CHARTER OF THE CONSTITUENT INDEPENDENCIES OF GREATER CYNGLAND

Greater Cyngland is one, a nation of nations, united in our common identity. With this, the governance of the independencies under the authority of the Cyng is established. Sovereign independencies, under the leadership of the Crown of the Eternal Dragon, through the strength of union and common understanding, abide by this charter in working towards our utopian ideal.

1 THE INNER CIRCLE

The Inner Circle is to be the primary executive governing body of the nation.

1.1 STRUCTURE OF THE INNER CIRCLE

Cyng will reign atop the Inner Circle in perpetuity. The elected World Assembly Delegate will be tasked with the general day-to-day operation of the region. The Prime Commissioner reigns over the Body Committee of the Inner Circle, which consists of the Commissioner of Domestic Affairs and Commissioner of Foreign Affairs.
The Commissioner of Domestic Affairs and Commissioner of Foreign Affairs both nominate two Directors who are to be entrusted with performing specific tasks regarding the governance of the region.

1.2 THE SOVEREIGN CYNG

The reigning Cyng is recognized as the highest authority in the land by the grace of our tradition. Supreme authority in the governing of the nation is vested in the Cyng. The Royal veto is all-powerful and may not be challenged.
The Capitol region, to be known as Inner Cyngland, is recognized as a directly ruled region, distinct from self-governing independencies. Due to the nature of the governance of this region is directly derived from the Crown, which holds supreme authority, Inner Cyngland is forbidden from participating in national elections, with the sole exception of the World Assembly Delegate.

1.3 THE WORLD ASSEMBLY DELEGATE

1.3.1 Electoral Process

The office of World Assembly Delegate of Greater Cyngland is granted to the independency which has procured the highest number of official World Assembly endorsements from its allies. This independency may select one of its citizens to serve as World Assembly using any selection method. The Delegate serves until he is either recalled by his independency, his independency loses the plurality of valid endorsements to another, or he is impeached for negligence.
Independencies must acknowledge an individual to ascend to the office of Delegate within five days of obtaining the plurality of endorsements. Failure to do so will be considered abdication of the privilege of the office.

1.3.2 Authority and Responsibilities

The World Assembly Delegate of Greater Cyngland serves the dual role of highest elected official and national envoy to the World Assembly.
The Delegate in His authority as national envoy to the World Assembly is expected to promote the values of the nation abroad. The Delegate is expected to, in transparency, address the nation with regards to His votes and decisions within the World Assembly.
The World Assembly Delegate holds the power of the Delegatory veto, the power to overrule decisions made by lesser members of the Inner Circle.
In the absence of the Cyng, the Delegate presumes the powers of the highest office in the nation and is expected to carry out the day-to-day running of the nation. These powers are relinquished to the Cyng upon His return.
In the event of the end of the Royal bloodline, the Delegate becomes the permanent highest national authority.

1.3.3 Removal from Office

Delegates may be removed from office for negligence of duties, abuse of power, or treason, by the following methods:
• Unilateral decision by the Cyng
• Unanimous decision from the Prime Commissioner, Commissioner of Domestic Affairs, and Commissioner of Foreign Affairs
• Impeachment by the National Assembly
Removed Delegates must cooperate as the process of removing endorsements from their independency. Failure to do so will result in the forced ejection of said independency from the union by the Cyng.

1.4 THE PRIME COMMISSIONER

1.4.1 Electoral Process

The Prime Commissioner is to be elected to terms of five years based on independency. Polls for elections of Prime Commissioners will be opened on the first Friday of June and remain open for three days thereafter. The following three things are required for an independency to vote in elections for Prime Commissioner:
I. World Assembly Membership
II. A greater amount of influence in Greater Cyngland than any other region, as defined by the World Census.
III. A population of at least one billion citizens
Independencies which meet these requirements may cast one vote for which independency will select the Prime Commissioner.
Should no independency receive the most of all votes, a second-round election will take place the following week, in which the candidate with the fewest votes will not participate. Should no candidate receive a majority in this election, a third-round election will take place the following week, following the same process. This will continue until an independency is elected with a clear majority of the vote.
Once an election winner is declared, the new Prime Commissioner will take office in an inauguration ceremony held at Palace Darechbrugn by the Cyng.

1.4.2 Authorities and Responsibilities

The Prime Commissioner of Greater Cyngland is the second-highest elected and third-highest overall office in the nation.

