The Interim Government divided Pheonisland into four regions ( Carthage, Icosium, Oea and Vescera).
In accordance with the principle of harmonious democracy, and to consolidate the system of democratic self-management, in order to create efficient administrative units capable of planning and executing processes, and to put development strategies for the local community, and taking into account the specificity of each regions, and ending the routine and bureaucracy that is established through the central system, and make the administrative units at all levels are directly responsible for services, economy and culture and all aspects of interest to the citizens within their administrative boundaries, and to determine responsibilities and assign powers in the hands of the people, the interim government divided the Phoenisland areas into four regions.
Regional councils in Pheonisland are the governing and administration body of the region and were created on April 19, 2019, there are 4 regional councils in Pheonisland.
Its organization, as in all local authorities of Pheonisland, is formed by a collegiate body, the plenary, and a single-member body, the President. The plenary of the regional council is formed, as it corresponds to a second degree, by councilors of the city councils that compose it. The appointment of regional councilors is made by a system based on the Law or Rule of Hondt applying a mixed formula taking into account both the votes obtained for each candidature and the number of councilors. The plenary of the Council chooses the President, who has the representative powers inherent in the position and those of supervision of the administration, the services and the personnel.
The boards have the manager, an integrated figure in the government's leadership. It is a professional who has full dedication to the execution of the tasks of the government and the regional administration.
