A nation lies in chaos. A once-great power lies on the brink of ruination at the hands of warring magicians and their delusional fantasies. Some aspire to the will of a fallen tyrant, a saviour-turned-enemy of the righteous order. Others seek to destroy all restraint, leaving their domains as personal playgrounds for their nymphomanic hedonism and their sadistic domineering. But amidst these struggling powers, one organisation remains firmly aligned with the views of true order. One power remains that opposes chaos at its heart, and though it is diminished by the treachery of countless millions, this community will fight to the end to preserve its honourable ideals.

The Provisional Government can be considered the successor of two separate institutions, each of which embodied a crucial aspect of the Chudokuren way of life. The first of these was the Himitsu no Shakai. One a secret society dedicated to fighting the arcane and preventing such perversions of nature as necromancy and dimensional collapse, the Himitsu no Shakai was later reformed into well-known staple of Chudokuren doctrine. It protected millions against insane abominations and anarchic oppressors who spread their false order through magical mind control and other such sinister means.

The second institution was Satina District. Once, this territory belonged to Sartinaynia, a minuscule nation that suffered countless civil wars thanks to an anarchic government and the murderous whims of a mind-controlling magician who hid within the labyrinthine bunkers. But thanks to Operation Sweeping Scythe, the Himitsu no Shakai established a presence, and Satina District was born- the old cruelty and chaos removed to make way for the next generations of Kyoki Chudoku. Those who had lost everything in the horrific Nightmare War were given new, lush land in which they could find new lives without smelling ash and cinders every morning, without fearing for their sanity every time a child sang.

The Provisional Government itself was established after the necessary demise of Aozora Chiyumi, former Supreme Overlady of All Reality and once ruler of Kyoki Chudoku. It was by her own sane will that she authorised the Himitsu no Shakai to eliminate her if she ever became unstable, and become unstable she did. Nonetheless, her death caused an uproar across Kyoki Chudoku. Opportunistic subordinates, lacking the guidance of their tyrant, became deluded by conspiracies and their own rising ambitions. They tore the heart of Kyoki Chudoku from the will of the chosen, and plunged the nation into ceaseless chaos. But the Provisional Government lives on despite it all. It endured the greatest hardship, and now rebuilds in preparation of a final blow that may never come- for the mainland is lost to madness and destruction.

This last refuge of security and peace and order may no longer hold the Chudokuren Isles, but it remains in every way the last true vestige of the once-great nation. To endure the greatest chaos and emerge from the ordeal, to embody the benevolent guidance of an understanding ruling authority, to demand obedience without cruelty...this is the way of the Supreme Ultimate Country. And while the rebellious states have abandoned every pretence of this, have given themselves to mania and indoctrination, have torn the county apart in the name of treachery and personal gain, the Provisional Government has not forgotten.

From chaos, order.

That is the way of things. And so it shall always be with Kyoki Chudoku. This is the order that will arise from the ashes. This is the order that will rectify the old wrongs. An order based not upon the whims of mad magicians and their personal obsessions, but the collective benefit of all that remains of Kyoki Chudoku in earnest. Citizens see the crossed-scythes insignia and in it find hope- hope that this Second Nightmare’s end will draw near, and amidst the and and bloodshed there will at last be reprieve from the sadistic lies of those who care only for their impossible, genocidal dystopias.
