Overview
The at-vote proposal, "Fair Treatment Of Prisoners", introduces a number of regulations meant to ensure the protection of prisoners. It requires that prisoners be treated at least as well as POWs, that they not be subjected to forced labour, and that they be paid a comparable wage to free workers.

Recommendation
Given that the GA has repealed GAR 500, "International Criminal Protocol", it needs a new resolution to protect prisoners against abuse. This proposal serves this goal well. In particular, it provides necessary regulation of prison labour; prison labour can be a useful tool for rehabilitation and re-integration only if prisoners voluntarily choose to participate in it and are properly compensated.

For these reasons, the Ministry of World Assembly Affairs recommends voting For the at-vote General Assembly proposal, "Fair Treatment Of Prisoners".
