Article I: The Government


1A: The Chancellor
The Chancellor is the democratically elected leader of the Lezran State. The Chancellor is elected every two months. The Chancellor has executive control via the WA Delegate or Sparkhill who are to obey the orders of the Chancellor. The Chancellor is allowed to elect the Minister of Foreign Affairs, Minister of Internal Affairs, and The Imperial Judge. Their respective roles are detailed below.

1B: The Vice-Chancellor
The Vice-Chancellor is appointed after the election of the Chancellor. See Article 5B for details on extraneous scenarios. The Vice-Chancellor is the serving leader during a time of absence or hiatus by the Chancellor. The Vice-Chancellor also will take over if the Chancellor is removed from office in accordance with Article 5A.

1C: Minister of Foreign Affairs
The Minister of Foreign Affairs is tasked with the maintenance of Embassies and relations with other regions. The Minister of Foreign Affairs is appointed by the Chancellor and can speak on behalf of the region. They will have Embassy and Communications authority.

1D: Minister of Internal Affairs
The Minister of Internal Affairs is tasked with the maintenance of the Roleplay, and general region activity. They are given power over Polls, Appearance, and Communications. They are appointed by the Chancellor.

1E: The Imperial Judge
In times of crisis, Lezra may have the need to conduct a trial. The Imperial Judge is the one tasked with delivering impartial justice. Appointed by the Chancellor they have Communications permission to better conduct the trial. If the Judge is found to be incompetent or biased, they are to be immediately removed and replaced by the Chancellor.

1F: Minister of the Common Defense
The Minister of The Common Defense is tasked with the security of the region and is the only democratically elected Minister. They are given Border Control and Communications authority and expected to best defend Lezra from raiders and eject people as considered necessary.

Article II: The Citizens and Their Rights

Citizens of Lezra are those who have been members of the region for 42 hours. Once this point has been reached, the Citizens are granted the right to:
1.Vote
2.Run for office
3.Participate in the regional roleplay.

It is the responsibility of the Minister of The Common Defense to enforce this law and Article of the Constitution.

Article III: The Limits of the Chancellor

The Chancellor is granted great power over Lezra by its Citizens. However, all power has its limits.

The Chancellor may not run for two terms after serving two consecutive terms.

The Chancellor may not infringe upon the rights of the Citizens as stated by Article II, unless they have been convicted and sentenced a punishment which eliminates those rights.

The Chancellor does not have greater power in the Roleplay, as their does not extend to affect it.

The Chancellor may never serve as a Minister while the Chancellor.

The Chancellor may not conduct regional deals including the merging of regions without the consent of the Citizens and the Minister of Foreign Affairs.

The Chancellor cannot make amendments to the Constitution without the consent of the people.

Article IV: The Process of Election and Political Parties

4A: Election
The Election may never have more than 4 political parties involved. Those looking to be elected may not run independently but must run through a political party. This is in order to keep the Parties of Lezra intact and functioning.

4B: Parties
Political Parties may be founded at any time and are necessary to run for office. In order for a party to run, it must have 2+ members. Only one member of the party may run per election. For your party to be recognized it must be submitted to the Minister of Internal Affairs and approved.

Article V: Extraneous Scenarios

5A: Impeachment of the Chancellor
Although unlikely, there are a number of scenarios which can reflect the inability of an elected Chancellor to properly serve the Lezran community. If the Three Ministers agree, an impeachment poll will be started. If the poll reaches a majority, the Chancellor will be put on trial, given a chance to defend themselves, then, the Citizens will vote on whether or not to remove the Chancellor from office.

5B: When There is Only One Candidate
In the unlikely scenario that only one candidate has ran for Chancellor, certain steps must be taken to nominate a Vice-Chancellor.
If the past Chancellor is available, it will be he.
If the past Vice-Chancellor is available, it will be he.
If somehow, neither are available, the Chancellor must select a member of an opposing party. If they already hold a position, they may keep it as well as the Vice-Chancellor.

Amendments to The Constitution

The First Amendment

This amendment repeals Article 4B as long as the region has less than 25 members.
