As a Member of the Council, I propose the regional tax rate on Citizens be 3 percent of nominal GDP, and be 5 percent of the same, for Residents.
I say this as the nation within this region who has the; richest citizens (from both ends of the spectrum), largest economy, etc.

Do dual citizens count as citizens?

Adriatican:
I would say so, yes.

But since dual citizens reside in other regions, then they would be paying double the amount of taxes, which doesn't seem very fair.

Only if their regions outside of her have a tax system, which, in my experience, most don't.
