Statement by the President on State Visit to the Kingdom of Awellia

10th October, 2023

"Upon the opening of Embassy relations with Awellia, the President, Basil Bisharin, met with the newly arrived Awellian Ambassador, Tehmina Wadia, in the Ministry of Foreign Affairs building shortly after their arrival. There he discussed the intent to travel soon to the Kingdom of Awellia to discuss proposals and deeper ties, the Republic's own Ambassador to Awellia, Sarabion Barakat, also relayed this intent to the Awellian government in the hopes to continue the strong support Nubia and Awell have to offer each other in this turbulent world. The President has, with the backing of parliament, a series of proposals for the future Nubian-Awell relations and is hoping to unveil those proposals with the Presidents arrival on the 12th October. The Republic is hoping that trade and prosperity can follow, but also security and strength with the Indian people - the world is struggling under war and violence, and the democratic countries of the world, which support liberty and freedom against tyranny, must work together to hold firm against more hostile forces."[1]

Arrival of the President and Ministry Teams in the Kingdom of Awellia's Oman Province

12th October, 2023

"The President of Lower Nubia, Basil Bisharin, is beginning his visit today in the Kingdom of Awellia after landing in the city of Muscat, in the Kingdoms most westerly territory to discuss matters of cooperation concerning the Republic and Awellia. Joining the president were members of the Ministries of Foreign Affairs, International Trade, and Defence, as well as a diplomatic team from The Co-Economic Defense Organization (CEDO) which hope to discuss with their Awellian counterparts the future nature of Nubian-Awell relations in detail.

According to the Ministry of Foreign Affairs, which published information on the trip, the President has outlined a program to discuss with the government of the Kingdom of Awellia, which concerns the following:

Commitment to Cooperate in the patrol of the Red Sea and Gulf of Aden - 13th October

The Republic and Awellia both recognise the importance of keeping the shipping traffic safe and secure from outside threats and the Red Sea is an easy target from piracy and raiding which offers the opportunity to combine our efforts for more effective clearance and guarding of the major shipping channels. The Republic has sought a coalition of like minded nations on this issue and the combination with an India ally will only make such efforts that much easier. The Republic's request to the Kingdom of Awellia will not infringe on the guarantees established in the recent treatise between the Republic and the United states of Mesothallania.

Visa Program (In compliance with the CEDO)

Allowing citizens of our respective countries to work (business) and visit (tourism, family, etc.) would benefit both states and open up innovation and productivity in our nations industries. The ϧⲣⲏⲓⲁⲩⲗⲏ is willing to provide a 90 day visa to Awellian citizens online/at arrival for $50 NUD ($64.83 USD, 2023 exchange rate).

The following items are hoped to be discussed on the 13th October

a) Agreement on Export and Import of Financial Services.

b) Anti-Corruption Scheme.

a) Common Signed Agreement to Call for Peace in Current Global Conflicts

"The Republic is hoping a deal with the Kingdom of Awellia is fruitful, owing to the current global crises which could easily threaten the Republic.

Negotiations in Muscat

13th October, 2023

"The President today continued their diplomatic mission to Awellia after arriving in Muscat yesterday. They and the diplomatic teams were warmly greeted by the President of Awellia, Dr Behzad Sethna, and the Shiekh of the Province of Oman, and were invited to the regal and splendid Royal Palace and gardens; overlooking the natural beauty of the Omani seas. The teams from the Ministries of Foreign Affairs, International Trade, and Defence are said to already be in preparation to discuss in detail what was stated on the Presidents points and what was presented yesterday, as well as what will be hashed out today, tomorrow, and even after. The President when asked about the hospitality of the Kingdom of Awellia said: "Should an envoy from Awellia visit our Republic, we will be hard pressed to meet their [Awellian] standard of hospitality, they will certainly receive, as we did from them, a hearty serving of our local dishes, Ⲛⲩⲃⲓⲁⲉⲅⲉⲇ (Roselle Ram), perhaps?".

A statement by the President's team reads:

"The president of the Republic was very impressed by the openness of the Sheikh and Dr Sethna in Muscat. The President in response is hoping to extend their stay to see the astonishing historical and natural sites of the Province of Oman, who's long history has played an important role in the history of the Arabian Peninsula and Africa. The Republic, as the current Overseer to the International Educational, Scientific, and Cultural Organization (IESCO), is hoping to have representatives visit some of the prospective future sites which represent outstanding human history, culture, and nature, such as the Ancient city Qalhat, the Bahla Fort, and key areas of conservation such as the Arabian Oryx Sanctuary. The Republic's mission of diplomacy must also come tor recognise the great diversity in the world natural habitats and architecture and people, which are certainly present in Oman and maintained faithfully by Awellia."

