Constitution of Thialrer (currently non-canon)
Written by Castellan Emperor Arrow Knight and ratified by Constitutional Referendum on the week of January 17, 2021

Article I: Parliament


The powers of enacting and drafting legislation shall lie within a Thialren Parliament, which shall consist of a Senate and a National Assembly. The Thialren Parliament shall be presided over by a Prime Minister. In order to become a member of either house of Parliament, one must have been a citizen of the Constituent State they represent for no less than 7 years and be 21 years of age or more.

Section I: the Senate
The Senate shall consist of the following number of Senators from the following Constituent States of Thialrer:

  • 12 Senators from the Incorporated Provinces of Thalrenia

  • 11 Senators from the Emirate of Thalristan

  • 10 Senators from the Republic of Trajann

  • 9 Senators from the People's Republic of Anzellottia

  • 8 Senators from the Union of Amakiir

  • 7 Senators from the Province of Thelrai

  • 6 Senators from the Kingdom of Tholrae

  • 5 Senators from the Principality of Thalrenius

  • 4 Senators from the Federal Republic of Romaiius


All Senators shall be selected by the governments of the Constituent States they represent in a manner of their choosing, and may be replaced whenever they chose. The Archchancellor shall preside over the Senate and shall be elected by the Senate whenever the Senate chooses.

Section II: the National Assembly
The National Assembly shall consist of the following number of Deputies from the following Constituent States of Thialrer:

  • 25 Deputies from the Incorporated Provinces of Thalrenia

  • 22 Deputies from the Emirate of Thalristan

  • 19 Deputies from the Republic of Trajann

  • 17 Deputies from the Peopleís Republic of Anzellottia

  • 16 Deputies from the Union of Amakiir

  • 15 Deputies from the Province of Thelrai

  • 12 Deputies from the Kingdom of Tholrae

  • 10 Deputies from the Principality of Thalrenius

  • 7 Deputies from the Federal Republic of Romaiius


All Deputies shall be elected by the Citizens of the Constituent States they represent in elections which shall occur every four years, unless a Snap Election is called. The Prime Minister shall preside over the National Assembly and shall be elected from within the National Assembly by the Citizens of Thialrer for a term of four years, unless a Snap Election is called. There shall be a Deputy Prime Minister, who must be the Leader of the Official Opposition and will serve as Prime Minister in the case of the Prime Ministerís absence.

Section III: the Creation of Laws
In order to create a National Law, the Castellan Emperor (or Empress) must submit a bill to the Assembly, a Deputy of the National Assembly must submit a bill to the Assembly, or a Senator from the Senate must submit a bill to the Assembly. In any case, the bill will then be voted on by the Assembly. If it achieves a majority vote, it will be sent to the Senate. If it does not achieve a majority vote, it will not pass.

Once a bill is sent to the Senate, the Senate must vote on the bill. If it achieves a majority vote, it will be sent to the Prime Minister for ratification. If it does not achieve a majority vote, it will be sent back to the Assembly to form a Commission on it to amend it before submitting it back to the Senate for a vote. If it still fails to achieve a majority vote from the Senate, it will not pass.

Once a bill passes the Senate, it will be sent to the Prime Minister to be ratified. If the Prime Minister chooses to ratify it, it will be sent to the Castellan Emperor (or Empress) for final ratification. If it is not ratified, the Castellan Emperor (or Empress) may override the Prime Ministerís decision and choose to ratify the bill. If the Castellan Emperor (or Empress) does not choose to do this, the bill is not passed.

If the Castellan Emperor (or Empress) does not ratify the bill following the Prime Ministerís ratification, the Senate has authority to override this decision. The Archchancellor must call a session of the Senate, and if the Senate attains a two-thirds majority vote in favor of the law, the Castellan Emperor (or Empress)ís decision is overridden, and the bill becomes ratified.

Once a bill is finally ratified, it will be sent to the Supreme Judiciary. If the Supreme Judiciary deems the bill to be lawful, then the bill will become a law.

Section IV: Impeachment
Thialren Parliament will have the sole authority to conduct impeachment proceedings. If the Castellan Emperor (or Empress) or an civil officer is found guilty of treason, bribery, or any other high crimes or misdemeanors, or blaspheming the Holy Spirit in the case of the Castellan Emperor (or Empress); the Parliament will convene in a joint session of Parliament and will vote to impeach the person in question. A two-thirds majority will be required to impeach. If impeached, the Castellan Emperor (or Empress) will lose the Throne, and will be viewed as losing their heavenly mandate to rule; any other impeached civil officer will lose their position. A Judicial of the Supreme Judiciary of Thialrer must preside over impeachment proceedings, and the Chief Judicial must preside in the case of the Castellan Emperor (or Empress).