1.5 THE TWO COMMISSIONERS

1.5.1 The Commissioner of Domestic Affairs

The Commissioners are tasked with choosing an independency to send two Directors per Commissioner to serve as the fifth ranked officers in the Inner Circle. Any independency which does not already have a representative serving in the Inner Circle may be nominated to choose a Director.
The Commissioner of Domestic Affairs appoints a Director of Elections and Polls and Director of Outreach. The Commissioner of Foreign affairs appoints a Director of Defense and Director of Diplomacy.
Directors are subject to removal by their superior Commissioners at any time for any reason. Nomination and dismissal requests must be submitted in written form by the commanding Commissioner to the Cyng or to the World Assembly Delegate.

1.5.2 The Commissioner of Foreign Affairs

1.5.3 Elections for the Commissioners

The Commissioners are elected to terms of two years with elections held on a staggered basis. The first Commissioner of Foreign Affairs elected under this Charter will serve a term of one year so that this staggering may occur. Native independencies, defined as independencies which have not spent more time as part of other nations than our own, have the right to vote in elections for the Commissioners.

1.6 THE DIRECTORS

1.6.2 The Director of Security

The Director of Defense is to ensure the security of the nation by remaining constantly vigilant for instances of lawlessness and conspiracy against the nation. The Director of Defense must frequently monitor the public forum and remove postings which break the law. The Director of Defense must defend the nation from hostile foreign actors and serial criminals from within.

1.6.3 The Director of Outreach

The Director of Outreach is to frequently send telegrams of recruitment to the nation to other nations of the world so that the nation is constantly expanding and adding new independencies. Reports of new telegrams being sent, its content, frequency of release, and recruitment rate, are to be sent to the Commissioner of Domestic Affairs on a regular basis.

1.6.4 The Director of Diplomacy

Maintain relations with allies
The Director of Diplomacy is to maintain the foreign relations of the nation by building embassies in foreign lands, and establishing and growing relationships with foreign regions.

1.6.5 The Director of Elections and Polling

The Director of Elections and Polls is to run Greater Cyngland elections in a legal and timely manner. During times in which there are no elections to run, the Director of Elections and Polls may conduct opinion polls for the nation to participate in. Missing an election date or failing to follow the Charter’s legal election procedure is considered an abandonment of duty, and should result in the immediate resignation or dismissal from the Cyng or the World Assembly Delegate.

2 THE ASSEMBLY OF GREATER CYNGLAND

2.1 THE FEDERAL CONGREGATION

2.1.1 Electoral Process

Elections are not held for Federal Congregation, rather Independencies may opt in and out at their own will. Participating Independencies are required to nominate one Congregationist using whichever method they see fit.

2.1.2 Responsibilities of the Federal Congregation

The Federal Congregation may pass various resolutions.
Acts regard the domestic policy of Greater Cyngland.
Affirmations declare support for a specific stance, policy, idea, event, or individual.
Commendations bestow a certain Honor to an individual or independency for their contributions to the nation. These Honors are to be granted in official ceremonies conducted by the Cyng.
Condemnations denounce individuals or independencies for committing acts of disrespect, dishonor, or disgrace.
Renouncements forbid an independency from holding public office for a set period. Renouncements must pass the Federal Congregation with the support of at least three out of five Congregationists. Renouncements exceeding one year must pass with the support of at least four out of five Congregationists.
The Federal Congregation may impeach members of the Inner Circle.
The Federal Congregation must approve by majority vote all acts advanced by the Imperial Senate before being sent to the Delegate for final approval.

2.1.3 The Prime Congregationist

The Federal Congregation of Greater Cyngland is the lower house of the National Assembly.
Independencies which participate in the Federal Congregation must be members of the World Assembly.
Congregationists are to elect a Prime Congregationist on to operate the Congregation by majority vote. The Prime Congregationist may unilaterally dictate the rules and procedures of the Congregation, including Prime Congregationist election dates. Elections for the Prime Congregationist may be no longer than two years apart.
Should a majority of the Congregationists file a formal written petition to recall the Prime Congregationist he is immediately removed, though may remain a Congregationist. A recall election to determine the next Prime Congregationist must be held within one week after the removal of a President.

2.2 THE IMPERIAL SENATE

2.2.1 Electoral Process

Senators are elected to the Imperial Senate on the basis of independency. Each independency may nominate one Senator should they be elected by their fellow independencies.

3 THE GREATER CYNGLAND CODE OF LAWS AND PRACTICES

3.1 REGARDING OFFICIAL BEHAVIOR

Discussion of treason against the nation through overthrow of the government or secession is prohibited.
For the facilitation of common communication, the English language and Gregorian calendar will be used in official communications and documents.
