ZOPIS-69

ZOPIS-69 is part of a decades-long, larger programme for the Zhen military to upgrade and present itself as a world-class fighting force. Some of the policy paper's contents advocated a large expansion in the military budget of the Board of War, the development of more superior equipment, and increased military aid to the Pattaya Alliance and other Zhen partners.

The report also recommended policies that emphasized military over diplomatic action in the event that the Zhen Dynasty came under threat. The paper had noted the implementation of a 'massive retaliation' policy, which was seen recently in the Zhen military intervention within the Kra nation, as an effective tactic; the Zhen would massively retaliate by using a force disproportionate to the size of the attack in the event of an attack on its assets, installations, or peoples.

ZOPIS-69 called for a military capable of:

  • Defending the Eastern Hemisphere and essential Allied areas so that their war-making capabilities can be developed;

  • Providing and protecting a robust mobilization base in peacetime to ensure constant war readiness;

  • The capacity to conduct offensive operations to destroy vital elements of the enemy nation, and to keep the enemy off balance until the full offensive strength of the Zhen can be brought to bear;

  • Defending and maintaining the lines of communication and base areas necessary to the execution of the above tasks; and

  • Providing such aid to allies as is essential to the execution of their role, as delineated in the AOT Defensive Perimeter.

ZOPIS-69 will also authorize the National Assembly to donate military equipment to Pyongyang Alliance member states upon advisement or calls of assistance, provides the Board of War the unilateral power to increase its budget 'within reasonable constraints', and also authorizes the National Assembly to provide $5 billion USD donations to the militaries of Pyongyang Alliance member states in times of need.

AOT (Asian Operational Theatre) DEFENSE STRATEGY

The AOT Defensive Perimeter is the Zhen's primary geographical defense strategy, which also covers its Pyongyang Alliance allies. The doctrine asserts three things:

    1. A bloc of strong allies is needed at all times.
    2. Economic partners across the globe are of vital importance to ensure the continuance of civilian economic growth and prosperity.
    3. Marked lines of defense and offense for military operations are required.

In regards to Point 3, there are 3 lines in existence:
