Recommendation
While the proposal in question is well constructed, it does not offer an effective case for the necessity of a repeal. The target clearly sets a guideline for the scope of its regulations in its 'Requires' and 'Further Requires' clauses, with the proposal itself ceding that the target sets definable standards for the regulations it implements. It is evident that the target establishes a distinguishable upper limit and sets clear parameters for the safety regulations implemented. While a case could be made for repealing the target resolution, this repeal does not make a particularly convincing one.
For these reasons, the Ministry of World Assembly Affairs recommends voting Against the at-vote General Assembly proposal, "Repeal 'International Road Safety'".
