1. Only five systems are allowed to be created or claimed upon first going into the map.
2. It will take you a week to claim another system, this includes setting up a defense station, claiming, settling, and developing to your current infrastructure are what take up the week. Setting up outposts, observation posts and science facilities do not require a minimum time limit.
Note: NPC nations like the Attican Council do not follow these rules, they're meant to be semi-obstacles to force roleplay to continue.
