[i]The following can be considered an [b]alternate universe interpretation[/b] of a possible future of [nation]Kyoki Chudoku[/nation].[/i][hr] [center][b]Aozora Chiyumi[/b], the self-declared Supreme Overlady of All Reality and absolute ruler of Kyoki Chudoku, has [b]fallen[/b]. In the aftermath of her demise, the Supreme Ultimate Country has divided into multiple warring states, each carrying its own irreconcilable vision of her legacy. Three years have passed since the [b]Bunkatsu[/b] period began. Three years have passed since the downfall of a tyrant, and in that time only chaos has reigned absolute. Ever since the Tyrannical Revolution put Aozora Chiyumi into power, democracies across reality trembled in its wake. The powerful magical [i]tenshi[/i] that devoted themselves to their Overlady were absolutely loyal to her will. Vast armies and potent weapons of mass destruction were braced for any war against liberty and freedom. The Chudokuren population was conditioned- through both conventional and magical means- to support oppression, tyranny and order. Over time, however, Aozora grew more reclusive. Her sadism began to give way to misery after several personal tragedies, and no longer did she feel safe using magical mental inhibition on her population. Gradually, Kyoki Chudoku drifted away from an interventionist stance, becoming an isolated bastion of tyranny. It possessed allies and enemies both within and without, but the sadistic vision of a torturous playground for Aozora’s will had given way to a genuine belief that tyranny was benevolent, that an iron fist was necessary to prevent division and chaos. Kyoki Chudoku was not immune to chaos- Aozora herself almost fell in the Great Chudokuren Civil War- but it remained a sanctuary of autocracy. Magical catastrophes befell many nations. Concerned about the increasing prevalence of such phenomenon, Aozora and her closest confidants established in secret an organisation to combat them. This organisation was known as the [i]Himitsu no Shakai[/i], and its agents were intended to infiltrate foreign nations and contain magical anomalies before greater calamity befell the world. Aozora personally duelled against many such abominations, her armies saving allied nations from self-inflicted collapse on multiple occasions, but the Himitsu no Shakai itself struggled. It needed more resources, more troops, more research, and so it was publicly declared. Without a need for secrecy it expanded, growing larger and larger- And then the Nightmare came. The [b]Nightmare War[/b] was the most horrible conflict in Chudokuren history. Three fifths of the country’s entire population were slaughtered in the war and its aftermath. Invaded by a foreign dimension and a warped and twisted distortion of Kyoki Chudoku known as Tengoku, the Chudokurens were left utterly scarred. Tengokuren child soldiers and painless purifiers would forever leave their mark on the national consciousness. The southern island of Minamishima, once home to massive and illustrious scientific and industrial facilities, was left a scoured, barren wasteland. And Aozora herself saw the ultimate incarnation of her unrelenting sadism- and pledged never to succumb to it. The nation rebuilt. Slowly, painstakingly, years went by and recovery took place. But the conflict had taken its toll on the country and its leadership. Aozora’s direct subordinates, the [b]Densetsu[/b], had lost four out of nine of their number- two killed, two brainwashed by Tengokuren reincarnation coffins. She appointed non-tenshi replacements as a temporary measure, but this became effectively permanent. Though secure, Kyoki Chudoku was left in a dilapidated state. Its entire population was traumatised. Some marked their kills with tallies etched into flesh. Others had been impacted by Tengokuren pain weaponry, and were left with chronic convulsions of all-consuming agony, Others still suffered from the raw guilt of indulging in treacherous escapism in the midst of the horror. When an arcane investigation into the tiny anarchic country of Sartinaynia revealed a threat, an assault was ordered- and it soon became an occupation and an annexation. [b]Satina District[/b] was thus formed, and used as a way for veterans to escape constant reminders of their agony. Those who suffered most, who lost everything, were sent on ships to a distant continent, to enjoy the lush tranquility of a foreign climate away from the lingering smell of cinders in the air, the knowledge that blood and bones were buried beneath their feet. Not all feared Tengoku, however. Not all were made mortified by the songs of children after hearing the choir-like battle hymns of the false heaven that had descended on the war. Some saw inspiration in their ways, their fanatical loyalty, their devotion to their goddess. Some began to worship their own Overlady religiously in secret cults. These heaven seekers- these [i]tengokutankyu[/i]- were executed upon discovery. But some managed to keep their secrecy. And even for those who did no such thing, these ideals reminded some of Kyoki Chudoku’s original state. The days when cries of tyranny had echoed across the oceans. The days when the Supreme Ultimate Country was not pitied, but [i]feared[/i]. Aozora herself was in no mood for such visions. She had a different dream than the ruthless sadism she had sought long ago. She wished simply to preserve her country. But as those she cared for faded, as nations she’d helped rise collapsed into anarchy, she fell into a state of morose, reclusive depression. Days and nights went by when she simply poured through files and memories, ruling her nation with an iron fist yet attending to its leadership more and more reluctantly. In truth she was terrified. Terrified that one day, if she made the wrong choice, she would fall into the same cruelty as the false goddess that had massacred her people. She felt that her obsession with control would be her own downfall. And so, to prevent such a fate, she authorised the Himitsu no Shakai to capture and detain her should she ever succumb to such mental instability again. This failsafe was known as Arashi Protocol 39. [background-block=#8000FF][color=#8000FF][size=1][center].[/center][/size][/color][/background-block] [background-block=black][color=white][size=200][center]OPERATION STORMFRONT[/center][/size][/color][/background-block] [background-block=#8000FF][color=#8000FF][size=1][center].