Overview
The Azalean Collective is an international organisation comprising twelve nations, connected by a series of artificial portals constructed and maintained by the New Imperial Order of Iciaros. Named after the Iciarosian ex-territory where the Treaty of the Collective, which founded the Azalean Collective, was signed, the Grand Duchy of Azaelya, the Collective aims to promote international cooperation, free trade, and free movement.
The headquarters of the Azalean Collective is located in the city of Kalmia, the capital of the Grand Duchy of Azaelya. Its current Chancellor of the Collective is Lady Alyssa Ilyrea, who also serves as Iciaros' representative in the Collective. It is represented in the World Assembly by Iciaros' Chief Ambassador Magnolia Mercia.
Legislative Assembly
The Legislative Assembly is the first deliberative assembly of the Azalean Collective. Comprising delegates from each member nation, regular meetings are held once every Iciarosian year, though emergency sessions can be convened at any time. Meetings are officiated by the Chancellor of the Collective, selected by majority vote and subject to approval by the World Assembly Council.
Members may advance proposals during meetings of the Legislative Assembly, which may pass with a two-thirds majority vote. Passed proposals, once approved by the World Assembly Council, become Agreements, which are binding on member nations of the Collective as a matter of treaty and international obligations. In a similar vein, members may vote to repeal prior Agreements, which will also succeed with a two-thirds majority vote. Such agreements will cease to be binding.
World Assembly Council
The World Assembly Council, or the WA Council, is an assembly of the nations in the Collective which are simultaneously members of the World Assembly. The Council possesses veto powers over the appointment of the Legislative Assembly’s Chancellor and the passage of any prospective Agreements, though the latter power may only be exercised if the Council believes the Agreement at hand would compel its members to flout World Assembly law.
The powers of the Council may be exercised by a majority vote of its members.
Supreme Collective Court
The Supreme Collective Court is the foremost judicial body of the Azalean Collective. Though its mandate can be expanded by Agreements of the Legislative Assembly, the Court’s core mandate is to decide on matters of compliance by member nations and their citizens with Agreements. Member nations may file complaints or disputes with the Court, whereupon the Court will convene to hear the matter, the accused entity’s defence, and then issue a ruling that member nations are bound to obey as a matter of treaty.
The Court is composed of judges selected by each member nation, though only judges unaffiliated with the nations party to a particular dispute may adjudicate said dispute.
Migration Agreement (717 AA)
An Agreement to allow emigration and immigration between all member nations, subject to a standardised system of administration.
Relaxation of Trade Barriers Agreement (718 AA)
An Agreement to minimise tariffs on goods exchanged between countries, save where necessary to counter advantages produced by domestic subsidies.
Extradition of Violent or Fraudulent Offenders Agreement (719 AA)
An Agreement mandating the extradition of any citizens of a member state residing in the territories of another member state, where said citizen has committed violent or fraudulent crimes within the jurisdiction of their home country.
Crisis Relief Agreement (721 AA)
An Agreement to require and facilitate aid by member nations in the event of a life-threatening crisis experienced by another member nation.
Scientific Cooperation Agreement (724 AA)
An Agreement to establish an international body under the purview of the Azalean Collective to streamline and promote cooperation in scientific research between member nations.
The Azalean Collective does not maintain diplomatic relations with any strictly unaffiliated foreign nations, though it maintains connections with Iciaros’ protectorates, which are not technically considered subsets of Iciaros under the Collective’s agreements. The Collective also maintains a delegation to the World Assembly, united with the delegation of its current national delegate, Azaelya, and led by Ambassador Magnolia Mercia.
