.
XII) In the event that a sovereign has been pronounced infirm or insane the Prince or Princess depending on the role shall step up as temporary leader.

Chapter 2: The Parliament

I) The Parliament of Jatchia shall not claim authority over the Sovereign(s) or Princes(sses), these are the only figures above it.
II) The Parliament of Jatchia shall only have authority in the lands of Juyios, Akran, Haschyn, Baltar, Zoste and the Kelp Sea Territory.
III) The Prime Minister of Jatchia shall have complete authority over the Kelp Sea Territory.
IV) The House of Democracy can never overrule the House of Oligarchy.
V) The Prime Minister of Jatchia is elected by the House of Democracy, and must represent a political party of Jatchia.
VI) The Prime Minister of Jatchia must have at least 1/3 of the House of Oligarchy declare support for them to become Prime Minister.
VII) The Prime Minister of Jatchia must meet the approval of the Prince and Princess Regent to take his post.
VIII) Members of the House of Democracy must be elected and represent those in their province.
IX) Members of the House of Oligarchy must be appointed by the Prince or Princess Regent and shall act in the interests of the sovereigns and the country.

Chapter 3: The Army

I) The Jatchian Army shall be recognised by all subjects of Jatchia as the de jure army of Jatchia.
II) The Jatchian Army shall be recognised by all states in Hartfelden as the de jure army of Jatchia.
III) The Jatchian Army must act quickly in the event of an invasion.
IV) The Jatchian Army is absolutely forbidden to partake in any action that will dishonour the nation such as looting or the killing of non-combatants.
V) The Jatchian Army is forbidden to use any weapons banned in Hartfelden.
VI) The Jatchian Army must act in the interests of the nation.
VII) The Jatchian Army must have any plans for a large-scale offensive approved by the General Staff before proceeding.
VIII) The Jatchian Army must have the approval of the sovereign(s) before launching a first strike.
IX) Soldiers of the Jatchian Army must put the lives of non-combatants and civilians before their own.
X) The Jatchian Army must be prepared to make sacrifices in order to protect the country.
XI) The Jatchian Army must always be prepared for war.
XII) The Jatchian Army must maintain a minimum size of 60,000 regular troops and 30,000 reserves.
XIII) The Jatchian Army must not exceed a size of 240,000 regular troops and 120,000 reserves without permission from the sovereign(s).
XIV) The Jatchian Army will not use conscripts without parliamentary and royal approval.
XV) Soldiers of the Jatchian Army will on no conditions fight as mercenaries.
XVI) The maximum number of Jatch personnel that can be sent to intervene in a conflict without royal permission is 30,000 troops.

Chapter 4: The Navy

I) The Jatchian Navy shall be recognised by all subjects of Jatchia as the de jure navy of Jatchia.
II) The Jatchian Navy shall be recognised by all states in Hartfelden as the de jure navy of Jatchia.
III) The Jatchian Navy must act quickly in the event of an invasion.
IV) The Jatchian Navy is absolutely forbidden to partake in any action that will dishonour the nation such as attacking merchant ships or hospital ships.
V) The Jatchian Navy is forbidden to use any weapons banned in Hartfelden.
VI) The Jatchian Navy must act in the interests of the nation.
VII) The Jatchian Navy must have any plans for a large-scale offensive approved by the Admiralty before proceeding.
VIII) The Jatchian Navy must have the approval of the sovereign(s) before launching a first strike.
IX) The Jatchian Navy must be prepared to make sacrifices in order to protect the country.
X) The Jatchian Navy must always be prepared for war.
XI) The Jatchian Navy must maintain a minimum size of 2 battleships, 3 cruisers, 4 destroyers, 6 gunboats and 2 monitors.
XII) The Jatchian Navy must not exceed a size of 6 battleships, 9 cruisers, 12 destroyers, 20 gunboats and 7 monitors without permission from the sovereign(s).
XIII) The Jatchian Navy will not use conscripts without parliamentary and royal approval.
XIV) Soldiers of the Jatchian Navy will on no conditions fight as mercenaries.
XV) The maximum number of Jatch warships that can be sent to intervene in a conflict without royal permission is 1 battleship, 2 cruisers, 3 destroyers, 4 gunboats and 2 monitors.