[/center][/size][/color][/background-block] Aozora’s followers diligently carried on even as their tyrant spoke to them less and less. The brunt of the responsibility fell upon her Densetsu and their replacements. Though each carried entirely different personalities and perspectives, the Densetsu each had absolute loyalty to Aozora, forced upon them during the tenshification process. However, more and more radical ideas began to stir amidst their number. [b]Hanabi[/b] was the ninth and final Densetsu. She ruled over Otoko District, the easternmost territory of Kyoki Chudoku. Herself obsessed with superiority and domination, she had slowly come to resent the weakness of Kyoki Chudoku. She believed that Aozora’s true vision was her original one- of a world-spanning empire under an iron-fisted rule, of uncompromising brutality against all forms of dissent, of ruthless oppression in the name of order and efforts to expand this oppression to any democratic powers that persisted in the world. However, for all her frustration, she struggled to find allies in her increasingly aggravated efforts to restore the Overlady to her former glory. She saw Aozora as a shell- a shadow of what she once was, what she should be. The closest thing Hanabi had to any form of ally at this time was [b]Naosu[/b]- ruler of Shinrin District, head of medical affairs, and Aozora’s personal physician. Naosu was a perfectionist, believer in the clinical elimination of all defects in society. Though she did her utmost to obey her Overlady’s will, it was impossible to completely resist her inner ire that she was left to care for a country of the traumatised and the mutilated and the diseased. She wished to correct those faults, to begin eugenics projects and further explore her old work with biological weapons development, but she was never authorised to proceed very far, instead forced to work on assisting the afflicted. Her advances in medical technology- especially prosthetics and pain relief- were revolutionary, but far from her utopian ambitions for a perfect society. Even [i]Project Shiryō[/i], her effort to develop biologically and mechanically enhanced super-soldiers, was a complete disappointment. Though she would never consciously admit it, Naosu shared in Hanabi’s view that Kyoki Chudoku needed a drastic restoration. These desires came to a head when the proposal emerged to use a mental inhibitor on one of the indoctrinated Densetsu- [b]Kiku[/b]. Kiku was the fifth Densetsu and the only Densetsu to be tenshified entirely by her own choice. She had once ruled over Iyana District- now part of the sprawling and near-inhospitable wastes of Minamishima- and had served as head of diplomacy, a rule now taken up by a woman known as [b]Tokiko Suou.[/b] At the beginning of the Nightmare War, Kiku had been abducted and reincarnated- brainwashed so thoroughly that even after years of confinement, she still gave her rescuers only piercing insults. It was suggested to use a mental inhibitor on Kiku to counteract her indoctrination, but the idea demanded testing. Aozora, who was desperate to attempt every possible means of saving her confidant, thus ordered the Himitsu no Shakai to conduct experiments using reconstructed variants of the prohibited technology. Both Tokiko and the head of the Himitsu no Shakai- [b]Kodama Remon[/b]- were apprehensive about these tests. Tokiko had fought in the front lines during the Nightmare, her body scarred with countless [i]shūkei[/i] marks- tallies etched into the flesh. She was paranoid about the increasing parallels between Kyoki Chudoku and that sadistic false heaven that had brought so much suffering upon her and her compatriots. Remon had once served as a special forces operative, fighting beside Aozora herself in an assassination operation- but her time in the Himitsu no Shakai had made her equally concerned about any kind of mind-altering technology or magic. The two agreed that if things proceeded further, if Aozora showed ambitions beyond saving her associates with these devices, it would be necessary to contain her and ensure her stability. Nonetheless, the experiments took place, and shortly afterwards Kiku’s mind was restored. The other brainwashed Densetsu, Tensai, used her magic to slay herself before the procedure could be carried out on her. What happened next is a matter of little clarity. Many claims and rumours existed. Many interpretations and conspiracies followed in their wake. The exact cause was debated extensively, with no official claims being absolutely verified and eyewitness accounts of the cause itself almost nonexistent. But what is known is that Aozora was reported doing something that crossed the line. The most common interpretation is that she planned to expand the use of mental inhibitors in an effort to either control the country or to try and cure the trauma embedded in the Chudokuren psyche. Others involve plans to embrace her own religious worship. In any case, it is certain what happened as a result. Arashi Protocol 39 was declared, and Operation Stormfront commenced. Aozora’s home was raided by Himitsu no Shakai operatives, and a pitched battle ensued. Aozora’s personal guards and several regular soldiers engaged in battle with the Himitsu no Shakai. In the heated fighting, the Overlady engaged in a brutal melee with her attackers, and in the midst of the struggle, was unexpectedly killed. No certain last words were recorded, though the phrase most commonly attributed to her be last utterance was “I’ll slaughter these traitors myself if I have to.” With Aozora dead, and with no final commands, the nation was left in anxious disarray. Most historians consider this moment the beginning of the [b]Bunkatsu Period.[/b] [background-block=#8000FF][color=#8000FF][size=1][center].[/center][/size][/color][/background-block] [background-block=black][color=white][size=200][center]YEAR ONE[/center][/size][/color][/background-block] [background-block=#8000FF][color=#8000FF][size=1][center].[/center][/size][/color][/background-block] In the immediate aftermath of Aozora’s downfall, the nation entered a period of mourning. The Himitsu no Shakai established control of the situation, declaring the [b]Provisional Government[/b] as they worked to ensure Aozora’s last desires were carried out, and that the candidates to rule the nation in this period of chaos were suitable choices. Despite resentment for killing the Overlady, the Himitsu no Shakai’s rule was grudgingly accepted. Aozora’s death seemed like an accidental occurrence, the evidence supported the need for their intervention, and the Himitsu no Shakai publicly executed those involved in the incident for their incompetence as a show of good faith. In effect, Kyoki Chudoku became a military dictatorship under Remon’s command. Her rule was however far from absolute. Far from a politician, Remon simply wanted to maintain order and stability. The Densetsu retained their positions as the Himitsu no Shakai screened Aozora’s belongings and pre-recorded messages to ensure there was no final