Prohibits all bills and amendments from introduction and passage in the Senate that are:
identical to any current items on the docket or any laws
Any citizen may propose bills or amendments to the Speaker of the Senate.
If a bill or amendment proposed to the Speaker is within the bounds of all rules and regulations, the Speaker is obligated to add it to the docket.
If any bills or amendments violate any rules and regulations, the Speaker of the Senate is required to provide guidance to the author on how to bring them into the bounds of legality and to accept them upon meeting the requirements for legality.
Divides the Senate into two voting chambers.
Mandates that the Speaker of the Senate must maintain a docket of all queued bills, amendments, and motions.
The docket shall be ordered based on the priority of the items on the list.
Priority shall be divided into five categories:
The first, most important category shall be special motions, which constitutes motions for the declaration of war, votes of no confidence, and motions to overturn vetos, pardons, and revokements of citizenship.
The second category shall be privileged business, which constitutes all business declared such by the Consul.
The third category shall be common motions, which constitutes motions to overturn a citizenship exemption and motions to overturn an executive directive.
The fourth category shall be amendments, which constitutes all proposed amendments to the Constitution.
The fifth category shall be common bills, which constitutes all proposed bills in the docket.
All items within the docket shall be strictly organised in line with these categories; items of the first category shall always come before items of the second, which shall always come before items of the third, and so on. Within each category, items shall be prioritised based on the date they were proposed.
The first voting chamber shall be reserved for bills, amendments, and treaties.
The second voting chamber shall be reserved for all items that do not have a dedicated debate period.
If the first voting chamber is occupied, items may still be proposed to vote in the second voting chamber.
The Speaker of the Senate shall be responsible for maintaining the Senate docket.
Items shall be divided into two essential categories in regards to their treatment upon introduction: items that require debate, and items that do not require debate.
Items that do not require debate shall go straight to vote upon introduction. Items of this sort exclusively include:
votes of no confidence
Items that do require debate—amendments, bills, and treaties—shall face three different stages upon introduction.
Immediately upon introduction to the Senate, the item shall go through its first reading period, which shall constitute the Speaker of the Senate posting the legislation, pinging all Senators, and providing the author of the bill the floor to explain the contents of the bill. If the author does not conclude their explanation within twelve hours of the beginning of this period, the Senate will move on to the debate period.
Once the first reading has concluded, the Senate will be granted a twenty-four hour period to debate the item, which shall be referred to as the debate period. This period may be extended by up to twenty-four hours by the Speaker of the Senate unilaterally, or up to forty-eight hours with the assent of a majority of the Senate.
Once the debate period has concluded, the item shall enter vote, which shall last for twenty-four hours. Senators may either vote aye, nay, or abstain, the lattermost of which shall render their vote null in the final counting.
Upon the conclusion of all three stages, the Speaker of the Senate shall declare whether the bill has passed or failed, along with a vote count formatted as such: [aye]-[nay]-[abstain] (ex. 5-0-4)
The Speaker of the Senate may motion to:
extend the debate by more than twenty-four hours, which shall require a one-half majority.
Any Senators may motion to:
initiate a vote of no confidence against a sitting member of the executive, which shall require a two-thirds majority.
overturn a pardon, which shall require a two-thirds majority.
overturn a veto, which shall require a two-thirds majority.
overturn an executive directive extending governmental jurisdiction over any region or nation on NationStates, which shall require a two-thirds majority.
overturn a citizenship exemption, which shall require a one-half majority.
overturn a revokement of citizenship, which shall require a one-half majority.
overturn an executive directive which creates/dissolves any body or applies/removes power to/from any body under the executive branch, which shall require a one-half majority.
dissolve the Senate, which shall require a one-half majority.
extend the debate by any amount of time, which shall require a one-half majority.
If a motion to dissolve the Senate passes, the Senate shall be dissolved, along with the Consul and the Collegio under his purview, and fresh elections shall be held.
The term of this newly-elected Senate shall only last until the date upon which the Senate's session would generally end.
The Consul or Doge also bear the power to motion for a declaration of war, which shall require a one-half majority of the Senate.
Any and all motions must be made publicly in the Senate debate chamber, pinging the Speaker of the Senate in the process.
Once a bill or amendment has passed into law, which shall occur seventy-two hours after the passage in the Senate, it shall be assigned a code: S.R., standing for 'senatorial resolution,' followed by three digits indicating which passed bill it is (ex. S.R.001 if it is the first bill to be passed, S.R.011 if it is the 11th to be passed, S.R.111 if it is the 111th).
All Senators shall be granted access to the Senate.
The Consul and all members of the Collegio shall be granted access to the Senate.
The Speaker of the Senate may call upon any individual to testify within the Senate.
The author of a bill must be granted access to the Senate during the time their bill is in debate.
Access for any non-Senators may be revoked upon violation of the Senate conduct rules.
The Speaker of the Senate shall be responsible for the enforcement of all Senate conduct rules.
The Senate's conduct rules shall be as follows:
No citizen shall make informal comments in the Senate.
No citizen shall make slanderous or defamatory comments in the Senate.
If a citizen violates any of these rules three or more times, the Speaker of the Senate may remove them directly, if they're not a Senator, or motion for their removal, in the case that they're a Senator, in which case the Head Inquisitor shall bear the authority to remove them from their seat.
Mandates that all changes made to bills by the author prior to their passage must be announced before the Senate.
Mandates that no changes may be made to a law once it has been passed, except by the Senate.
Amends all mentions of "legislation" in prior Acts to say "bills".
Amends all usages of the 'legislative resolution' format in prior bills to be in-line with our new format.
"Bill" shall be defined as any proposed law.
"Law" shall be defined as a bill passed into effect.
"Legislation" shall be the plural form of law.
