Initial Signatories: Sovern, and Hedra.

  • In the effort to invest in domestic infrastructure, the Sovern and Hedran governments will jointly fund the development of energy grids, nuclear-powered plants, roadways, highways, freeways, and sanitation systems. With a grossed projection of 23.2 trillion (converted) Credits.

  • The Sovern and Hedran governments will receive 7% of all generated income the local government generates.

  • The Sovern and Hedran governments will not involve themselves in the local politics of said participants unless it directly and/or indirectly affects the nature of pre-existing terms, and any and all invested earnings either government spent for the development of said participant. Calm measures, such as diplomacy will be prior initiatives for either or both governments to use in order to find a compromise with any disturbances, unless the situation escalates, military intervention will be held to the fullest degree of resistance or disobedience with the outlining terms.

  • Sovern and Hedra will be granted three (3) ports each, or (1) port each depending on the relative size of the country which will be determined by the present ports that the country possesses. The participants will also permit the Sovern and Hedran governments, and/or their private enterprises, the ability to contruct and manage ports through a separate lease agreement. This also applies to military bases on the participant's territory.

  • The participant will be protected by the sponsored nation, from foreign threats and powers.

  • Citizens of a participant country that is sponsored by Hedra are granted civilian status under the Hedran government, and be able to serve the in the Hedran armed forces.

  • Participants who wish to undergo the investment program may either chose to be directly sponsored by Sovern or Hedra. Once a sponsorship is established, the country is bound to maintain the contract, only to be reviewed every fifty years for additional terms or provisional applications. Countries may be able to be sponsored by both proposing countries under a set status.