wish of malice directed at her tenshi, who would have no choice but to obey. Two weeks after Aozora’s death, a funeral was held. Many prominent Chudokurens were in attendance. The body was incinerated to prevent undesired resurrection at the hands of any form of potent necromancy. At the end of the event, a per-recorded public address was broadcast to Kyoki Chudoku. In it, Aozora expressed her unwavering belief in tyrant, and that order would always prevail over chaos. [i]Tengokutankyu[/i] terrorist activity rose starkly in the following weeks, as did efforts at democratic rebellion- but all were put down. The first slip in confidence about the Provisional Government was its refusal to publicly broadcast Aozora’s other major death-tape- the one announcing her order of succession. It was originally stated that this would be shown to the Densetsu and layer publicly revealed, but this never occurred. The Himitsu no Shakai declared that the tape’s contents were “too dangerous” to reveal. Remon was becoming more and more paranoid about tenshi in general and the Densetsu in particular, as she believed that without Aozora’s direct command, their disparate personalities and desires would lead to enormous conflict. She felt that if any one Densetsu were placed in control, the others would not necessarily feel obligated to follow their will. What was once an overriding vision was now left solely to interpretation, and so in her mind it was better for those who did not possess such intense loyalty to take control of Kyoki Chudoku. However, her attitude led to increasing dissent among the Densetsu. In addition to Naosu and Hanabi, three other Densetsu remained in a position to act. [b]Sawagi[/b] was the head of the navy, and ruler of Kaigan District. She was tenshified after Aozora rescued her from a suicidal drowning attempt, and so placed great personal value in Aozora as a saviour figure. She had fought in the Nightmare, losing one leg in an undersea battle. Sawagi viewed the Himitsu no Shakai’s actions as bordering on treachery, and had no trust for someone so unwilling to share Aozora’s desire. [b]Kurushimi[/b] was the head of the army, and ruler of Nogyo District. A brutal masochist who relished in her own agony, Kurushimi also possessed a magical ability to manipulate pain. For this reason she had often been involved in torture efforts in the past. As both a military commander and a servant of Aozora, she shared Sawagi’s paranoia. Further, she believed that she in particular was actually the designated successor based on her past conversations with Aozora. Finally, there was [b]Gikochinai[/b]. Head of media and cultural affairs, and ruler of the snowy lands of Sangaku District, Gikochinai was known for her perpetual cheeriness and her literal love for everyone she ever met. Her concerns did not lie with the truth of Aozora’s vision so much as they did with making people happy. Gikochinai felt that Kyoki Chudoku needed to be a vibrant and cheerful place, that the people needed happiness to make up for the despair of Aozora’s passing. She had no interest in opposing the Provisional Government herself, but was convinced by the other Densetsu that it was necessary. Despite this, her personal contributions to the effort were minimal. With the leader of both the army and navy among them, as well as as the national head of security, the Densetsu had an immense influence on the Chudokuren population. When they made a call to dethrone Remon’s regime and impose a true Aozoratarian vision over Kyoki Chudoku, they were able to secure the loyalty of a large force with relative ease. However, the Himitsu no Shakai itself remained fiercely loyal to its commander, and many of the more suspicious soldiers believed that this revolt was a last-ditch act of spite orchestrated by a delusional Aozora to punish her captors in the event of her fall. Nonetheless, the Himitsu no Shakai could not resist the encroaching forces. As a desperate last resort, Remon fled to Satina District, which had a notable Himitsu no Shakai presence and a power base of veterans with great paranoia about Tengoku-like activities. Tokiko Suou, who was very conflicted about the entire situation, elected to follow her closest friend to Satina. With the Provisional Government ousted and the Himitsu no Shakai subsequently disbanded in the isles, Kyoki Chudoku was restored to order. Aozora’s death tape was examined and publicly broadcast- revealing that, to the surprise of many, Sawagi was the designated successor, followed by Kurushimi, Hanabi, Naosu, and Gikochinai in that order. Sawagi made a speech about her appointment, declaring herself the [b]Supreme Marshal[/b] of Kyoki Chudoku. For the final months of the year, the Densetsu focused on reestablishing their power, and planned an assault the next February to reclaim Satina District for the Supreme Ultimate Country. This invasion would never take place. [background-block=#8000FF][color=#8000FF][size=1][center].[/center][/size][/color][/background-block] [background-block=black][color=white][size=200][center]YEAR TWO[/center][/size][/color][/background-block] [background-block=#8000FF][color=#8000FF][size=1][center].[/center][/size][/color][/background-block] Though Remon’s distrust of the Densetsu was a major reason for her downfall, it cannot be denied that her concerns were at least partially valid. The Densetsu were united by personal loyalty to Aozora, but they each had very different views on what an ideal country would be. Nonetheless, the first few months of their collaborations proved successful. But by January, cracks were beginning to form in their unity. Concerned that what happened in the aftermath of Aozora’s death might repeat itself, Sawagi declared openly and public that Kurushimi would be [b]Vice Marshal[/b] and her immediate successor. Kurushimi happily accepted the role, and the choice proved popular with the people at the time. Both Sawagi and Kurushimi were well-known and well-regarded figures. Both had fought in the Nightmare War and were seen as frontline heroes of the conflict. Both were experienced military leaders and both believed in carrying forward Aozora’s vision after the Nightmare- of a recovering, prospering, isolationist Kyoki Chudoku. But this ideal was not shared by their compatriots. Hanabi retained her desire for a more aggressive stance. And with the Himitsu no Shakai gone, many restrictions they had imposed upon research and development no longer seemed relevant. Hanabi championed the view that expanding upon old technological and magical visions- pain projectors, more advanced forms of tenshification, even mental inhibitors- was necessary to maintain firm control of the national. Naosu further supported the development