"This island shall remain clean, even if I have to clean it myself" - Hafliði Runólfsson

With most of the Government dead or missing, Col. Hafliði Runólfsson is the De Facto leader of Iceland. He is a dictator with no regard for political process and rules how he sees fit. He has been leading Iceland for 6 years, with the people of Iceland eyeing him with suspicion. However, his iron will has allowed Iceland to survive the plague and fend off any invaders. He has also ramped up military, research, and health spending, with many Kronors being spent on the research of a cure/treatment and military spending to both defend Iceland and raid foreign nations for resources and samples of the fungus.

Early Life
Given his position, it may be rather daunting to hear the fact that his Mother and Father were both pacifists. They both opposed the Military as an unnecessary evil. His father was, however, a skilled hunter and so he quickly learned the art. Often, he would go on hunting trips with his friends and dad. During Grunnskóli, he was known for getting average grades and was average popularity-wise. Overall, he was just an average kid with a love for hunting.
Life
When he graduated at age 16, however, he ended up being homeless. Nobody is sure why, but he was never able to get a good-paying job. He jumped around homeless shelters until finally, his big break came. In 2007, he was allowed to join the ICR. Despite his parent's views, he quickly signed up. He was deployed in Afghanistan, where he quickly rose the ranks until he became the Col of the IRC in 2014. When the plague broke out in 2015, he was called back to Iceland to help prevent the destruction of order within Icelandic Borders. It's here where he discovered that dogs were both immune and could smell the fungus on human beings. This helped in the control of imports and exports until Iceland shut down its borders to foreigners. He helped to reform the ICR into a standing army and began accepting a larger number of volunteers. This came in handy when the aliens invaded, causing the nation to go into a panic. As a small, but brutal, period of riots, looting, and self-proclaimed "Opposition Governments" rebelling called The Icelandic Civil War took over the country, the newly-found Icelandic Army restored order in his home-city of Hafnarfjörður and slowly pushed to retake the country, while he ordered the Coast Guard to blow up any ship that comes too close to Iceland. After restoring order, he found that most of the Government he had fought for was dead, missing, or abdicated. As such, he declared himself "Transitional Governor" and halted all democratic processes "temporarily".

Reign and Ideology
As previously stated, he runs a military dictatorship that has "Temporarily" suppressed the constitution and thus runs the country by force. He has taken over larger businesses and heavy industry and turned the nation into an industrialized war-machine ready to defend Iceland in case of an invasion. He has ramped up the military and introduced conscription, much to the dismay of the pacifist Icelanders. Although he has quite obviously suppressed Economic and Political Freedom, he has yet to restrict most personal freedoms. Though he has implemented a very strict Gun Control policy and enforces checkpoints to make sure nobody is infected, most of the people of Iceland have most of their pre-war freedoms. At least, the ones that don't mysteriously disappear after a "hiking accident" anyways.

Policies
Since taking power Hafliði Runólfsson has enacted a series of policies, they have resulted in:

• The Establishment of the "Transitional Government"

• A massive increase of Military, Research, and Medical spending

• Seizing of larger businesses and their assets

• Strict Gun-Control

• The Establishment of manned checkpoints to search for possible fungus

• The Establishment of The Department of Fungal Research, headed by Dr. Ivan Minchev
  

Political Opinions
It is presumed he is a Pragmatic as he has yet to make any official political opinion. Though he has exposed a "mild dislike" of
both Fascism and Communism (More specifically, the Tankie version) and a liking of Patriotism. Any other opinions are an enigma.

Personal Life
Although he maintains a rather strong-man leadership and serious public life, he is described to be rather laid-back in private. He is known to exercise a lot, mostly due to him partaking in expeditions for supplies, but he actually spends most of his time hiking the Icelandic wilderness.
