The Edict of Romagrad

The Romagrad Edict states that Xukong is given the authority to protect non-Christians, including non-radical muslims and excluding satanists, at a non-regional level. The nation will be defined as a safe haven for non-Christians who aren't treated as they should be treated. It is also able to allow non-Christian escapees of other nations and will not allow extradition of them. Even non-signitories are to respect Xukong's decision. The nation will also, if given permission from other nations, be able to receive radical religious criminals for rehabilitation/renewal into society; however, only high-level criminals such as gangs, mass murderers, etc. are given extradition. Satanists are also given extradition due to their religion being strictly illegal.
