The Legislative Branch

NOTING that there are currently only 2 branches of government in The Union of Independent Nations, those being The Executive and Judicial branches respectively.
ASPIRING to be a better democracy,
HOPING that with this Act we can have a new branch of government that is open to all nations,

The following act is to be made law and a new Legislative branch of government is to created,

I The Legislative Branch

1. The Legislative Branch is to consist of two Houses: The Upper House and the Lower House

II The Lower House

1. The Citizens’ Assembly is the Lower House of the legislative branch.

a. Any Citizen that has resided in the region for at least one week shall be eligible to be a member of the Citizens’ Assembly ( an MCA.)

b. The Citizens’ Assembly is a way for residents to vote on legislation provided and written by their own House and discussing the progress of the region.

2. The Citizens’ Assembly is led by the Speaker.

a. The Speaker serves a 1-month term (30-31 days) with no term limit, or until the next applicable election season.

b. The Speaker is responsible for guiding debate and administering votes.

c. The Speaker shall receive regional permissions to handle Communications and Polls.

3. Any member of the Citizens’ Assembly may write and propose legislation for submission.

a. All proposed bills are brought to the Floor of the Assembly to be discussed and voted on.

b. After submission to the Speaker, the legislation must be presented within 24 hours.

c. Discussion may last a minimum of 24 hours and a maximum of 72 hours.

d. The Speaker may extend the discussion time by up to 72 hours as often as necessary.

e. Following discussion, the Speaker shall have 12 hours to begin the voting period.

f. Legislation is passed by a simple majority vote in the Citizens’ Assembly which will then go to the Upper House for approval at which point the bill will be passed as long as the judicial review allows this.

4. The Federal Chancellor, Founder and Chief Justice may veto a passed bill by this house.

a. A veto can be overridden by a Supermajority vote of the Citizens' Assembly, a majority vote of The Upper House or by a majority vote of The Supreme Court.

5. The voting period for legislation shall last 24 hours, this can be extended by the Speaker.

6. Every legislation that has been voted on shall be archived even if not passed by the Upper House.

III The Upper House

1. The House of Lords (Parliament) is the Upper House of The Legislative Branch.

2. Lords/Ladys of The Upper House are either appointed by The Federal Chancellor, appointed by The Founder or Voted into office in a General Election.

a. There are 7 seats in The House of Lords.

b. 3 seats are filled via appointment from the Federal Chancellor.

c. 1 seat is filled via appointment from The Founder.

d. 3 seats are filled via a General Election (The Top Three Candidates with the most legitimate votes will earn the seats.)

e. The Founder and The Federal Chancellor can appoint themselves as their representatives in The House of Lords.

3. Lords and Ladys have a term of 1 month.

4. Lords and Ladys do not have a term limit.

5. Lords and Ladys are also apart of The Citizens' Assembly.

6. Lords and Ladys can hold another office while as an MP (Member of Parliament.)

7. Lords and Ladys do not have to be apart of a political party and can instead be an Independent.

8. Lords and Ladys have the right to style themselves as His/Her Lordship/Ladyship The Right Honourable Lord/Lady of The Union of Independent Nations MP (Member of Parliament.)

a. This style can be kept after they have left office as long as they use the Term Former Lord/Lady of The Union of Independent Nations.
