No Monopoly on Violence

Not even coppers can use violence without having to appear before a court to defend their actions. That does not mean the police have no power. Police officers receive plenty of training in physical combat, and are equipped with a number of tools to give them the upper hand should they need it. It means they need a damn good reason to get physical. Good enough for a public court to condone their actions.

Court proceedings are almost entirely democratic. Dedicated lawyers and judges are tasked with presenting the sides of a case and defining sentences, but it is up to the people at large to determine both if the accused is guilty and if the suggested sentence is acceptable. It is also possible for ordinary people to step up and present their own arguments for consideration. As with all voting, if clear patterns are found in how different demographics vote, surveys are often carried out to figure out why.
