The Delian League (DL) is a charter-based intergovernmental organization that promotes peace, security and trade between several nations in Nova and Greater Dienstad that share a commitment to liberal economic and social values and the international order based on common rules and cooperation. It is named after its place of founding, the island of Delos in the Delosian Sea, in honour of the historic alliance of the same name and place of founding from antiquity. The League's charter obligates its members to resolve all international disputes through diplomatic means, and only allows the League to take collective military action in cases where the majority agrees there is proper casus belli and strictly for self-defence and defending others deemed subject to unprovoked aggression. Such action is taken on a mandate based on the international instrument of the Protocol on Territorial Sovereignty and Independent Self Governance, and more popularly known as the Dagora Doctrine in honour of Elected Duchess Eliana Dagora of The Grand Democratic Duchy of Yafor 2 who co-authored it with Secretary-General Dr. Soledad Martin of The Unitary Technocracy of Etoile Arcture. It was ratified in July 2009, establishing a multi-lateral defence framework for collective regional security in Nova. Member states pay towards the ongoing administration costs of the League and make voluntary military contributions to the League. In joint operations League member states military forces are required to use a delta (Δ) identification sign alongside other markings on their military vehicles.
The League was originally conceived and established in April 2008 by President Liviu Librescu, Honorary Prince of the Five Cities of The Principality of Damirez to fill the political and security vacuum left by the collapse of the Atrean Imperium in western Nova and as a counterbalance to the hegemonic power of the Oceanic Empire in eastern Nova. It serves a similar purpose to the now defunct Fegosian Union founded in June 2008 by President Al'iro Da'rel of The People's Nation of Alfegos to promote regional stability, economic development and joint efforts among its members. Members collectively funded a Delian League Navy (DLN) under the control of Damirez as an independent military arm of the League. The League and Union would recruit members within Nova and Greater Dienstad and famously allied with other nations and alliances outside the region including the Fedela Accords and Oceanic Defense Coalition in the campaigns of the
2009 Blackhelm War and 2010 Corporate Alliance War, which were preceded by the first activation of the Dagora Doctrine during the
2009 Griffincrest-Iythagoras Crisis.
Damirez originally lead the organisation, but reforms following that nation's withdrawal from international affairs due to internal political issues saw the League reformed to give all its members an equal say on decision making. This was modelled on the military coalitions of the 2009 Blackhelm War and 2012 Corporate Alliance War. Without Damiran oversight the Delian League Navy was disbanded on the basis of it being prohibitively expensive to equip, man and maintain an Independent force that unnecessary duplicated the existing military capabilities of member states. Members were now required to make voluntary military as well as monetary contributions to the League for the purposes of providing collective security, including assuming responsibility for the security of their geographic sector of the region and providing rapid reaction forces that could be activated and placed under the control of the League in emergencies. The League headquarters was retained at Delos and provided coordination including developing a joint League command structure, common League command and control (C2) interoperability standards such as developing a tactical/strategic communications network based on the Common Universal Delian Data Link Encrypted (CUDDLE), standard, and management of League programs including the League Joint Fighter Consortium (See below).
The greal seal is based on the design of ancient Greek tetradrachm coins and features the little owl (Athene noctua), a symbol of wisdom and knowledge from Greek mythology, with an olive sprig and the letter delta surrounded by a Greek meandros motif around the edge. The logo includes the little owl perched on a Corinthian column with olive branches surrounded by the words "United In Strength, Secure By Freedom" and is interchangeably used with the great seal, and oftentimes on flags and official documentation of the organisation.
