  • Leader of Enforcement

  • National priest (According to the faith of current leader)

Etiquette in Khan's palace

Before Khan enters any formal room, a song of praise to The Eternal Sky must be performed, then two servants must announce the Khan. The way of their announcement may vary and is written by the announcers themselves, thus they are the ones held responsible for all possible insults.

Anyone living in the Palace of The Eternal Sky is respected throughout the nation. Even a simple servant living there is more prestigious than a politician, or a business owner. Disrespecting anyone during a visit may end up with being thrown out. Languages that are officially used in The Palace are Kazakh, Aramaic, Hebrew, Greek and Arabic. All other languages are not being recognized as proper and if used require a translator.

In order to enter the palace all guests must go through a ceremony of "purification" which consists of baths in flowing water, massages, body hair trimming (never shaving) and nail tripping. During that time clothing of the guest are being hand-washed. All of this is done by professionals.

After being granted entrance to dining room, one must kowtow before the empty throne in silence, then get their hands washed ceremonially and attend to their seat, but remain standing.

Before the Khan arrives, all food will be already present at the tables, along with bread plates, knives and spoons. Forks are not culturally used in Khazar Lechia, but hygiene at the table is very strict. For scratching yourself at the table one gets thrown out of the room. Serviettes are also not being used, but each table is always served on a piece of cloth known as "obrus" which can be used for wiping out faces, hands and scratching the face.

Khan and his family eat at a separate table from all the guests, since every such meeting is also one of few occasions for their entire family to meet. Since they are officially public figures they are used to their day to day conversations being said in public, thus it is normal to hear about their private matters during each feast.

After the more family part of the feast, some entertainment is usually present, from volunteers usually, as feast of the Khan is a perfect place for advertising towards the wealthy. After that all political matters scheduled are being discussed. The entire feast always starts and ends with a blessing and the bread plates are collected and given for free to the poor in the capital, thus making the poorest citizens commonly travel to the capital.

Kowtow before The Eternal Skies

Khan is the ruler sitting on a throne of The Eternal Skies, thus claiming heavenly mandate. The title itself is also believed to be embodied by an angel of the skies, who effectively influences every Khan. Ancient way of getting respect of the Khan is officially and ceremonially accepting this mandate in a form of kowtow. Depending on the status of the person, different forms are required.
  1. Imperial royalty - Since Khan is the equivalent of an emperor, all emperors are seen as equals and are only required an equal to equal nod of their heads.

  2. Independent Monarchs - Any independent monarch that is not an emperor is seen as tier lower than the Khan, thus making it necessary for them to accept not being equal, but they are still accepted as revered by heavens, thus no more than simple respect is needed.

  3. Non-independent monarchs - All monarchs that are not the highest authority in their country (including constitutional monarchs) are seen as lesser monarchs, thus a symbolical touch of the ground is necessary in the ceremony.

  4. Non-monarchical royals - Any royal who does not have any formal heavenly mandate (including monarchs without said mandate) is required more than a symbolical representation of dependency, but a full ceremonial representation of being only of royal blood, but lacking any heavenly mandate.

  5. Non-royals - Every non-royal that bows to the Khan is required a full kowtow.

  6. Slaves and criminals - The lowest part of social ladder is all kinds of slaves and criminals. If they ever seek mercy from the Khan himself they are required a complete ceremonial submission. This practice is no longer practiced since Khans became abrahamic. It still happens from time to time, but nowadays, if such an act happens, Khans are religiously required to step aside, thus not accepting worship. Officially the worship is seen as being directly towards The Eternal Skies.

A formal ceremonial Kowtow before The Khan is required in order to form any official alliance with Khazar Lechia.

Bulan dynasty is the current family in power of the Khaganate of Khazar Lechia. They are mostly of the Khazakh blood with the tradition of multible spouces, taken from many ethnic groups from the nation. The position of Khan is not hereditary, but it is seen as a monarchic position revered by heavens. That position is also not democratic either, making it more complicated to explain to outsiders as there is no official way of becoming one, other than claiming the position and being accepted by the nation. Therefore a member of the dynasty of previous Khan is the most likely to be accepted as the next one.
