Noting: The lack of any written structure to format legislation or procedures given.
Whereas: No legislation or record keeping can be done without a set format.
Hereby: Enact the Legislative Procedure Act.
Section 1: States that at the top of every piece of legislation shall be the name United Federation of Opportunity, and the regional flag, followed by the regional motto. All of these things shall be incapsulated by a box.
Section 2: States that below the box shall be the name of the bill, the author of the bill, and the date the bill was proposed.
Section 3: States that below the date cut off by a line, shall be the preamble. The preamble shall read as noting, whereas, and hereby, although the author may add clauses in between. The preamble must start with noting and end with hereby.
Section 4: States that below the preamble shall be the body, which shall consist of section, and possibly subsections marked with letters like 1A, 1B, and 1C.
Section 5: Defines simple majority as reaching the threshold of more than 1/2 in a senate vote. Defines supermajority as reaching the threshold of more than 2/3 in a senate vote.
5A: States that if a vote reaches the exact threshold, aka ties the needed votes, the Vice President shall cast his senate vote to break the tie.
Section 6: States that all senate debate periods shall last 24 hours, unless a motion to skip or extend debate is passed by a simple majority.
6A: States that all senate voting periods shall last 24 hours, unless a motion to extend debate is passed by a simple majority. The speaker may only conclude a vote before 24 hours if all senators have voted.
Secton 7: Establishes a senators right to motion. The motions shall work as follows;
Motion to extend debate- This motion allows a senator to ask the debate be extended, and they must clarify the length of the extension in hours. The Speaker shall have the right to accept or deny this motion. If he accepts he shall put this motion to vote and if it receives a simple majority debate shall be extended.
Motion to skip debate- This motion allows a senator to ask the debate be skipped, and they must clarify a reason why the senate should skip. The Speaker shall have the right to accept or deny this motion. If he accepts he shall put this motion to vote and if it receives a simple majority debate shall be extended.
Motion to challenge the speaker- This motion shall allow senators wishing to have a speakership run-off to challenge the speaker. This motion shall require 2 seconds by other senators and cannot be denied by the speaker. The majority leader shall hold a speakership election within 24 hours if this motion succeeds.
