The Constitution of Urras and Annares

Preamble:
Urras and Annares is an open and welcoming region endeavouring to create a haven for debate and civil political discourse. Our mandate is to form a region where nations can work together and chart a unique course for themselves and the region as a whole.

Government
The people of Urras and Annares will form a government to represent and guide the region through whatever issues it faces, and shall support and represent the citizens in regional and inter-regional affairs.

i. Elections:
1. There shall be free elections for the position of President, Foreign Minister and Interior minister held every two months if an election is not called for during that period.

2. The presidential candidate must choose a candidate for Foreign Minister and a candidate for Interior Minister to run as on their ticket a minimum of four days before an election. If they fail to do so they may not seek the office of President.

3. An election may be proposed by a citizen with two other citizens to support the proposal. This may be a special election for a single elected position individually (i.e. President, Foreign Minister, Interior Minister) or an entire administration (All elected offices of the administration, excluding the Minister for Justice)

4. Elections for the Minister for Justice will be held every six months. A special election may be called for once during a six month term. To call for a special election of the Minister for Justice there must be one citizen to propose the election and three others to support the proposal.

II. Government Positions
i. The President is the executive leader of the region. The president has jurisdiction over all ministers with the exception of the Justice Minister. This means the president can change policy as they see fit in any department.
1. The president must appoint a moderator at most two days after an election.

2. The president cannot unilaterally propose legislation without the approval of at least one member of cabinet.

ii. The Foreign Minister directs foreign affairs and diplomacy.
1. The Foreign Minister may accept or decline embassy requests, and may propose the construction of embassies. They may also propose legislation regarding foreign affairs.
2. The Foreign Minister can appoint ambassadors to other regions.
3. It is the Foreign Minister’s job to determine any outside threats or dangers to the region and bring it to the attention of the president.

iii. The Interior Minister directs regional policy and actions.
1. The Interior Minister can propose legislation regarding internal affairs.
2. The Interior Minister may suggest the ejection or ban of a citizen or resident to the Minister for Justice.

iv. The Moderator is in charge of internal behaviour and RP events.
1. The Moderator is appointed by the president and serves a term concurrent with the president’s.
2. The moderator may mute people on discord, suppress posts on the RMB and deliver warnings to residents and citizens of the region.
3. The Moderator must provide a reason for any disciplinary action taken.
4. The Moderator must approve all RP events.

v. The Minister for Justice has power over all regional legal issues.
1. The Minister for Justice is elected every six months.
2. The Minister for Justice must determine that every election is free of fraud and tampering and thus must certify an election to be legal at most three days after an election, unless there is an ongoing investigation.
3. The Minister for Justice is the only government official who can carry out investigations and trials of citizens or residents.
4. The Minister for Justice is not subservient to the president or any other member of the government, and serves as a separate legal authority.
5. The Minister for Justice may eject or ban any citizen or resident.
6. The Minister for Justice must be able to provide reasoning for any disciplinary action taken.

vi. The Founder holds sole executive power.
1. The founder cannot run for any other public office.
2. The founder is separate from all other government positions and may not endorse any candidate or propose any law.
3. If executive action is needed the founder must adhere to the decision of the government.
4. If the founder fails to comply with any of the above clauses, they must abdicate their duties and turn over the passwords to the current Minister for Justice who can change them.

vii. The World Assembly delegate is exclusively responsible for representing the region in the World Assembly.
1. The World Assembly delegate is elected through traditional means, whoever has the most endorsements is the delegate. If the citizens want a change they must withdraw endorsements.
2. The World Assembly delegate may hold another government office.
3. The World Assembly delegate must be faithful to the votes of the region, and therefore must vote with the majority of the region in the WA.

III. Rights of nations residing in Urras and Annares
i. Citizens have the right to vote, run for office, participate in Role play, and call for an election.
1. A resident must be a member of the WA to become a citizen unless an exception is taken by the Interior Minister.

ii. Residents have the right to participate in Role play, and the right to vote if they have been in the region for at least a month and can prove to the Minister for Justice that they are not a puppet of another nation in the region.
IV. Behaviour and Discipline
i. No person residing in Urras and Anarres may make racist, homophobic, transphobic or otherwise discriminatory statements.

ii. If a resident or citizen makes a discriminatory statement it is the job of the moderator to deal with the situation and enforce necessary consequences accordingly.
V. Definitions
i. Defines resident as a nation residing in Urras and Anarres while not holding citizenship.
ii. Defines citizen as a resident of Urras and Annares who has citizenship.
iii. Defines free election as a vote where all voting members have the ability to participate without restriction.
VI. Amendments
i. The Constitution may be amended through a proposal that receives two thirds of a vote in favour of its passage.
ii. Only a member of government may propose an amendment and needs two additional members of government to support the proposed amendment.