of greater eugenics projects and the elimination of psychological trauma in the Chudokuren population. This conflict became irreconcilable early in the year. During a small but brutal democratic uprising in Otoko District, Hanabi ordered the use of pain projectors. The devices agonised the enemy and put down the rebellion swiftly, but also afflicted several non-targets and caused twelve innocents to experience CRAS- a chronic agony syndrome that left them convulsing in torment for months on end in the aftermath. Until this point, Sawagi had allowed her subordinates a considerable amount of flexibility in how they controlled their districts, but she denounced the use of such technology and prohibited further usage of it. This spiralled into a series of heated arguments between the two over Aozora’s true vision- with Hanabi reminded Sawagi that Aozora saved her [i]before[/i] growing soft, and Sawagi arguing that Hanabi’s actions were bordering on treason. In the end, there was a greater divide than anyone could have imagined. Hanabi and Naosu formed an alliance and officially declared their districts separate from Sawagi’s government. District loyalty was now becoming a matter of national importance. Most Chudokurens trusted their local district governments more greatly than any official government after the Himitsu no Shakai’s failures. As such, though there was much discussion and dissent, actual rebellions were relatively small and easily handled. Though military action was planned, Sawagi attempted diplomatic solutions. The leaders of both sides in this conflict were former friends, and had served alongside each other for over a decade. Sawagi sought common ground, but Hanabi was unwilling to budge. She used this time to not only organise her own armies, but to begin secretly installing reconstructed mental inhibitors in Otoko District and Shinrin District. Kurushimi ordered a military buildup in Nogyo District, which bordered both- it being the westernmost territory of the eastern island of Azumashima. Caught in the middle of the crossfire was Gikochinai, who wanted nothing more than for her friends to stop fighting. Despite the open conflict, however, neither side made any major offensives. Ever since the Nightmare, Chudokuren troops had only ever engaged in small skirmishes against insurgents and terrorists. With a military on either side composed mainly of ruthless sociopaths and traumatised psychotics, there was a great question on how much control either military command could reliably exert over its own forces. Further, using weapons of mass destruction on territory both sides wanted to occupy seemed foolish. As such, the majority of the fighting at first consisted only of small pushes and standoffs, with each side preparing more and more troops and support but not yet deploying it on full. One area that both sides did devoted extensive effort towards was Minamishima. Though irradiated and barren, the near-lifeless wastes of the island had never been cleansed of Nightmare War technology. As such, it was discovered that several Tengokuren weapons, vehicles, and technologies were preserved beneath the ash. Sawagi’s hostile environment forces rushed to purge this equipment from as many areas as possible, while Hanabi’s elite troops raced to capture this technology and bring it back for secure analysis. This shadow war would continue slowly and fatally, with every skirmish a brutal encounter in the harsh conditions of the wastes. Near the end of the year, Hanabi officially declared [b]Radical Kyoki Chudoku[/b]- with Sawagi’s portion of the nation known as [b]Loyalist Kyoki Chudoku[/b]. Each claimed to be truly loyal to Aozora’s vision in its own way. The two districts of the western island of Nishishima- Chuo District and Kaigan District- were firmly loyal to Sawagi, with Nogyo District and Sangaku District nominally part of the Loyalist territories as well. Only Otoko District and Shinrin District were loyal to Hanabi, but this provided a considerable power base, containing the vast majority of Chudokuren mining facilities, prison islands, and biological weapons labs. Each side’s forces braced for a major standoff but stuck to small skirmishes. Instead, each side focused on internal concerns for the first portion of the year. The main concern of the Loyalist’s was Sangaku District. While Sangaku District was not a military powerhouse, it provided the Loyalists with the ability to encircle their enemies. Armies could strike from the west and the north, while their superior naval forces would mount attacks in southern Shinrin and against Otoko’s eastern islands. However, Sangaku District was ruled by Gikochinai, who herself wanted absolutely nothing to do with this war. Gikochinai had used her media influence and control over information to suppress reports of the growing instability. She wanted her people to be happy, even if it meant being ignorant. Both sides knew of her political naďveté and appealed to her support. Kurushimi was her closest friend, and did her best to keep Gikochinai on her side, going so far as to go on multiple dates with the eight Densetsu to satisfy her urge for reciprocated love. However, Hanabi offered Gikochinai the ability to be unrestricted, to follow her desires however she wished if she joined the Radicals. Just as Sangaku’s loyalty to the Loyalists would allow for a massive strategic advantage in the easy, its loyalty to the Radicals would make Nogyo District almost indefensible for the Loyalists. The Radicals had other concerns within their territories. Special forces needed to be trusted with knowledge of mental inhibitors to protect and maintain them. Naosu’s eugenics programs were initiated, beginning efforts to sterilise those deemed genetically unworthy within Shinrin District and to expand Project Shiryō produce a more advanced breed of super-soldier. Hanabi attempted to replicate tenshification technology, but failed to create an effective analogue, leaving both sides still dependent on the limited number of vats Aozora had left behind. Worse still, Hanabi and Naosu did not personally agree on many topics. There was an increasing risk of division between the partners. Eventually, they agreed to settle these problems after Kyoki Chudoku was secure. To confirm the establishment of a proper hierarchy between them, Hanabi declared herself [b]Overlady[/b] of Kyoki Chudoku, while Naosu remained head of medical affairs. This announcement was swiftly followed by a sudden and brutal offensive into Nogyo District. Neither side was able to exploit Sangaku District reliably, with Gikochinai demanded that no fighting take place in her territory if either side wanted her help. But the conflict was agonising regardless. Hanabi