Preface
  1. Considering the lack of structure in the Collegio,

  2. Understanding that structure, direction, and drive are a necessity for the productive execution of the responsibilities of the executive,

  3. Hereby instates Section 1-5, with the full powers vested in the Consul, into force, mandating that all officers of the executive act within its bounds.

Section I: On the Overall Structure of the Executive
  1. Observes that, as the Consul shall serve as the head of the executive, Ministers shall serve as the heads of their respective Ministries.

    1. All Ministers shall be considered officers of the Collegio and shall be granted access to the #collegio channel in recognition of that observance.

  2. Requires that Ministers must first attain the consent of the Consul to appoint officers under their purview.

    1. Understands that staff are not considered "officers."

    2. Should a Minister be granted assent in the appointment of an officer, said officer shall be granted the authority to appoint staff under their purview.

  3. Upholds the right of the respective Ministers to appoint staff members to their Ministry within the bounds of this document, but requires that the creation of any jobs not already outlined within this document must be done with the consent of the Consul.

  4. As they shall hold the right to appointment, Ministers shall also hold the right to dismissal of staff; however, the Consul must be notified of all dismissals with fair reason provided, and the Consul may reverse those dismissals if need be.

  5. Mandates that all Ministers must notify the Consul of all activities within their Ministries.

    1. Understands that the Consul may change the policy, direction, and activities of a given Ministry at any time.

  6. Creates the office of Vice Consul, who shall be responsible for taking over matters of the Consulship in the temporary absence of the Consul.

    1. Appoints Matthew to the office of Vice Consul.

  7. All powers laid out in this document followed by "Informed by Consul" shall be executed with the permission of the Consul.

  8. All powers laid out in this document followed by "Informed to Consul" may only be executed if the Consul is informed thereafter.

Section II: On the Ministry of Foreign Affairs
  1. The Ministry of Foreign Affairs shall be broadly responsible for:

    1. the creation of new embassies;

    2. the maintenance of old embassies;

    3. the review of embassy applications;

    4. and the general execution of foreign policy, as laid out by the Consul.

  2. To this end, the Minister of Foreign Affairs shall have the power to:

    1. accept embassy applications (informed to and by Consul);

    2. deny embassy applications (informed to and by Consul);

    3. close embassies (informed to and by Consul);

    4. create treaties with embassy regions (informed to and by Consul);

    5. and appoint staff (informed to the Consul).

  3. To the execution of these responsibilities, the following offices shall exist:

    1. Minister of Foreign Affairs, appointed by the Consul, who shall hold the responsibility to:

      1. direct all other offices under the Ministry of Foreign Affairs.

    2. Advisor, only granted to particularly experienced and/or well-connected individuals, who shall hold the responsibility to:

      1. freely advise the Minister of Foreign Affairs and Consul on all matters of foreign policy and its execution;

      2. and advise the Minister of Foreign Affairs and Consul at the their request on all matters of foreign policy and its execution.

    3. Diplomat, who shall hold the responsibility to:

      1. distribute the Ministry of Foreign Affairs' monthly updates and all other official statements of the Ministry;

      2. provide updates to the Ministry of Foreign Affairs' on all major happenings within their assigned region;

      3. and answer any questions the Minister may have about their assigned region, and research the answers, if need be.

    4. Scout, who shall hold the responsibility to:

      1. discover new regions with a potential for relations with Ascenthia;

      2. and report back on the affairs of any region which they are assigned to observe.

    5. Writer, who shall hold the responsibility to:

      1. assist in the production of official statements.

  4. The Ministry of Foreign Affairs shall be expected to meet the following goals:

    1. The creation of three new embassies before the conclusion of the month of June.

    2. The creation of three treaties before the conclusion of the month of June.

    3. The continued release of monthly updates to embassy regions.

    4. The continued maintenance of the database project, with expectation of at least fifteen entries completed by the conclusion of the month of June.

Section III: On the Ministry of Records
  1. The Ministry of Records shall be broadly responsible for:

    1. the maintenance of official governmental records within the office account;

    2. and assistance in the designing of official dispatches.

  2. To this end, the Minister of Records shall have the power to:

    1. update any and all official governmental dispatches that are outside of the purview of the Ministry of Media and roleplay;

    2. edit the design of any and all official governmental dispatches (informed to and by the Consul);

    3. and appoint staff (informed to the Consul).

  3. To the execution of these responsibilities, the following offices shall exist:

    1. The Minister of Records, appointed by the Consul, who shall hold the responsibility to:

      1. produce weekly updates of all dispatches which aren't already assigned to another staff member;

      2. and direct all other offices under the Ministry of Records.

    2. Dispatch assistant, who shall hold the responsibility to:

      1. produce weekly updates of whatever dispatches they're assigned to maintain.

    3. General assistant, who shall hold the responsibility to:

      1. research and provide information about given events at the request of the Minister or one of the dispatch assistants.

  4. The Ministry of Records shall be expected to meet the following goals:

    1. The continued weekly update of all records.

    2. The uniform redesign of the library dispatches.

Section IV: On the Ministry of Design
  1. The Ministry of Design shall be broadly responsible for:

    1. the creation of official image, dispatch, and website designs at the request of the Consul.

