This proposal is an accompanying replacement for GAR 500 "International Criminal Protocol" following its recent repeal just a couple days prior. The proposal serves largely to clear up inconsistencies and to make a clearcut, easily verifiable system to ensure the maintenance of the rights of the imprisoned, especially with the clearing up of the question of capital punishment and including prohibitions on the sale of prisoners, aspects skirted in GAR 500. While not addressed in this resolution, the question of the death penalty is then to be addressed in the second of a two-piece replacement to the GAR 500. Alongside that, the proposal sets the benchmark for the treatment of prisoners to be as enshrined in GAR 18 "The Prisoners Of War Accord", leaving a resolute and adequate standard without rehashing potentially contradictory guidelines, yet also including important mentions of complaint filing and protections unique to prisoners. The proposal also allows prisoners the right to partake in voluntary, paid labor under the same protections as any other employee, ensuring that prisoners have the opportunity to acquire skills and experience in a controlled, non-exploitative environment, allowing for prisoners to exit with valuable skills and counteract recidivism. While having the same overall goal as the original resolution, this proposal addresses a number of important corrections not present in GAR 500 to succinctly fix the issues pointed out in its repeal. As a result of the importance and well-addressed nature of the issues covered, the ministry recommends a vote FOR this resolution.