used pain projectors and old agricultural weapons against the enemy, and due to their unknown mental conditioning her soldiers were more disciplined. Seeing the writing on the wall in the east, Kurushimi ordered the evacuation of her forces from her home district. Several pockets were killed off before they could depart, and brutal displays were made of their commanders. Hanabi broadcast their branding and execution to both sides of the conflict. A wave of refugees fled northward to Sangaku. Gikochinai accepted them in, but was disparaged about the conflict. She couldn’t take this division between her friends any more, and refused to support either side. As such, she declared the autonomous state of [b]Yorokobi no Kuni[/b], which she claimed was a utopian safe haven of joy and happiness. It was indeed an escapist paradise, with all save the armed forces given mass media to entertain them, with reports of the brutality outside suppressed, and with an increasing amount of euphoric drugs being added to the water. Gikochinai had managed to manufacture a great supply of Black Sugar, a drug developed to take pain away from CRAS veterans- now she used it to enforce a state of mandatory love and happiness in her population. After the declaration, citizens were given a two-week chance to leave for anywhere else if they wished to go. Very few departed. Both sides were outraged at Gikochinai’s actions, but neither could afford to focus on it. Nogyo had fallen, and all of Azumashima now belonged to the Radicals. Nishishima remained firmly Loyalist, protected by an expansive navy- but Hanabi’s increasing emphasis on unconventional warfare made both Sawagi and Kurushimi concerned, the latter also somewhat depressed due to Gikochinai’s betrayal. By the end of the year, Kyoki Chudoku had divided into four entirely different governments, with no semblance of unity yet in sight. Not only was the sea dominated by Loyalist naval forces, but extensive efforts had been made in the past to trap and mine effectively every strait between Nishishima and the other islands. There was, however, a remote target to take advantage of- the highly centralised island of Chikanshima. A small island used as a listening post and coordination centre, the Loyalists were working to establish a greater airbase on the relatively remote landmass to launch bombing raids deeper into Radical territory. Hanabi began planning an invasion, but the assault would take time to coordinate and prepare for. If she secured that infrastructure, her more advanced cruise missiles would be in firing range of Kaigan District’s capital city, Boeki Minato. It was a vital strategic location of the conflict. Hanabi also considered possible methods of invading Yorokobi no Kuni. If the rogue northward nation was successfully occupied, all of Azumashima would belong to her, and no terrestrial threats would remain. The Loyalists did not yet have the initiative or capability to successfully make landings in her summation, so doing this would permit her absolute security for a time. However, attacking posed the risk of antagonising Gikochinai and driving her to an alliance with Sawagi, which would allow the Loyalists an entire new front to attack from, one secured by mountains and frozen terrain instead of the fields, farms and forests of Nogyo District. An ongoing debate occurred between her command stuff, with some supporting the invasion of Yorokobi no Kuni first following what became known as the Consolidation Doctrine while those who wished to assault Chikanshima and other outlying islands became known as believers in the Momentum Doctrine. The Loyalists had their own problems. In particular, the looming threat of a food crisis was Sawagi’s gravest concern at the beginning of the year. The vast majority of Kyoki Chudoku’s environment had been devastated and poisoned during the Nightmare War, leaving few areas suitable for extensive agriculture. The main breadbasket of Kyoki Chudoku was Nogyo District, which had fallen to the Radicals, leaving Sawagi with a slow but inevitable decline in food supplies. A rapid reconquest was necessary to avert disaster, but her forces were not sufficient to break through the mounting Radical defences. This particular problem drove a wedge between Sawagi and Kurushimi, the latter of whom had ordered Nogyo’s evacuation. Sawagi accused Kurushimi of making a costly choice and of being reckless in her command, while Kurushimi stated that the area had been indefensible and that prolonging the battle would only have killed more of their troops. Kurushimi had placed her hopes on the prospects of negotiations with Gikochinai, but the former eighth Densetsu was reluctant to get involved in any capacity. Even the word of mass starvation being near if nothing was done within the year did not compel her to take sides. Despite this, both Loyalists and Radicals made pleas to her for her support despite her refusal to heed either side. The Provisional Government also made an effort to gain her support, but Gikochinai declined that also. Gikochinai had ordered a month of mass celebration at the year’s beginning to further distract her people from the ongoing conflict and to commemorate the new year, but by February she had made a rare move of her own. The [b]First Proposal for the Chudokuren Confederation[/b] was her desperate effort to form peace. The first peace treaty offered over the course of the Chudokuren War, its terms defined a simple white peace. The Loyalists would retain power in the west, the Radicals in the east, Gikochinai in Sangaku District and the Provisional Government in Satina District. The idea was to restore Kyoki Chudoku’s unity by allowing for much greater district flexibility, but nobody wished to submit to another tyrant, and no other leader wanted peace. The most cooperative was in fact Kodama Remon, who reasoned that the survival of what she had was worth accepting if possible- but neither Sawagi nor Hanabi condoned the Provisional Govenmnt’s continued presence in Satina, and Tokiko Suou talked Remon out of the arrangement, believing that they’d be attacked and executed immediately if Radicals and Loyalists ever reconciled and aligned. That possibility was however extremely remote with the ongoing plans to captain Chikanshima. The Radicals were able to develop a new missile warhead system known as the [i]Nagareboshi[/i], using chlorine trifluoride in scattershot mechanism intended to rain incendiary death from long range. Bombardment took place from the landfill island of Nakusika and from coastal sites in Minamishima, captured for the sake of the attack. A fierce naval campaign swiftly followed. The Radicals lost many of their troops and ships in the fighting, but a