Suggestion on how the Supreme Council creates policies

As President of the Supreme Council Sierra Grand suggests the following as a way to adopt policy.

Upon the suggestion of a policy to the Supreme Council by the Kaiser they enter the debate period. During this period Supreme Council Nations will debate the policy either by Telegram or RMB. Nations may not come in contact with non-council nations. RMB messages may not be liked, quoted, or mentioned in any form. Once debating is done (The debate period will be discussed later) a vote will be concurred. Council nations will vote "Aye" or "Nay". If the vote passes the policy is installed.
