The Modo
The Modo of the Federation of Ostrovskiy, most often known as just the Modo, is the legislative branch of the Ostrovskian government. It has full autonomy over the nation insofar as it remains within the bounds of the constitution.
The Modo is made up of 250 iknrakinn, one from each county, elected for a period of 5 years. They are elected by an Alternative Vote method. 126 or more iknrakinn can gather together to create a government, which in practice means parties adding up to 126 or more iknrakinn. The entire Modo elects a Prime Minister.
It is partially responsible for the editing of the Constitution, where an amendment will be brought to the national vote if at least 50%+1 of the iknrakinn present support it. This and other procedures may only be voted on if there is a quorum of at least 126 iknrakinn present.
Acts and bills require a similar 50%+1 vote count to pass.
The Modo was formed on June 13th, 1823, and had its first elections on April 8, 1824, which has been codified as the official election date since 1917. At first, there were 5 representatives from each provinces, for a total of 50. Over time, this figure grew with the population, until it was set permanently to 250 in 1978.
Over 100 parties have, at some point in the Modo's history, had a seat in the Modo. These have ranged all over the political spectrum from the Ostrovskian Proletariat Party, a communist party, to the fascist Ostrovskian National Socialists.
The first woman was elected to the Modo in 1824, an example of the proud Ostrovskian tradition of gender equality. The first non-human was elected in 1954, and the first member of the LGBTQ+ community in 1989.
In 1929, the first Modo ever was elected which had a majority of one party (the Ploks). This has only happened 2 other times, with the most recent time being right now with Zarya.
The Modo illegalized lobbying to Modo members in 1983, citing that lobbying is equivalent to bribery.
These parties currently have at least one seat in the Modo.
The government is formed by a Zarya-Priroda coalition, although Zarya technically does not need Priroda to continue functioning.
The vast majority of the Modo is made up of humans, with 236 humans in the Modo, out of which 107 are male, 112 are female, and 17 are non-binary. There are 13 dwarves, 9 men and 4 women, and one female elf.
The Prime Minister is chosen by a vote of the iknrakinn, with 126 needed for a confirmation. They function as both the head of state and the head of government, as well as the head and chairman of the cabinet and the leader of the secretaries, who they may appoint or dismiss at will.
The Prime Minister must be a member of the Modo who was elected by their constituents. There is no law prohibiting them from holding other governmental positions, notably.
The first Prime Minister was Klaben Alkira, in 1823, and the incumbent is Dina Goldstein. 10 parties have had one of their members become the Prime Minister.
The Secretaries are 13 individuals, always iknrakinn, who run one of the 13 departments of the nation. The first confirmed secretary was Klarr Kikla on April 10, 1824, Secretary of State for Klaben Alkira, and the most recently confirmed secretary is Virsha Minukt, Secretary of Energy for Dina Goldstein since August 18th, 2022.
The first four departments were those of State, Justice, Defense, and Treasury, each added in 1824. Since then, 9 more departments have been added: The Departments of Agriculture, Commerce, Labor, Development, Energy, Transportation, Healthcare, Education, and Magic.