  2. To this end, the Minister of Design shall have the power to:

    1. appoint staff (informed to the Consul).

  3. To the execution of these responsibilities, the following offices shall exist:

    1. Image designer, who shall hold the responsibility to:

      1. assist in the production of official images.

    2. Dispatch designer, who shall hold the responsibility to:

      1. assist in the production of official dispatches.

    3. Website designer (currently unneeded), who shall hold the responsibility to:

      1. assist in the production of official websites.

  4. The Ministry of Media shall be expected to meet no goals, except the production of all images, dispatches, and websites requested by the Consul.

Section V: On the Ministry of Culture
  1. The Ministry of Culture shall be broadly responsible for:

    1. the creation and management of official community events.

  2. To this end, the Minister of Culture shall have the power to:

    1. create polls (informed to and by the Consul);

    2. and appoint staff (informed to the Consul).

  3. To the execution of these responsibilities, the following offices shall exist:

    1. The Minister of Culture, appointed by the Consul, who shall hold the responsibility to:

      1. direct all other offices under the Ministry of Culture.

    2. Helper, who shall hold the responsibility to:

      1. assist the Minister of Culture in matters of community events and the weekly post.

  4. The Ministry of Culture shall be expected to meet the following goals:

    1. The continued release of weekly posts on-time.

    2. The continuance of game nights.

Section VI: On the Ministry of Recruitment
  1. The Ministry of Recruitment shall be broadly responsible for:

    1. the recruitment of new nations;

    2. the welcoming of new members;

    3. and the assimilation of all new citizens.

    To this end, the Minister of Recruitment shall have the power to:

    1. send out recruitment telegrams on behalf of Ascenthia (informed to and by the Consul);

    2. and appoint staff (informed to the Consul).

  2. To the execution of these responsibilities, the following offices shall exist:

    1. The Minister of Recruitment, appointed by the Consul, who shall hold the responsibility to:

      1. direct all other offices under the Ministry of Recruitment.

    2. Welcomer, who shall hold the responsibility to:

      1. welcome new nations and guide them in their integration into the region.

    3. Recruiter, who shall hold the responsibility to:

      1. recruit in the form of API or manual.

  3. The Ministry of Recruitment shall be expected to meet the following goals:

    1. The creation of a new and improved recruitment telegram.

    2. The continued targeting of new and refounded nations.

    3. The establishment of an API.

    4. The beginning of manual recruitment, if possible.

    5. The establishment of an official force of recruiters.

Section VII: On the Ministry of Media
  1. The Ministry of Media shall be broadly responsible for:

    1. the creation and management of a regional newspaper.

  2. To this end, the Minister of Media shall have the power to:

    1. appoint staff (informed to the Consul).

  3. To the execution of these responsibilities, the following offices shall exist:

    1. The Minister of Media, appointed by the Consul, who shall hold the responsibility to:

      1. direct all other offices under the Ministry of Media.

    2. Writer, who shall hold the responsibility to:

      1. write articles at their discretion;

      2. and write articles at their assignment.

    3. Journalist, who shall hold the responsibility to:

      1. gather information for articles.

  4. All official articles and dispatches published by the Ministry of Media must first be reviewed by the Consul and then shall be posted on the office account.

    1. Upon their posting, articles shall be announced in the #news channel (this clause shall only take effect once the first issue has been released).

  5. No interviews shall go forward without the consent of the Consul.

  6. In semi-regular intervals, all articles shall be compiled into an issue.

  7. The Ministry of Media shall be expected to meet the following goals:

    1. The release of its first issue by the end of the month of June, which shall be expected to have at least ten full articles, three interviews, and a comic section.

Section VIII: Code of Conduct
  1. All Ministers shall be expected to:

    1. act mature, responsible, and carry out all duties to the best of their abilities;

    2. uphold quality and professionalism within their Ministries;

    3. report back to the Consul on all problems or potentially relevant information, immediately and in full. This includes any issues with the actions of the Consul or his/her policy;

    4. be honest about their own capacity to complete the tasks assigned to them;

    5. request help when it is needed;

    6. treat staff with respect, kindness, and patience;

    7. and enforce the code of conduct within their Ministries.

  2. All staff shall be expected to:

    1. keep the image of Ascenthia at the forefront of their mind in all official governmental matters, act as you believe our region should best be seen, this means:

      1. being kind, respectful, understanding, and patient with all foreigners, diplomats, newcomers, and fellow staff,

      2. writing articles that maintain an optimistic image of our region,

      3. production of quality, serious, professional work;

    2. report back to all Ministers if unsure about the best course of action in the execution of their responsibilities;

    3. be honest about their own capacity to complete their work;

    4. request help when needed;

    5. keep casual matters inside of the Ascenthian #general channel;

    6. and understand that to be part of the government doesn't mean to sacrifice real-life obligations, there are always others available to temporarily take over work, if busy.

  3. Makes clear that any complaints about a given Minister may be brought to the Consul, and confidentiality of the informant shall be upheld.