Article II: the Castellan Monarchy


The executive and military powers of the Castellan Empire shall be vested in a Castellan Emperor or Castellan Empress of Thialrer, who shall be mandated to rule by the People and by the God of Abraham. The Emperor or Empress must be a Thialren citizen and Protestant Christian of 17 years of age or older descended from Adam.

Section I: Succession to the Throne
The Castellan Emperor (or Empress) will have a lifetime appointment and will select a successor upon ascent to the Throne or coronation. This successor must be approved by a two-thirds majority vote from both Houses of Parliament and shall be called the Castellan Crown Prince (or Princess) of Thialrer until their ascent to the Throne. Upon the d3ath, abdication, or impeachment of the Castellan Emperor (or Empress), the Castellan Crown Prince (or Princess) shall ascend to the Throne and be crowned Castellan Emperor (or Empress) within one year of their ascent to the Throne.

A Castellan Crown Prince (or Princess) must fulfill all the same requirements for Castellan Emperor (or Empress). If a successor is not approved by Parliament, then a new successor must be nominated by the Castellan Emperor (or Empress), and so on, and so forth, until a successor is chosen, or until no more eligible candidates for successor remain, in which case the candidate which received the most votes from Parliament will become the Castellan Crown Prince (or Princess). In the case of a tie, the Castellan Emperor (or Empress) will choose.

Section II: the Council of Chancellors
The Castellan Emperor (or Empress) shall preside over a Council of Chancellors, consisting of the Castellan Emperor (or Empress), the Castellan Crown Prince (or Princess), the Prime Minister of the National Assembly, the Deputy Prime Minister of the National Assembly, the Archchancellor of the Senate, the Chancellor of State, the Chancellor of the Treasury, the Chancellor of Defense, the Attorney-General, the Chancellor of the Economy, the Chancellor of the Interior, the Chancellor of Agriculture, the Chancellor of Labor, the Chancellor of Health and Human Services, the Chancellor of Housing and Urban Development, the Chancellor of Transportation, the Chancellor of Energy, the Chancellor of Education, the Chancellor of Veterans Affairs, the Chancellor of Homeland Security, the Chancellor of Domestic Relations, the Chancellor of Foreign Relations, the Trade Representative, the Director of Delta Three, the Director of National Intelligence, the Chancellor of the Environment, the Commanders-General of the Armed Forces of Thialrer, the Equerry to the Castellan Emperor, the Thialren Ambassador to the World Assembly, and the Thialren Ambassador to 1st Epitome United.

Section III: Impeachable Offenses
The Castellan Emperor (or Empress), the Prime Minister, the Archchancellor and all Civil Officers of Thialrer may be impeached by Parliament for, and upon conviction of, treason, bribery, or other high crimes and misdemeanors. The Castellan Emperor (or Empress) may also be impeached for blaspheming the Holy Spirit.

Section IV: the Castellan Armed Forces of Thialrer
The Castellan Emperor (or Empress) shall be the commander-in-chief of the Castellan Armed Forces of Thialrer, which shall consist of the Castellan Army of Thialrer, the Castellan Navy of Thialrer, the Castellan Air Corps of Thialrer, the Castellan Space Corps of Thialrer, and the Castellan Special Forces of Thialrer. The Castellan Emperor (or Empress) shall have the authority to declare war, and shall hold the rank of Supreme Commander of the Armed Forces, which shall be the highest military rank in all of Thialrer. The Castellan Emperor (or Empress) shall have the authority to declare and authorize nuclear strikes.

Section V: Snap Elections
The Castellan Emperor (or Empress) shall have the sole authority to call Snap Elections of the National Assembly, at any time. A Snap Election will be an election of the National Assembly and the Prime Minister which shall occur before the scheduled election.

Article III: Supreme Judiciary of Thialrer


The judicial power of Thialrer shall be vested in a Supreme Judiciary of Thialrer and any lesser Courts, which may be established by Castellan Declarations by the Castellan Emperor (or Empress) or any Acts of Parliament. The Supreme Judiciary will be composed of 11 Judicials appointed by the Castellan Emperor (or Empress) and approved by a two-thirds majority vote from both Houses of Parliament. The Supreme Judiciary will elect a Chief Judicial from among themselves. Their judicial power shall extend to the constitution, as well as all laws and treaties in Thialrer, and all maritime territories controlled by Thialrer.

Article IV: the Constituent States of Thialrer


Section I: Admittance to the Empire
Any foreign territory which is granted to Thialrer or which Thialrer gains shall be organized into a Constituent State of Thialrer, or shall become a part of an existing Constituent State. They shall draft their own State Constitution, and Parliament shall determine a number of delegates from any newly formed State for the two Houses of Parliament based off of the new Stateís population in relation to the populations of the other States. The Thialren Government shall ensure a form of government for each State which considers the issues of state the matter of the People.

