IATA Constitution (2019 Permanent)

Preamble

The International Atlantic Treaty Association, is a proud peacekeeping organization that will defend, protect, restore, and assist regions that have been invaded by an Invader region. We stand against those who spread terrorizing propaganda, dictators, Nazism or Fascism! By joining this organization you will be protected, represented and have a voice in what this organization does. The goal is to protect the freedom of regions, liberty, and the pursuit of regional happiness.

The Security Council

The “Security Council” is made up of the member regions’ founder and their head of government. These two respective nations will represent the intention of their region on the Security Council, the governing council of the Alliance. Delegates of the Security Council are liable to inform their constituents in their respective regions of the whereabouts of the IATA, and of all treaties recently signed, that may affect that region. To join the IATA, you must have the following.
• 50 total nations.
• 10 WA nations.
• A clean defender history.
• Submit a proposal of why your region should join.

Security Resolutions

The Security Council has a special power to make Security Council Resolution within its member regions. A security council resolution used for the maintenance of international peace and security of its members. To pass a resolution it must go through the process below.

•Be submitted to the Security Council to look at it during a meeting or when the council is in session.

•Receive at least 2 motions for the Resolution to go the debate floor.

•The Resolution then will be debated on for one day and schedule a session where the members will either say Aye in support for the resolution or nay not supporting the resolution.

•If it passes, the resolution is then sent to the Secretary General for their signature making the resolution a valid law. The Secretary General cannot veto the resolution because the council already approved it.

If it fails, the resolution must wait for 7 days before it can be voted on again, or must be resubmitted for another review.

Executive Branch

The Secretary-General shall serve a 4-month term. The Secretary-General has the privilege to appoint lifetime members to the Security Council. The Secretary General will appoint the “IATA Commander”. The IATA Commander will be the director of the War Cabinet when that cabinet is active. The IATA Commander will be responsible for drafting troops and managing the military. Some executive powers the Secretary General has,
• Is the main representative of the IATA
• May call the military into active duty if there is a regional crisis, rebellion, or a founder ceases to exist for no more than 3 days.
• May issue executive orders within the organization. The Security Council may override it with a unanimous vote of aye.
• Maintains the region, and the founder nation.
• Appoints a cabinet to carry out their agenda.

Elections for Secretary General will become an official capacity of this position after the Inaugural Secretary General Crystalsummer chooses to retire, resign, or step down. This is so he can setup the organization to a stable position, and get the format worked out.

The Secretary General’s Cabinet

The Secretary General will appoint the members of his or her cabinet. Cabinet members must be members of the Security Council or regional heads of government or regional legislature. This cabinet shall be informally known as the Diplomatic Cabinet. When a war is fought, or a time of aggression is felt, then the diplomatic cabinet shall informally be changed to the War Cabinet, changing the mindset of the cabinet.

Office of The IATA Commander

The IATA Commander is appointed by the Secretary General. He or she has no term length. They are responsible for leading our regional military to victory! They are the second in command of the organization when the Secretary General is not around. The IATA Commander will lead the inter-regional forces against the opposition, until the eventual liberation of the invaded region. An attack on any member region will be followed by a declaration of war by the IATA, and this war will be fought until the war's conclusion.

Office of The Minister of Interior

The Minister of Interior is responsible for all of the internal issues in the organization, and its member regions. The Minister of Interior serves as the Chief of Staff for the Secretary General. They create the meeting agenda, and advise the Secretary General on regional matters.

Office of The Minister of Foreign Affairs

The Minister of Foreign Affairs shall be charged with handling all diplomatic matters. They advise the Secretary General on Treaties, FA Matters, and let the Security Council know of any serious situations.

Office of The Minister of Culture

The Minister of Culture plays a very important role in the organization. They are responsible for handling all of the interregional RP, and Cultural events. They are responsible for coordinating with the member regions to ensure they understand, and create a Culture of the IATA that everyone can be apart of.

Elections for the Office of Secretary General

Once the inaugural Secretary General, Crystalsummer leaves office, future Secretary General’s will be elected by the following system,

  • The declaring candidates must submit their name to the Minister of Interior who will be tasked with being in charge of the election. If the Minister of Interior wishes to run, the Security Council will appoint an election office.

  • Each Candidate may establish a platform they wish to campaign on. They will be given 3 days to campaign. After the 3rd day, the election will be held on google forms, and every eligible citizen may vote for a 2 day period. After the 2 day voting period is up, the results will be tallied, and the winner will be announced.

  • If there is a tie, the Security Council shall vote on who shall be the next Secretary General.

  • A Secretary General may only serve 2 consecutive terms in office therefore they must sit out for a term before they are eligible to run again.

  • The Candidate must be a citizen of one of the member regions to run for office.

  • Crystalsummer will maintain ownership of the IATA Founder Puppet, but will appoint the Secretary General in the region to handle the day to day operations.

Treaties

A treaty or declaration is put to vote by any member of the security council. Any legislative body can propose treaties or declarations too. As well as treaties and declarations, trade deals, business agreements, and policy changes [etc], may also be proposed. Treaties and Declarations cannot be passed that explicitly violates the rights of any region or nation. Treaties or declarations must be passed with at least one of the two representatives from each region's’ approval. Any treaty or declaration of the security council will override any regional legislation that might conflict. A treaty or declaration can be removed from the floor by any regional head of government, that has a reasonable case for why. A treaty or declaration can only be removed from the floor within the first 7 days of the passage of that specific treaty or declaration.

Declaration of War (Provoked)

If in the event of an armed attack against one or more regions, it will be considered an attack against all the regions, and if such an event occurs all the other regions will assist the region so attacked. The IATA Commander will lead the inter-regional forces against the opposition, until the eventual liberation of the invaded region. An attack on any member region will be followed by a declaration of war by the IATA, and this war will be fought until the war's conclusion.

Declaration of War (Unprovoked)

If the Security Council finds that it is in the best interests of the IATA to declare war, without necessarily any provocation, representatives can vote to declare war without the approval from the governing body of their respective regions. If such an event were to occur, all regions, in the IATA must unanimously agree to declare war. If a region's delegates agree to vote against a declaration of war, that region will “opt” out of that declaration, and thus the remaining delegates will still have a unanimous vote.

Membership

The regions may, by unanimous agreement, invite a region to join this alliance, and become a party to this treaty. The Secretary General shall contact the region(s) so invited, and confirm with them, their integration within this treaty. Other regions may contact the Secretary General, and request a vote of membership, as well. A region can cease to become a party to this treaty, if the respective delegates of that region inform to the Secretary General, two weeks in advance before the official exit, that they wish to withdraw. After this notice, legal action shall be taken to officially remove that region from this alliance and from this treaty.
