First Constitution of Katanar

We, the citizens of Katanar and the greater Raxulan Empire, hereby, in accordance with the rights of all nations, set up this Constitution for the betterment of all peoples underneath the Imperial flag.

Article 1 - Citizenship

A) Residential Citizens

Residential citizens are nations who live in Katanar permanently, without regard for diplomatic missions. They choose to be here without being here for diplomacy. They are allowed to run for office, become ministers, and vote in elections and for laws. World Assembly membership is not required, and discouraged in general, as Katanar is against both the General Assembly and the Security Council.

B) Ambassadorial Citizens

Ambassadorial citizens are nations who live in Katanar for diplomatic purposes. If relations were severed, they would leave the region. They are not allowed to run for office or become ministers, but they are allowed to vote in elections and for laws. World Assembly membership is not required.

Article 2 - Positions of Government

A) The Governor

The Governor shall be the absolute leader of Katanar. While the Sovereign may override his or her decisions, without Imperial intervention his orders are to be followed. While laws must pass by a majority vote from the residential citizens and ambassadorial citizens, anything outside the jurisdiction of written laws are under gubernatorial control.

B) The Sovereign

The Sovereign is the overlord from the Raxulan Imperium. His word can override every law other than this constitution. While direct intervention on his/her part is strongly discouraged, in the event of emergency, he/she can take control.

C) Heads of Ministries

The Ministers are selected by the Governor, and can govern a wide variety of functions; effectively, whatever the governor requires them to do. While no Ministers are necessarily defined, an example includes the Minister of Foreign Affairs.

D) Regional Ambassadors

Regional Ambassadors are ambassadors from other regions. They are given the Communications power, although are discouraged from using it excessively. All confirmed ambassadors are official citizens, as described in Article 1B.

Article 3 - Elections

A) Gubernatorial Elections

Gubernatorial elections are held on the 1st and 15th day of every month. The poll will last 2 days. After the result is tallied, it will be put into effect 24 hours later. As such, if the incumbent governor is unelected and a new governor takes power, he/she will take power on the 4th and 18th day of the month respectively.

B) Laws

Laws pass with 50% + 1 support. On a tie the Governor decides.

C) Residents v. Ambassadors

Residents’ votes count as two in both elections and votes on laws. Ambassadors’ votes count as one.

Article 4 - Crimes Against Katanar\

A) Treason

Treason is defined as actively attempting to overthrow the government, or plotting to overthrow the government of Katanar, the Raxulan Empire, and/or the New Reich of Bunicken. It is punishable with permanent banjection.

B) Unlawful Ejection

Unlawful ejection is defined as ejecting someone without basis and without trial. Suspicion is not a viable reason. The Sovereign is excluded from this. If a nation is ejected from Katanar, they can go to the Raxulan Empire, and plead their case there.

C) Electoral Fraud

Electoral fraud is defined as taking advantage of Katanar’s anti-WA stance by bringing in puppets in an attempt to win an election by cheating. If it’s discovered, the guilty party will automatically lose the election, even if they would’ve otherwise won, unless the candidate had no knowledge of the fraud. The puppet will then be eligible for ejection by the Governor, Founder, or Soveriegn.

D) Trials

Trials will be orchestrated whenever someone is accused of breaking the law, and at least some introductory evidence is released. Once that is the case, it will be investigated, and subsequently voted on by all citizens, ambassadorial and residential. If the verdict is Not Guilty, they go free. If the verdict is Guilty, they get punished.

E) More Crimes

Unlike the rest of the Constitution, more crimes can be added by a simple majority vote instead of a two thirds majority as per Article 5A.

Article 5 - Amendments

A) Two Thirds

Amendments are passed with a two thirds vote by residential and ambassadorial citizens.

B) Residents v. Ambassadors

Amendments can be proposed by both residential and ambassadorial citizens.