Section II: Constituent States of Thialrer
The following territories are the Constituent States of Thialrer:

  • the Incorporated Provinces of Thalrenia

  • the Emirate of Thalristan

  • the Republic of Trajann

  • the Peopleís Republic of Anzellottia

  • the Union of Amakiir

  • the Province of Thelrai

  • the Kingdom of Tholrae

  • the Principality of Thalrenius

  • the Federal Republic of Romaiius

Article V: Amendments to the Constitution of Thialrer


If a two-thirds majority vote from either House of Parliament deems that amendments to this Constitution should be made, or that the Castellan Emperor (or Empress) deems that amendments to this Constitution should be made, then a Constitutional Convention shall be called in which representatives chosen by each State, the Council of Chancellors, the Parliament, and the House of Knight shall draw up amendments to the Constitution. If a vote of three-fourths from the assembled delegates is successful in selecting these amendments, then a constitutional referendum will be held in which all Citizens of Thialrer will be required to vote in favor or against the proposed amendments. If a two-thirds majority vote from all Citizens of Thialrer is in favor of the amendments made, then they shall go into law as amendments to this Constitution.

Article VI: Miscellaneous Laws


Section I: Authority
This Constitution will be the highest authority in all of Thialrer, except the Heavens and the God of Abraham themselves. The following is the legal structure of laws in this nation:
  1. The God of Abraham

  2. The Heavenly Host

  3. This Constitution

  4. Treaties and Charters agreed to by Thialrer

  5. State Constitutions

  6. National Laws

  7. State Laws


No individual in all of Thialrer, with the exception of the God of Abraham, is above the law. All are equal below the law. The Castellan Emperor (or Empress) is the highest individual human authority in the nation, but is still below the law.

Section II: Marriage and Gender
Marriage is defined as an agreement undertaken by two Citizens of any gender who agree to love and protect each other until death. Prohibition of same-gender marriage goes against this Constitution and is not permitted. Married partners agree to only engage in sexual activities with those they are married to, and if they engage in sexual activities with those they are not married to while they are married, they are committing adultery, which is prohibited under the law. However, those whose religion allows polygamy are allowed to have multiple spouses to the limits of their religious law.

Section III: Administration and Language
Ancient and Modern Thialren are the only official languages on a national level, and all official national proceedings must be performed in either of these languages. Utilization of other languages in official national proceedings will require a translator.

This nation shall officially be called the Castellan Empire of Thialrer, and its state religion shall be Christianity, however, individual Constituent States shall be able to chose their own state religion, which may be different from that of the Castellan Empire as a whole.

The Castellan Emperor, all Civil Officers, and all Members of Parliament will be required to state an oath of affirmation stating that they will protect and defend the Constitution of Thialrer and the People of Thialrer to the best of their ability.

Section IV: Civil Rights
All Citizens are guaranteed the following rights:

  • The right to public protest

  • The right to a trial by a jury of your peers

  • The right to an education

  • The right to freedom of religion, excluding satanism

  • The right to life

  • The right to have an abortion

  • The right to marry whoever you choose

  • The right to a living wage

  • The right to use maps of real locations without fear of legal repercussion

  • The right to free speech, so long as it does not condone violence or enforce superiority by one group over another due to situations beyond their control

  • The right to change legal gender

  • The right to freedom of the press

  • The right to assemble

  • The right to carry visible and non-concealed melee weapons

  • The right to privacy

  • The right to protection from unreasonable search or seizure

  • The right to protection from double jeopardy

  • The right to be compensated for seized items

  • The right to protection from self-incrimination

  • The right to due process

  • The right to an impartial jury

  • The right to a public trial

  • The right to protection from extreme and/or unusual punishment, including capital punishment, excluding as a punishment for satanism

  • The right to protection from satanists

  • The right to protection from unauthorized invasive surgeries to change biological gender

  • The right to undergo authorized surgeries to change biological gender

  • The right to other rights not listed in the law

Section V: Citizenship
To be a Citizen of Thialrer, any person must be born within the borders of Thialrer or become a Citizen. To become a Citizen, a person must have lived in Thialrer for 17 years or undergo tests to make that person a citizen. All Constituent States must outline the requirements for Citizenship in their Constitution.

Amendments to the Constituion


First Amendment
The statement of "its state religion shall be Thelranian Christianity" in Article VI, Section III is amended to "its state religion shall be Christianity".

Second Amendment
The statement of "from the House of Knight" in Article II is amended to "descended from Adam".