lightning attack coupled with overwhelming use of pain projectors allowed them to capture Chikanshima in a brutal slog. With the island secure, long-range bombardment was possible against Boeki Minato, striking a devastating blow against the Loyalist forces. Less promising were the internal divisions within the Radical leadership. Naosu and Hanabi struggled to reconcile their differences on numerous occasions, and promises to keep these conflicts until the end of the war were fading. Hanabi was focused on expansion and the eradication of the Loyalist threat, with future imperialistic ambitions beyond Kyoki Chudoku’s territory. On the other hand, Naosu wished for a secure isolation, in which she could further develop her eugenics projects and secure what she considered the perfect future of the nation. Unable to reconcile these divisive perspectives, arguments between the two grew more and more heated until Naosu declared a state of open separation to Hanabi. Thus was born [b]Mouhou Soshiki[/b], taking the territory of what once belonged to Shinrin District. Though ostensibly still allied with the Radical cause, both sides considered this the first act in an undeclared conflict, and only the pressing need to secure an advantage against their mutual foes kept the leaders from striking one another then and there. Ruled by Supreme Marshal Sawagi and Vice Marshal Kurushimi, it is widely considered the most legitimate of the Chudokuren governments, as its leader can claim to be a direct successor to the former Supreme Overlady of All Reality as appointed by Aozora herself. The nation is reminiscent of Kyoki Chudoku just prior to Aozora’s downfall, with ongoing efforts at reconstruction and agricultural development made necessary by the ongoing civil conflict. [background-block=#8000FF][color=white][size=150][center]National Information[/center][/size][/color][/background-block] A semi-isolationist government seeking self-sufficiency and reunification of Kyoki Chudoku, the Loyalists can be considered a militarised variation of Aozoratarian governance. Many former principles of Chudokuren governance- the ruthless suppression of dissent, the excessive punishment of criminals, the absolute authority of a single ruler, and the belief that dissent is reason- remain in place. However, some of the more torturous forms of punishment have been prohibited, as has research and development of any further magical technology used to support oppression or inflict agony. One of the first acts of the Loyalist government was the disbandment of the Himitsu no Shakai and a reallocation of resources once spent on the organisation towards conventional military projects and ongoing restoration projects for towns and communities affected by the Nightmare War. The government has considered other initiatives, but has placed greater emphasis upon the ongoing war. Loyalist Kyoki Chudoku maintains a superior navy and air force to the Radical cause. However, the Radicals possess a larger and more disciplined army, and access to more exotic weapons such as biological warfare, pain projectors, and efforts to modify Tengokuren technology. The Loyalists are presently on the defensive, but confident in their own security for the moment, as their main territories yet to be occupied are separated from Azumashima by the Chudokuren Sea, in which their naval superiority gives them an enormous edge. She was the second Densetsu, given the numerical designation Densetsu Ni by Aozora after her tenshification. Responsible for commanding the naval forces of her country, she fought fiercely in the Nightmare War, losing a leg and some of her early depression. However, after Aozora’s downfall, she took part in the rebellion against the Provisional Government, discovering that she was Aozora’s chosen successor. With a great responsibility on her shoulders, Sawagi has fallen into a cynical but pragmatic sorrow, with her main focus being on eliminating the traitorous forces of her former associates and reunifying Kyoki Chudoku under the Loyalist banner. [hr][center][b][u][size=150][anchor=21][color=blue]History[/color][/anchor][/b][/u][/size][/center][hr] Born in Kaigan District, Sawagi was an enthusiastic woman in her youth. She had a particular love for the beach and the ocean, where she always found excitement and peace. She wanted to become a sailor when she grew up, and had a fascination with all sorts of ships. However, as the Tyrannical Revolution began, her father was killed in a robbery. Struggling to cope with this death in a period of strife, Sawagi became more and more reclusive and closed off from the world. Her mother succumbed to alcoholism, and the two fled to a small coastal town to try and escape the worst of the fighting. Unfortunately, this did not save them from the horrors of war. A chemical attack took place in their town, and Sawagi’s mother was killed, in too much of a drunken stupor to escape in time to save herself. Sawagi was so devastated by this loss that she found herself in a deep depression. Unable to cope, she attempted to drown herself, believing that the ocean was the only peace left from her. Aozora Chiyumi happened upon her drowning body and pulled her from the water, forcing her into a tenshification vat. The procedure was a success, and Sawagi became the second of Aozora’s Densetsu. Lonely and miserable, she was prone to frequent bursts of tears despite her enthusiasm for naval command. She had a natural aptitude for military situations, but her emotional state was constantly unstable and she felt incredibly isolated from her colleagues. She would often personally lead expeditions to hunt down escaping traitors, and destroy their vessels, only to spend hours underwater speaking to the survivors before finally drowning them. Over time, Sawagi gained some self-confidence. She came to see Aozora as a saviour figure, pulling her away from her greatest mistake so she could serve a greater purpose. She also found herself more and more comfortable with her compatriots. Kurushimi, as a fellow military commander, was one of those she bonded with most- and Gikochinai’s endless cheer was something Sawagi came to greatly appreciate in her more miserable moments. During the Nightmare War, Sawagi led a submarine in an effort to escape Tengokuren jamming and inform Kyoki Chudoku’s allies of the attack. She was successful, but she lost her left leg during underwater combat in the effort and spent the rest of the war in recovery. Despite this, most Chudokurens came to see her as a hero of the war for her courageous efforts and painful sacrifice. Since the war, Sawagi gained an even greater sense of confidence, becoming something of a cynical but practical figure among the surviving