With the acceptance of mutual security of the Red Sea shipping lanes and the Gulf of Aden, and invitation by the Republic's naval vessels to join in patrols of the Red Sea with their Awellian counterparts, the military cooperation was considered very promising by the team from the Ministry of Defence. The LNS Ben Amer is reportedly enroute from a patrol in the central Red Sea to Salalah. Although the military aspect is one thing, the Republic also allocates funding to help deprived communities on the coast of the Red Sea, where it is universally known that poverty pressures communities to engage in piracy and raiding on valuable shipping. The Republic allocates roughly $10 million a year to invest in impoverished coastal communities from its Foreign Investment budget and there are hopes by the Presidents team a similar pledge of aid could be offered by the Kingdom of Awellia.

The team from the Ministry of International Trade is reportedly very grateful for the very open nature of the Kingdom of Awellia to Nubian businesses and is hoping to draft a document that will make the flow of commerce easier between the two countries, especially in regards to financial services.

The President finally stated to international press: "Already what we were looking to discuss on the 12th and 13th has either been implemented or has very high promise and we no doubt will expand on these points where Awellia is also happy to. Today has been very fruitful for our two states and we hope that continues."

Negotiations in Muscat

14th October, 2023

"The third day dawns on the Presidents visit to the Kingdom of Awellia's Oman Province. The President and their teams say they have been treated with excellent hospitality; experiencing what Awellia has to offer in her Gujarati food, culture in Muscat, and traditions of dance and dinner, and is further happy for the openness that the Kingdom of Awellia has towards the Republic's proposals. The President also personally thanked Dr Sethna for matching the investment to impoverished communities in the Red Sea area. The President, as the representative of IESCO, was impressed by the city of Muscat and the historical value of the city, noting: "The preservation of the worlds important areas is crucial, as I made note of the city and the history, good and bad, that without preservation we would lose what came before us and thus what will come after. IESCO's duty is thus not just for antiquities sake but for future people."

The representative for the Ministry of International Trade stated:

"We are grateful for the tax and regulatory incentives provided through the Kingdom of Awellia and their GIFT cities, the Republic hopes that Napata and the GIFT city will work in tandem as financial hubs. In response to these incentives the Republic, in negotiation with the CEDO team present, will discuss the lowering of tariffs for the CEDO Single Market with choice nations, specifically the Kingdom of Awellia. Thus there would be a call and vote to the members of the CEDO about a reduction in the current tariff rate from 7.5% to 2.5% between the CEDO and Awellia, with the Kingdom termed a "Special Tariff Partner (STP) of the CEDO".

The Republic further hopes for a liberalisation of services agreement between the two countries through a passporting system offered to banking, market, and other commercial services entities. This would allow the Kingdom of Awellia to provide their services to the Republic of Lower Nubia and the Republic to provide financial services, without the need for subsidiaries within each others country. The system would be a framework for reducing bureaucracy and regulations between the two countries, further increasing trade, as well as being expanded between other nations to form a global network. This naturally comes with the Republic, and Kingdom of Awellia, recognising the regulatory standards of professions in either country as compatible with the other."

With the possibility of opening up of Visas between Awellia and Lower Nubia, the team for the Ministry of Foreign Affairs also said it:

"[We had] Sought an extradition treaty with the Kingdom of Awellia. With more people from both nations working in the other, the possibility of crimes committed in one nation and then the accused or convicted fleeing to the other state to escape justice is more likely than ever. Such an outcome is in contravention to the Republic's position in regards to the sovereignty of the Republic's law, which necessitates those accused face trial, and those convicted face punishment under Nubian law. The Republic likewise recognises the sovereignty of the Kingdom of Awellia and their own right to convict and accuse those in violation of their laws and thus the Republic is very open to a mutual extradition treaty; where the accused and convicted are returned to the state their accused or convicted crime was committed. Such a treaty naturally recognises the laws of the Kingdom of Awellia as compatible to the liberty and freedoms given by the Republic's own laws and thus the Republic does not fear extradition of an individual to inhumane punishments."

Although there have been delays, the President and his team stated they are hoping to summarise the current negotiations on the 17th October, with the relevant authorities signing them as official discourse and treaty between the Republic and Kingdom.
