Resolution At-Vote: Sex Workers Protection Act

Our Vote recommendation: AGAINST

[I]Resolution Overview:

This proposal seeks to facilitate sex work in member nations and increase its safety. It legalises sex work and forbids discrimination against those who provide it; mandates the distribution of contraception and vaccines against sexually transmitted infections to sex workers free of charge; and prohibits individuals from engaging in sex work with a high risk of transmitting infections. It also includes some other provisions that duplicate extant General Assembly resolutions, such as forbidding the coercion of any person into participating in sex work (covered under GA#240 Sexual Autonomy Guarantee) and a prohibition of sex trafficking (covered under GA#23 Ban on Slavery and Trafficking).

Ministry Analysis:

The ministry believes that protecting individuals who participate in sex work is a worthy goal and that this proposal is well-written and comprehensive. However, we believe that requiring member states to legalise sex work is not necessarily conducive to that aim and is an overreach of the World Assembly's mandate. There are also some existing protections for sex workers enshrined in General Assembly law already - namely, GA#606 Universal STI Counteraction ensures that sex workers have access to testing and treatment for sexually transmitted infections as necessary; while this proposal would expand on these measures to some extent, we do not see this gain as sufficient to compensate the above. As such, the ministry recommends a vote AGAINST this proposal.
