The Foreign Affairs Resolution

Recognizing the rather cold relations with the general community of the world, alarmed by the threat posed by organizations potentially antagonized by the Imperial isolation, realizing the role of the Federal Union and seeing the potential of expanding our foreign frontiers, the Senate adopts the following resolution.

Section 1: Calls the Department of Foreign Affairs to seek rapprochement with the wider worldwide community, taking a more proactive stance.
Section 2: Obligates the Director of Foreign Affairs to create a report of the recent activities of his Department in a timeframe no shorter than three weeks and no longer than one month within the passage of this Resolution.
Section 3: Establishes the Regional Medal of Friendship, which shall be awarded to Residents with worthwhile contributions to the foreign relations of the Empire, which shall be administrated by the Prime Minister and recorded by the Senate Clerk.
Section 4: Commends all attempts to further the extent of the Regional political power beyond its orders, expresses the will for the Legislature to contribute adequate legislation.
Section 5: Further authorizes the Imperial Armed Forces to implement and enforce Imperial deals and interests abroad where applicable and participating in interregional peacekeeping operations at their own accord. This section shall be rendered null and void in case of the withdrawal of the Imperial Military Creation Bill.

Section I: Establishes the office of the Imperial Federal Consul, appointed by the Director of Foreign Affairs.
Section II: The Consul shall offer free counsel to Imperial Citizens abroad in the Federal Union, maintain a factbook promoting the New Western Empire and its possible activities and engage in marketing and entertainment-providing activities at his will, with the full endorsement of the Government.
Section III: This article shall be considered null and void in case of the disintegration of the Federal Union or withdrawal of the Empire from that Federation.

Section I: Authorizes and calls for the creation of a treaty-organization partnership program with other regions, based on the idea of creation of embassies with and between friendly regions (bypassing the Embassy Policy), with a limited administration to create a joint Discord and hold joint entertainment events, whereas the more extensive and political option of the Federal Union is not applicable and/or needed. The program would be spearheaded by the Department of Foreign Affairs.
Section II: Declares the 10th of November as a regional (still a workday) holiday with the name of World Day.
Section III: Calls for the equal treatment of visitors using public utilities, such as the Regional Discord.

Preamble
Recognizing the positive effects of protecting the intellectual property of the Residents, worried by the possibility of long-term, degrading disputes regarding rights to intellectual work, the Senate hereby introduces these provisions.

Section 1: All intellectual works intended for use by Imperial-affiliated entities shall be protected by statute. They shall be under the sole ownership of their author, or in case of multiple contributors, with all the creators with equal rights to ownership. Any disputes about ownership shall be settled by the High Court.
Section 2: This includes newspaper articles, art belonging to newspaper entities, party manifestos, party art, Senate bills, documents of Government entities, Government art, and patents.
Section 3: Anything not explicitly described in Section III shall be void of legal protection unless a patent is filed for it by a resident.
Section 4: The High Court Clerk or his chosen representative shall be the recordkeeper for patents. He shall develop the process of accepting patents on his own accord. Patents may be appealed or reported as fabrications to the High Court, which shall have the power to nullify them.

Section 1: Should the holder of the rights to intellectual property retract the rights of an entity to use his work, he shall give them no less than 3 days to remove them or modify them to suit his needs, after which if the query is unresponded, he shall be able to lodge a case to the High Court, which shall have the ability to introduce measures to suppress the infringing work.
Section 2: Entities shall be able to use copyrighted work for nonpolitical and nonprofit purposes upon crediting the author.
Section 3: This law shall take effect one week after its passage.
