Overview:
Khazar lechia is a huge nation based on both slavic and khazar background. People of the nation, regardless of their actual ethnicity, feel good being called either Lechians or Khazars, using the full term "Khazar Lechian" only to make a difference between them and other nations descendant from Khazaria or Lechia. The people of Khazar Lechian heritage and citizenship can be found all over 1st Epitome United, as the nomads. They were the first people to ever live in the region and all of them are under the government of Khazar lechia, even though only those within the borders are actually settled at all.
In the end the natives are more dear to their religious affiliation than anything else, which is also a reason why there is officially no native Khazar Lechian who is an atheist and it's hard to find any who are not much religious. Surprisingly the country can find a unity despite many different beliefs and religions and theological discourse is usually very civil and the best thing to get involved in Khazar Lechia.
Although the country is diverse and very united despite that, all people outside of it called "seteldik" or "seteldikter" (second is plural) are treated with less respect, with the word "seteldik" meaning "foreigner" being openly an insult, reserved only for the outsiders, who are almost always referred to by this term, no matter the circumstance.
Country without cities:
There is officially no city in Khazar Lechia. All owned land, that is legally land for building is owned by religious organizations. The Palace of the Khan is officially owned by the state. Khazar lechia's most wealthy work in the agricultural industry, producing food. The amount of building freedom in Khazar lechia makes most people build their homes in places where they are interested in staying, like around religious temples, workplaces and Khan's Palace and not the other way around. There is no single officially recognized city in Khazar lechia thus far, but unofficially the general inhabited area around Khan's Palace is called "Astana" meaning "The Capital" or "Khazar Lechia City" (more).
Khanate:
The government of Khazar lechia is a Khanate, or in case of a female ruler a Khatunate. It is a nomadic-feudal system of religiously mandated leaders with authoritarian power, but unlike most monarchs, it is not necessarily hereditary. It has happened many times that next Khan was not the oldest son of the previous one and even not in the same family/dynasty. The way in which the heirs are determined is usually described as "traditional open nomadic", with any possible heir who is already accepted, wishing to claim the throne officially accepted as the next ruler.
In a way the process is described in the Constitution of Khazar Lechia which contains the most important laws in the country but can be changed by the Khan or Khatun at his or her will.

Bulan dynasty:
Bulan dynasty is the current family in power of the Khaganate of Khazar lechia. They are mostly of the Khazakh blood with the tradition of multible spouces, taken from many ethnic groups from the nation. The position of Khan is not hereditary, but it is seen as a monarchic position revered by heavens. That position is also not democratic either, making it more complicated to explain to outsiders as there is no official way of becoming one, other than claiming the position and being accepted by the nation. Therefore a member of the dynasty of previous Khan is the most likely to be accepted as the next one.

History:
The known history of KL itself starts off with the Hunns. It has been documented that the oldest ancestors of Khazars came into western asia and eastern europe with Attila. Proto-khazars among his people were the ones who visited the slavic tribes most, eventually recruiting some of them into their ranks, marrying many of their women and giving their own women to them. After the Hun Empire, Khazar Khanate became a thing, which were some descendants of the Hunns.
Those Khazars usually called "ancient khazars" which is acceptable in case of day-to-day chats, but it is historically wrong, mostly because Khazar state was a thing in the medieval era. The highest ranking members of the Khazar state, comparable to nobility, converted to Judaism as Christianity and Islam started sending missionaries to their land. There is a legend about the conversion, which says that the Khan asked both the christian and muslim missionary "Which religion is true, other than yours?" and they both answered "Judaism" which was supposed to be enough for the khan to be convinced, as the 'pagan' beliefs of Khazars included a belief in a monotheistic diety and the fact that those new religions were similar, but more developed was surely a huge factor.
After conversion to Judaism, Khazar State lived off of trade cities that kept the nomadic life sustained with new goods, considerable income and even slave labor. Jewish scholars were very open to people of different faiths and thus anyone willing to trade was welcome. One of the most common traders were slavic tribes, that sold their own "criminals" on the market. Most notably the polish people who sold their own tribesman which opposed unification and turning to feudalism which was a goal of many rulers of the slavic tribes at that point.
As the slavic slaves have been sold, some stayed in Khazaria for good, living among the nomads. There was no difference between a citizen and non-citizen, so all slavs born in Khazaria that were not slaves, were treated equally, though for their own sake decided to stay somewhat isolated. After the golden age, Khazaria had many wars with the Arabic muslims to the south, which ended in the exile of all Khazars that did not agree to fully convert to Islam.
Those people fled to many different parts of eastern europe, but when it comes to the history of Khazar Lechia, let's focus on those that fled to the slavic tribes. Those "tribes" were long settled and feudal. Nomadic tribes of the khazars, even though mixed with some slavs over all this time, were not willing to just settle with the slavic kingdoms or chiefdoms, therefore they remained traveling nomads, just within their countries.
At the time of the mongol invasion, khazars are believed to be among those who resisted them, but as the mongol empire won land they desired, khazars decided to switch sides along with the slavs among their tribes, joining the mongols. They didn't feel much attached to any specific land, or kingdom, therefore this change didn't affect them too much. After the mongol empire suffered some internal conflicts with the presumed death of Genghis Khan, the slavs attacked them back, pushing them all the way back to native Mongolia. This was another time when the nomadic tribes switched sides yet again.
Unlike the Bolghars and Magyars, Khazars did not invade the slavs. They lived among them for many centuries, mostly peacefully. Even during the time of Attila, slavic tribes were not sacked, as they were not wealthy enough to be worth it. Instead an alliance with them was more profitable for all sides. In the end Khazars along with the western slavs which were the majority of slavs in their population were given some lands under the Russian Empire, until the Great War which lead to the fracture of all known world countries...
After the great war in 1914, the Khazars and Slavs who ended up in modern Khazar lechia decided to take ownership of the lands they lived on and under the guidance of Bulan Bulan. What's important is that all laws written down during the foundation of Khazar lechia as a state, were already in place as traditions of "Lechowie" and "Khazars" that happened to live together as partially nomadic tribes all this time. It is unknown when the vow was originally written or said, but it is believed to be either at under the reign of Attila when proto-khazars first met the western slavs, or in the Khazar Khanate where the western slavs living among khazars were given status equal to the khazars, as opposed to the slavic slaves that were sold on their markets.
What's even more important is that not all lechian slavs or khazar turks, or even the majority of them live under Khazar lechia. As Khazar lechia has been founded by the lucky minority of those people who refused to abandon their tribal ways and traditions (mostly slavs) and nomadic lives (mostly turks) and eventually formed a state which allows them to live that way and glorifies their pacts, traditions and rituals, as well as the poetic "vow" to the status of a law. Making a poem to their traditions the official declaration of independence.