Densetsu. After Aozora’s death, Sawagi was especially devastated. She held a fierce grudge against the Himitsu no Shakai for their actions, which was only reinforced when they refused to reveal Aozora’s death tape. Her frustration led her to take part in the rebellion against the Provisional Government, with Sawagi leading naval forces to blockade eastern ports and pick off stragglers and escapees. Though she failed to stop Remon’s flight, she was still considered a successful admiral during the conflict. She then discovered that she was Aozora’s chosen successor, declaring herself Supreme Marshal and pledging to carry on Aozora’s vision. However, diverging views between her and Hanabi led to growing tensions. Sawagi wished to be loyal to Aozora’s most immediate wishes, to continue Kyoki Chudoku in its present form, and saw Hanabi’s more ambitious reformation as treasonous. When Hanabi used pain projectors to put down a local rebellion, Sawagi was reminded of the Nightmare far too much. She couldn’t bear the thought of going down that path, and so reprimanded Hanabi, forbidding future actions like this- leading to the split between Radical and Loyalist Kyoki Chudoku. Sawagi also appointed Kurushimi as Vice Marshal in this time. Sawagi’s main concern has been the war effort, but she has also struggled with agricultural reformation. With most of Kyoki Chudoku’s breadbasket territories under Radical control, maintaining an ample food supply has proven problematic on the war-devastated soil. She had also planned numerous naval assaults and enacted several small blockades. This skin often glistens as though wet. She has deep blue eyes and hair, with her hair long and flowing. One of her legs was blown apart during combat in the Nightmare War, and has been replaced with an artificial prosthetic. Sometimes, during downtime, she will instead make use of a swimsuit for her oceanic activities, though unlike most Densetsu, she also makes sure to wear uniform on duty, especially now that she is in command of an entire nation. She enjoys water, finding it relaxing and comforting. Sawagi’s constant feeling of isolation has led her to undertake a regular ritual of speaking to her captives underwater, listening to their life stories before drowning them. She tends to be uncomfortable around the subject of suicide, due to her past experiences. She is also harsh on [i]tengokutankyu[/i]. A cautious and cynical woman, Sawagi absolutely despises treachery against what she considers Aozora’s vision. She is patient, but capable of great brutality when provoked. The war has driven her to misery once again, with many of her old friends aligned against her and the ideals of her saviour. As such, Sawagi has become increasingly unrelenting in recent years. A fervent believer in tyranny, Sawagi also believes in a more benevolent style of oppression, wishing to protect her people from the dangers of freedom and liberty more than subjugate them for personal self-satisfaction. It is ruled by the unwavering vision of Overlady Hanabi, with Naosu once serving a major part by orchestrating various eugenics projects and other human enhancement programs- not all of which were discontinued in her absence. It is often compared to the initial incarnation of Kyoki Chudoku, using any means necessary to enforce order and relying upon mental inhibitors to slowly indoctrinate the population into an even more oppressive mindset. It indeed claims to be an effort to restore Kyoki Chudoku to its former glory. [background-block=orange][color=black][size=150][center]National Information[/center][/size][/color][/background-block] An absolute dictatorship with a growing cult of personality around its leader, Radical Kyoki Chudoku maintains extreme Aozoratarian policies with additional sadistic and perfectionistic influences. While Hanabi maintains supreme control in theory, Naosu is allowed to govern Shinrin District with considerable flexibility, permitted to carry out her efforts of eugenics as she sees fit within her territory. The original supporters of the Radical movement were mostly Otokoren and Shinrinren Chudokurens with a desire to restore tyranny to greater glory, but mental inhibitors and rule through fear have suppressed dissent more and more reliably. Nonetheless, rebellions are still occurring, though easily put down for now. Sifting through the Minamishima wastes and through abandoned Himitsu no Shakai facilities in search of magical technology, the Radicals seek anything that will give them an edge. For this reason they maintain a vast stockpile of horrific biological weapons, an arsenal of pain projectors, and even various experimental weapons based upon Tengokuren ideas- such as aerosolised nekofication serum and fear and submission projectors. The Radicals also have a small number of [i]youkai[/i], elite tenshi troops fitted with superhuman prosthetics and transplants, a select few of which chose to remain loyal to the Radical cause as a whole. Hanabi once served as head of security, responsible for counter-criminal activities and breaking prisoners. Experienced in torture, she has an incredibly dominant presence and an intense superiority complex, providing herself supreme under all circumstances because she cannot bear the thought of her own weakness. [hr][center][b][u][size=150][anchor=91][color=orange]History[/color][/anchor][/b][/u][/size][/center][hr] Even as a young girl, Hanabi was ambitious and often aggressive. Her hot-headed nature made her a target, so she learned to defend herself, and eventually became a powerful combatant when unarmed. She grew to become something of a delinquent, never believing in outsides authority, leading to many familial struggles. As the Tyrannical Revolution took place, there was a period of chaos and anarchy, with criminals having a brief time to flourish before Aozora cracked down on all insurgent activities. Hanabi was caught in the midst of it, her father shot dead by panicked thief in the middle of the night and with no ambulance able to arrive in time. Devastated by her helplessness, Hanabi swore that she would never allow such a thing to happen again, that she would kill anyone who tried. Struggling to move through the streets, she was captured by Aozora's forces and eventually tenshified. Hanabi is known to be the Densetsu that took the longest time to tenshify due to her intense resistance. After emerging, she served as an enforcer, crushing dissent and intimidating the enemy. Eventually, she was placed in charge of Otoko District, where numerous island prisons were constructed. Hanabi became head of security, and helped ensure that traitors were punished as harshly as possible. During the Nightmare, Hanabi assumed partial command of the Azumashima