Resolution Analysis
Overview
This addresses and condemns the issue of "destructive raiding" - a practice done by members of certain members of the R/D community and which the Security Council has long taken a stance against. To accomplish this, the authors condemn the practice of "destructive raiding" (which is defined in the resolution) and then exhort regional militaries to neither participate in the practice or work with those militaries which engage in it. Finally, the two authors urge those who can to write Liberations for regions which fall victim to "destructive raiding", and notes exceptions can be made against openly fascist regions or those that engage in destructive raiding themselves.

Recommendation
There are legitimate uses and applications of the so-called "destructive raiding" practice, even when taking into account the exception granted for targeting regions which are openly fascist. The primary application would be in regions held by OOC undesirable groups which may merit the destruction of their regional community as a form of signaling. Their mere existence as a region of natives does not preclude them from offensive action where it is warranted. The debate about whether or not it is permissible to participate in regional destruction does nothing more than send these regions the message that their continued existence is a-okay with international community because international actors, of which the co-author is a primary one in the defender bloc, have decreed that legitimately warranted practices are, of course, bad. In other cases - although rare in current times - regions can go to war for a variety of reasons, such as infiltration or violation of sovereignty. In these cases, it can be necessary for regions to use destructive raiding practices to protect their own interests. For the above reasons, the Ministry of World Affairs recommends a vote Against the Security Council Resolution at vote, "Against Destructive Raiding Practices".