forces. She helped lead portions of the Chudokuren military, including actively partaking in battle, calling upon her fierce fire magic to burn swathes of Tengokuren troops away. She was not severely wounded in the conflict, but her district was one of the least devastated- only Sangaku had been safer. After the war, she became frustrated that Aozora had abandoned her original visions for a world-spanning empire of tyranny. Hanabi believed that the traumas of war had gotten to her Overlady, that Aozora was becoming weak and depressed and that these shallow ideals of the present were not her true intentions. This led Hanabi to consider acts of mild dissent even before Aozora perished. In the aftermath of the death, however, Hanabi still grieved- but she did not believe that any who remained had the presence or authority to control Kyoki Chudoku. Instrumental in planning the destruction of the Provisional Government, Hanabi was not content to simply remain stagnant. She wished to expand her power, to bring greater tyranny and oppression upon the world. Her efforts would soon result in another civil war, and while Sawagi became regretful and morose, Hanabi only became more energetic, cruel, and sadistic, relishing in the greater personal power the situation afforded her. She organised celebrations, developed animations, and got to "have fun" with prisoners sent to her as part of Aozora's ironic justice punishment plan. The Nightmare War did not affect her as hard as it did others. Through it all Gikochinai maintained her cheery attitude. Many in her district developed an attitude of “cloud guilt”, having lost themselves to escapism rather than contributing to the war effort. She assisted in the reconstruction effort, with Sangaku being the least affected territory by the war and serving as a major staging area for recovery work. In the aftermath of Aozora’s death, Gikochinai tried desperately to keep people from fighting and grieving. The misery and strife that surrounded her was however impossible for her to prevent. Though she technically agreed to take part in the insurrection against the Provisional Government, she barely contributed to the effort, only doing it to make her friends happy. Though never entering despair, her efforts to cheer people up became more and more frantic and desperate. When the war between Loyalists and Radicals began, Gikochinai was caught in the middle. She was ostensibly part of the Loyalist cause, even going on dates with Kurushimi, but the Radicals promised her free reign to indulge her nymphomania. However, her rising paranoia about Aozora’s activities led to her giving the order to detain the tyrant, and so many have accused her of being responsible for Aozora’s death. She heads what remains of the shattered Provisional Government, trying to establish control over Satina District and preparing for the inevitable storm to come once the civil war comes to a close and the victorious power seeks the lost Chudokuren colony. As a young woman she was fascinated with mathematics and machinery, but lacked the dedication and practical aptitude to become a mechanic. She had a keen eye for precise motions, a growing degree of fine motor skill, and a fascination with the unknown. As she grew, Remon became caught up in the Tyrannical Revolution. She was one of those who joined the fight to impose a military dictatorship, becoming a frontline soldier during the Revolution even though she was not yet an adult. By the time of her eighteenth birthday the war had come to an end, and she was given a permanent position as a soldier. She soon rose through the ranks, becoming a part of the Chudokuren special forces. Remon took part in an incursion into Necerierra, a foreign nation Aozora sought to install a puppet ruler in. During the expedition, she fought beside Aozora, and though the assault was not a success, she was praised by Aozora for her competence in battle. As such, Remon elevated further through the ranks, eventually becoming a commander by the time of the Great Chudokuren Civil War. She eradicated several rebel cells in Shinrin District during this time. When the Himitsu no Shakai was formed, she joined the organisation as a head of its security forces. When the Nightmare came, Remon fought on the Nogyo front. In the aftermath, she was promoted to head of arcane security, assuming full control over the Himitsu no Shakai. She took part in arcane investigations, including authorising the Operation Sweeping Scythe- the first stage of what would become the occupation of Satina District. She was trusted by soldiers and Densetsu alike, and was known to be particularly involved in magical experiments. She also developed a firm friendship with Tokiko Suou, a fellow veteran and acting head of diplomacy, as the two went on investigations together and had many discussions about political affairs in the world and in the nation. Remon gained her interest in foreign media as a result of Tokiko’s influence. With news of mental inhibitors being produced, Remon became paranoid and fearful. She was worried that Aozora would take Kyoki Chudoku down the same path as Tengoku, and fearing for the nation’s future, ordered her detainment. When Operation Stormfront commenced and resulted in Aozora’s death, Remon was publicly mournful but privately devastated. The guilt became unbearable as she blamed herself for the occurrence, but after much reflection she decided she would never have done differently even knowing the outcome. Paranoid that Aozora had left a spiteful last surprise for her, Remon become more and more controlling over what remained of Aozora’s legacy. She did not trust the tenshi under her command, and though it would perhaps prove a self-fulfilling prophecy, the Densetsu turned on her and overthrow her regime. Remon was ousted within the span of a month after the rebellion’s beginning, and fled desperately to Satina District with what little she had left. Since then, Remon established herself in Satina, welcomed cautiously but soon gaining the trust of the local population, who heard of the immense chaos taking place in Kyoki Chudoku proper and who respected the Himitsu no Shakai more than most mainlanders. Remon maintained a low profile compared to other remnant state leaders, simply watching on and biding her time. Rumours exist that she has become too mournful and grief-stricken to take action, and that Tokiko has effectively led the nation on her behalf. Others suggest that Remon is simply spending her time planning the most effective strategies to resist the inevitable invasion. While many Chudokurens fear magic, Remon is one of few who was both worked extensively with it and has no desire to permit it whatsoever under her regime.
